The Ministry of Social Development and Family Policy of Nizhny Novgorod Region is an executive body of the region responsible for implementing state policy in the areas of social protection, family support, guardianship and custodianship, rehabilitation of people with disabilities, and demographics. It is located at 10 Minin Street, Nizhny Novgorod.[2]
Powers
The Ministry performs the functions of several authorized bodies simultaneously. As an executive authority, it pursues a unified state policy in the field of social protection and support for families, women and children, elderly citizens, people with disabilities, veterans, and individuals affected by emergency situations or finding themselves in difficult life circumstances.[2]
As the authorized body in the field of social services, the Ministry determines whether citizens are in need of social services and draws up individual service provision plans. The Ministry also manages residential premises belonging to the Region's housing stock within its areas of competence, and serves as the guardianship and custodianship authority for adult citizens who have been declared legally incapacitated or of limited legal capacity and who permanently reside in Nizhny Novgorod. It is also charged with regional state oversight in the areas of social services, guardianship of adults, rehabilitation of people with disabilities, demographics, and housing relations.[2]
Activities
The Ministry drafts regulatory and legal acts, compiles reports, and administers state programs, including the national project "Family".[3] In the area of housing policy, the Ministry develops procedures for determining whether young families have sufficient income to qualify for a social housing subsidy: the decision is made by the authorized local government bodies within 10 working days of the application being submitted, and the family is notified within 5 working days.[1]
The Ministry participates in federal competitive initiatives: preparation of Nizhny Novgorod for an on-site expert assessment as part of the "Family Capital of Russia" competition (2026) is coordinated by the ANO "Institute for Demographic Development", with support from the Ministry and the regional government.[3]
