Lyudmila Nikolaevna Burkova is a Nizhny Novgorod lawyer and politician, a deputy of the Regional Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation (2021–2026) from the Communist Party (KPRF), and since January 2024 deputy chair of the regional parliament [1]. Outside politics, as of January 2024, she is deputy general director of NPO Diagnostic Systems [1], a Nizhny Novgorod developer and manufacturer of reagents and test systems for the in vitro diagnosis of infectious diseases [6]. In the past she was a federal judge of the Nizhny Novgorod District Court [1].
Biography
She was born in Gorky. In 1980 she graduated from the All-Union Correspondence Institute of Law (VYuZI) with a degree in jurisprudence [1].
She began her career in science: from 1975 to 1983 she was a senior research assistant at the Radiophysical Research Institute (NIRFI) and an engineer at the Institute of Applied Physics of the USSR Academy of Sciences. She then moved into legal practice: from 1983 to 1990 she was senior legal counsel at the Volga-Vyatka main directorate of the USSR State Committee for Material and Technical Supply (Gossnab) and head of the contract-and-legal department of the Volgovyatmetallosnabsbyt association, and from 1990 to 1994 chief legal counsel of the Nizhny Novgorod Fair [1].
From 1994 to 1997 she headed the legal department of the Federal Tax Police Directorate for Nizhny Novgorod Oblast, and from 1997 to 2000 she worked as a federal judge of the Nizhny Novgorod District Court [1].
Outside parliament
Since 2000 and, as of January 2024, to the present, she has been deputy general director of NPO Diagnostic Systems [1]. The company describes itself as one of the largest enterprises in Russia in the development, manufacture and sale of raw materials, reagents and test systems for the in vitro diagnosis of infectious diseases and somatic conditions; it produces kits for enzyme immunoassay, bacteriological and veterinary research, as well as laboratory equipment and software [6].
OOO NPO Diagnostic Systems was registered on 18 November 1992, with its main line of business, according to the Unified State Register of Legal Entities (EGRUL), listed as production of pharmaceutical substances. The company's founder and former head is listed as Anatoly Nikolaevich Burkov; since 18 January 2024 the general director has been Andrei Leonidovich Sergeev [5].
In the Legislative Assembly
In 2021 she was elected a deputy of the Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation from the KPRF [1]. On 25 January 2024, at a session of the parliament, she was elected deputy chair of the Legislative Assembly — simultaneously with the head of the United Russia faction, Alexei Antonov; Burkova became the vice-speaker representing the KPRF faction [1].
In the 2026 influence ranking of ZSNO deputies compiled by the news agency Nizhny Seychas, she was placed in the group of deputies with medium influence [2].
On 4 July 2026 the 28th conference of the Nizhny Novgorod regional branch of the KPRF approved the region-wide part of the list of candidates for the elections to the 8th convocation of the Legislative Assembly and included Burkova in the top five — in third place, after Vladislav Yegorov, who headed the list, and Roman Kabeshev [3][4].
What remains to be clarified
Her year of birth, the manner of her election in 2021 (single-mandate district or party list), and her committee assignments in the 7th convocation: the deputy's official profile on zsno.ru does not open outside Russia, so verification needs to be done from a Russian IP address. Her continued position at NPO Diagnostic Systems after January 2024 is also not confirmed by a separate source.
