Vladimir Viktorovich Bespalov (born 14 January 1971 in Vyksa) is a deputy of the Legislative Assembly of Nizhny Novgorod Oblast of the VII convocation for single-member constituency No. 22, and chairman of the committee on housing and utilities and the fuel and energy complex. A graduate of Moscow State University of Railway Engineering with a degree in "industrial heat power engineering," before winning his seat he rose from a fitter at the Vyksa Steel Works to head of the administration of Gorodetsky District and first deputy minister of energy and housing and utilities of the oblast. Biography

Bespalov began his working career in October 1988 as a rolling-stock repair fitter in the railway shop of the Vyksa Steel Works; from September 1989 to July 1994 he studied at Moscow State University of Railway Engineering, majoring in "industrial heat power engineering." From December 1994 to June 2007 he again worked at the plant — rising from repair fitter and foreman to deputy chief power engineer and head of a department — and from June 2007 to February 2009 he was director for power supply and repair. From March 2009 to April 2010 he headed the municipal unitary enterprise "Vyksateploenergo"; from April 2010 to October 2011 he was head of the administration of the town of Vyksa, then acted in that capacity until December 2011, and from December 2011 to June 2012 he served as first deputy head of the administration of the urban district. In 2013 he graduated from RANEPA with a degree in "state and municipal administration." He was awarded the EMERCOM of Russia medal "Participant in Extinguishing the 2010 Fires." Outside the legislature

From June 2012 to December 2015 Bespalov served as deputy minister of housing and utilities and the fuel and energy complex of Nizhny Novgorod Oblast, and from December 2015 to July 2016 as deputy minister of energy and housing and utilities. On 29 July 2016 the Gorodets District Zemstvo Assembly, at an extraordinary session, elected him head of the administration; according to Vremya N, 26 of the 28 elected deputies voted unanimously in his favor. The competition commission recommended as a second candidate Tatyana Smirnova, deputy head of the district administration for social policy. The post had been vacant since the death of the previous head, Viktor Trufanov, in May 2016. [1][2]

According to Vremya N, Bespalov was to take up his duties as head of administration on 2 August 2016; a reference document from the Gorodets District administration places the start of his tenure in August 2016. [1][3] On 12 November 2020 the Gorodets District Zemstvo Assembly unanimously elected Alexander Mudrov as head of local self-government, succeeding Bespalov, who had led the administration since 2016. [4] By September 2021 Bespalov held the post of first deputy minister of energy and housing and utilities of Nizhny Novgorod Oblast. [5]

In the Legislative Assembly

Following the September 2021 elections Bespalov received 25,531 votes in single-member constituency No. 22 and became a deputy of the VII convocation of the Legislative Assembly. [5] He chairs the committee on housing and utilities and the fuel and energy complex and coordinates the United Russia party project "Urban Environment." [6][7][8][9]

In December 2025 Nizhny Novgorod deputies proposed requiring management companies, homeowners' associations (TSZh), and housing cooperatives to report quarterly on their financial and business activity, services, repairs, and tariffs, publishing the reports online, on information boards in buildings, and in the state housing information system (GIS ZhKKh); the rule was to take effect on 1 April 2026. "This will make it possible to genuinely strengthen oversight of how the funds residents collect for the upkeep of their housing are spent," Bespalov said. [6]

Another line of work concerns housing for orphaned children: in July 2026 the Legislative Assembly approved a mechanism allowing apartments for orphans to be set aside in buildings under construction instead of buying finished housing on the market, together with a methodology for calculating subsidies. According to Bespalov, the methodology will make it possible "to provide financial resources to the city of Nizhny Novgorod and save a significant share of them." [7]

By a presidential decree signed in February 2026, Bespalov was awarded the Order "For Merit to the Fatherland," II degree medal; the award was presented on 19 March 2026 at the Rukavishnikov Estate in Nizhny Novgorod. [8]

In United Russia's preliminary vote (primary), held from 25 to 31 May 2026, Bespalov received 5,205 votes in constituency No. 22. The results were finalized on 1 June: he was among the candidates who will represent the party in single-member constituencies in the Legislative Assembly elections. [10]
