Kavinov Artyom Aleksandrovich (born 3 September 1969, Gorky and political figure, deputy of the State Duma of the VII and VIII convocations from Nizhny Novgorod Oblast, member of United Russia.[3]

Education and academic degrees

In 1991 he graduated from the Gorky (now Nizhny Novgorod) Lobachevsky University. In 1996 he obtained a second higher education at the Faculty of State and Municipal Management of the Volga-Vyatka Academy of Public Administration (VVAGS; now the Nizhny Novgorod Institute of Management — a branch of RANEPA), majoring as a «manager».[1]

In 2005, at the same institution, he defended a dissertation for the degree of Candidate of Economic Sciences on the topic «Ways to increase the stability of the centralized finances of the constituent entities of the Russian Federation and indicators for its assessment».[3]

Career before becoming a deputy

From 1994 to 2000 he worked at the Nizhny Novgorod Regional Center for Youth Initiatives of the department of education and science of the Nizhny Novgorod Oblast administration — according to the «United Russia» website, he held the position of director of this institution.[2] In 2000–2001 — first deputy general director of the state publishing and printing enterprise Nizhpoligraf». From 2001 to 2004 — first deputy head of the administration of Kstovo District. In 2004–2007 he headed the fuel company «VolgaTransOil» as general director.[1]

In 2007 he moved to state service: he headed the department for public relations of the staff of the governor and government of Nizhny Novgorod Oblast under Valery Shantsev, and in 2008 was additionally appointed deputy head of staff. In 2009–2011 he held the post of first deputy minister of internal policy of Nizhny Novgorod Oblast.[3]

In March 2011 he was elected Regional Legislative Assembly of the V convocation from «United Russia» (regional group No. 20), and chaired the Legislative Assembly's committee on social affairs. In the December 2011 elections to the State Duma of the VI convocation he ran on the «United Russia» list (eighth number in regional group No. 24, Nizhny Novgorod Oblast), but did not receive a mandate. In 2014–2016 he held the post of minister of social policy of Nizhny Novgorod Oblast.[1]

Deputy activity

On 18 September 2016 he was elected deputy of the State Duma of the VII convocation from the «United Russia» party for Bor single-member constituency No. 133 (Nizhny Novgorod Oblast). On 19 September 2021 he was re-elected deputy of the State Duma of the VIII convocation.[3] As a deputy he sits on the State Duma Committee on Commonwealth of Independent States Affairs, Eurasian Integration and Relations with Compatriots. During his work in the VII and VIII convocations he co-authored 35 legislative initiatives and amendments to draft federal laws.[3]
