Oleg Sergeyevich Kiritsa (born 18 May 1983, Tbilisi) is a Russian politician, a deputy of the 7th convocation of the Legislative Assembly of Nizhny Novgorod Oblast, elected in 2021 from the Communist Party (KPRF) party list. From 2000 to 2011 he served in the Armed Forces, and from 2013 to 2020 in the penal correction system. According to the deputy's profile as of March 2023, he is deputy head of the KPRF faction; in August 2026 the news agency "Nizhny Now" (Nizhny seychas) described him as deputy chairman of the committee on regional state power, local self-government and regulations. On 31 July 2026 he was registered as the KPRF candidate for the 9th convocation of the State Duma in the Prioksky single-mandate constituency No. 132.[1][2][11][12]

Biography

He was born on 18 May 1983 in Tbilisi, Georgian SSR — at his parents' place of service.[1] In 2005 he graduated from the Yaroslavl Military Finance and Economics Institute named after Army General A. V. Khrulev with a degree in "finance and credit"; in 2012, from the Russian Presidential Academy of National Economy and Public Administration ("state and municipal management") and the International Law Institute ("jurisprudence").[1]

From July 2000 to August 2011 he served in the Armed Forces of Russia, and from December 2013 to November 2020 in the penal correction system, in mid-level and senior command positions.[1]

Outside parliament

In June 2021 the all-Russian congress of the KPRF confirmed Kiritsa as a candidate for the 8th convocation of the State Duma in the Avtozavodsky single-mandate constituency No. 131. Citing the regional branch of the party, "Nizhny Now" described him as head of the public movement "Course toward Justice" (Kurs na spravedlivost).[3]

According to his 2021 anti-corruption declaration, his income amounted to 939,152 rubles; his property included 139 square meters of real estate and two vehicles; the "Declarator" profile notes a spouse and minor children, whose number is not disclosed.[4]

From 24 to 27 March 2023 Kiritsa, together with a group of like-minded people, made a trip to the zone of the special military operation with a humanitarian cargo. According to the regional branch of the KPRF, about 50 tons of cargo were delivered to Svatove, Kreminna, Rubizhne, Severodonetsk and Luhansk: food, medicines, building materials, camouflage netting, heating equipment, generators, gear and communications equipment.[5] In December 2025, as part of the all-Russian "Christmas Tree of Wishes" campaign, he presented New Year gifts to two children from a family in the city of Dzerzhinsk.[6]

In the Legislative Assembly

In the deputy's profile the constituency is listed as "elected from party lists": Kiritsa does not hold a single-mandate constituency. As of March 2023 he sat on three committees — on budget and taxes, on urban development, property and land relations, and on regional state power, local self-government and regulations.[1]

From October 2021 Kiritsa held the post of deputy head of the KPRF faction; as of late March 2023 the post remained his.[1] At the time the faction numbered five deputies and was headed by Vladislav Yegorov.[2] By July 2026 the faction's head was named as Roman Kabeshev, with Alexander Chernigin as deputy head.[7][10]

In February 2023 Kiritsa conducted a spot inspection of Nizhny Novgorod apartment buildings included in the capital repair program, and took part in a round table on "Maximum heat load of apartment buildings and its effect on the tariff for consumers".[1]

In the influence ranking of Legislative Assembly deputies compiled by "Nizhny Now" in August 2026, Kiritsa placed 23rd with 110 points and was assigned to the medium-influence group with a downward trend; his position in the ranking is listed as deputy chairman of the committee on regional state power, local self-government and regulations.[12]

2026 elections

On 4 July 2026 the 28th conference of the Nizhny Novgorod regional branch of the KPRF confirmed the region-wide part of the list of candidates for the elections to the 8th convocation of the Legislative Assembly: Kiritsa was included in the top five, together with Vladislav Yegorov, Roman Kabeshev, Lyudmila Burkova and Alexander Chernigin.[7][8] On 20 July the branch submitted the package of documents for nominating the list to the Election Commission of Nizhny Novgorod Oblast.[9]

At the same time the party put Kiritsa forward for the federal elections: on 15 July 2026 documents for his nomination to the State Duma in constituency No. 132 were submitted to the regional election commission,[10] and by resolution No. 153/2126-7 of the Election Commission of Nizhny Novgorod Oblast dated 31 July 2026 he was registered as a candidate in the Prioksky single-mandate constituency No. 132.[11] The numbering of single-mandate constituencies changed between campaigns: in 2021 the Prioksky constituency was No. 130, while No. 132 was the Kanavinsky constituency.[3]
