Yashkov Viktor Vladimirovich (born March 13, 1969, Gorky) — a Nizhny Novgorod municipal administrator, head of the administration of Prioksky District of Nizhny Novgorod until 2008; he developed as a manager within the district's housing and utilities sector.[1]
Three Degrees
Nizhny Novgorod State Technical University n.a. R.E. Alekseev he completed twice: in 1994, majoring in "construction and road machinery and equipment" with a qualification as a mechanical engineer, and in 2000, majoring in "economics and enterprise management" with a qualification as an economist-manager.[1]
In 2002 he graduated from the Nizhny Novgorod Law Academy with a specialization in jurisprudence.[1] He earned all three qualifications — engineering, economic, and legal — without interrupting his work, advancing through the ranks of the district's housing management system.[1]
District Housing Management
His career was spent at a municipal housing maintenance and operations enterprise: in 1994 he served as a foreman, from 1994 to 1998 as chief engineer, and from 1998 to 1999 as director.[1]
From 1999 to 2002 he served as first deputy head of the Prioksky District administration and district manager, and subsequently became head of the district administration. He left the post in 2008.[1]
Those same years coincided with the dismantling of the old system: the city's municipal housing maintenance and operations enterprises ceased operations in 2005–2006, and on December 30, 2005, the joint-stock company "Housing Management Company of Prioksky District" was registered, taking over the management of the residential housing stock.[2][3]

District Administration
The Prioksky District administration is an independent legal entity, entered into the register on December 23, 2002; its head simultaneously holds the position of deputy head of the administration of Nizhny Novgorod.[4]
Its entry in the legal entities register of Nizhny Novgorod Region was made on December 23, 2002, and remains active to this day.[4]
After 2008
The Housing Management Company of Prioksky District, established upon the transfer of the housing stock, continues to operate — under the management of the joint-stock company "Zhilservis".[2]
The former district single-client directorate for housing and utilities, with which Yashkov had worked, ceased operations on December 22, 2009.[3]
