Roman Vladimirovich Kabeshev (born 25 July 1971, Arzamas) is a deputy of the Regional Legislative Assembly of Nizhny Novgorod Oblast of the VII convocation (2021–2026), leader of the Communist Party (CPRF) faction and deputy chairman of the committee on ecology and environmental management [1][2]. Doctor of Political Science, professor; before moving to full-time work in parliament he was vice-rector for research at the Arzamas Pedagogical Institute named after A. P. Gaidar [1][7]. Secretary of the committee of the Nizhny Novgorod regional branch of the CPRF [3].

Biography

He was born on 25 July 1971 in Arzamas, Gorky Oblast. In 1993 he graduated from the History Faculty of Lobachevsky State University of Nizhny Novgorod, then worked there as a research trainee at the Department of Modern and Contemporary History and completed postgraduate study; in 1996–1997 he trained at the European Institute of Higher International Studies in Nice. In 1997 he defended his candidate dissertation in history [1][7].

From 1994 to 2011 he taught at the Arzamas State Pedagogical Institute named after A. P. Gaidar, rising from department assistant to professor; from 2004 to 2011 he held the post of the institute's vice-rector for research. In 2005 he defended his doctoral dissertation in political science, and in 2006 he was awarded the degree of Doctor of Political Science. He is married and is raising a son [1][7].

Outside parliament

Since May 2011 Kabeshev has worked as a full-time deputy, making the Legislative Assembly his main place of employment [1][7]. Outside parliament his activity is tied to the party: he is secretary of the committee of the Nizhny Novgorod regional branch of the CPRF [3].

In June 2026 he was nominated as a candidate for deputy of the State Duma of the IX convocation — both in the territorial group of the party list, following the head of the Nizhny Novgorod regional branch of the party, Vladislav Egorov, and in a single-member constituency [6]. In July 2026 he took second place in the region-wide part of the CPRF list for the elections to the Legislative Assembly of the VIII convocation [3].

In the Legislative Assembly

He was first elected a deputy of the Nizhny Novgorod Oblast Legislative Assembly in 2011 from single-member constituency No. 16. He is deputy chairman of the committee on ecology and environmental management and also sits on the committees on budget and taxes and on social affairs [1][7]. He heads the CPRF faction in the regional parliament [2][3].

In December 2025, during discussion of the regional budget, Kabeshev's faction proposed adding 500 million rubles for the construction of an oncology center in Nizhny Novgorod, for which the 2026 draft budget allocated only 61 million rubles — to be funded by cutting spending on mass events, construction of the House of Government, and support for sports clubs [4]. In April 2026 the committee on housing and utilities rejected a bill introduced by the faction to ban the sale of alcohol in residential buildings: Kabeshev noted that a single building could have from two to five alcohol retail points, and insisted that alcohol markets should be removed from residential districts that already have large supermarkets with an alcohol section [5].

In the influence ranking of Legislative Assembly deputies compiled by the news agency "Nizhny Seychas" in 2026, he placed 17th and was classified in the "medium influence" group [2].

What remains to be clarified

The method of Kabeshev's election to the VII convocation in 2021 (region-wide list or single-member constituency); whether he took part in the 2021 State Duma elections and with what result; the results of the September 2026 elections, as well as the information from his income declarations.
