Born on 29 June 1947 in the village of Susanino, Kostroma Region. His parents, the front-line veteran Pavlin Nikolayevich and Yekaterina Ivanovna, both from the Kostroma area, worked at a Moscow abrasives plant. Until the age of 7 Valery Shantsev was brought up in the village by his grandmother, then moved to Moscow to join his parents. Until he was seventeen he spent every summer in the village. Later Shantsev came to Susanino only at the end of the 1990s, and from then on he gave his native village help with the repair of the school, the boarding school and the community club.
He completed 8 grades at school No. 743 and moved on to the Moscow Aviation College named after N. N. Godovikov. After graduating from the college, in 1966-1968 Shantsev served on Sakhalin in the air defence forces as a radio mechanic, monitoring the technical condition of the aircraft.
On returning from the army, Shantsev tried to get a job at several aviation design bureaus, but in the end decided to change his speciality, since those bureaus offered him too small a salary. In 1968 he took a job at the defence plant "Salyut". While working, Shantsev studied in the evening department of the Moscow Institute of Radio Engineering, Electronics and Automation, graduating with the qualification of "radio engineer" (later Shantsev obtained a second higher education — at the Academy of the National Economy).
At the "Salyut" plant Shantsev first worked as an assistant foreman, then as head of the production preparation bureau of a workshop, and as a senior process engineer. He was secretary of the plant's Komsomol organisation, created a Komsomol squad to fight drunkenness, and in 1971 joined the CPSU.
In 1975 Shantsev left for work in the party bodies. He was deputy secretary of the party committee of the "Salyut" plant, an instructor and deputy head of the industry and transport department of the Perovo district committee of the CPSU, an instructor and deputy head of the machine-building department of the Moscow city committee (MGK) of the CPSU.
Until 1985 he worked within the CPSU system.

From August 1991 Valery Shantsev was commercial director of the Dynamo hockey club, and at the same time first deputy chairman of the executive committee of the Moscow organisation of the KPRF.
In 1994 Shantsev returned to the structures of power. In April 1994 he became a member of the Moscow government and prefect of the Southern Administrative District. At the same time he announced his "temporary" withdrawal from the KPRF, but never returned to it afterwards (according to other data, Shantsev only left the leadership of the Moscow organisation of the KPRF, while remaining a member of the party's central executive committee until the III congress in January 1995).
In June 1996 he was elected vice-mayor of Moscow, and in July 1996 he was appointed first deputy prime minister of the Moscow government. In the course of that election campaign an attempt was made on Shantsev's life. As a result he received 148 shrapnel wounds and more than 50 % of his body was burned.
Alongside the political version about an attempt to prevent Luzhkov's team from taking part in the elections, there were other versions of the reasons for the terrorist attack: in particular, it was claimed that Shantsev was in conflict with several criminal groups, and also with a number of construction firms (in some sources the attempt on Shantsev's life was also linked to the disappearance of considerable sums from the accounts of the bankrupt bank "Favorit", although this connection was not spelled out).
In December 1999 he was again elected vice-mayor of Moscow, and until December 2003 he headed the Complex of Economic Policy and Development of the City of Moscow.
In December 2003, after the election of Yu. M. Luzhkov as Mayor of Moscow, V. P. Shantsev was appointed vice-mayor of Moscow, head of the complex for the development of the scientific and industrial potential of the city of Moscow and of interregional and public relations.
While working as vice-mayor, Shantsev was at the same time a member of the Russian Federation Commission for UNESCO (from January 1997), of the council on social development matters under the government of the Russian Federation (from December 1997), of the council on the affairs of the disabled under the president of the Russian Federation (from December 1998), and of the collegium of the Federal Migration Service of Russia (from October 1999). In addition, Shantsev was a member of the board of trustees of GAO VVTs (from October 1997), a member of the board of directors of the joint-stock commercial bank "Promradtekhbank" (from April 1998; the bank lost its licence in September 2001 [70]), Moscow's representative on the board of directors of GAO "Moscow Cable Television" ("Mostelecom"), and chairman of the supervisory board of the company "Avtoframos" — a joint venture of the Moscow government and the Renault company (from the summer of 1998).
From the mid-1990s Shantsev was also mentioned as president of the Moscow Hockey Federation, and later as president of the Moscow Billiards Federation.
On 8 August 2005 the Regional Legislative Assembly, on the nomination of the President of Russia, vested him with the powers of governor of Nizhny Novgorod Region. In the open vote, 36 deputies — all those present — spoke in favour of V. Shantsev's candidacy submitted by President V. Putin; the regional parliament has 43 legislators in all.
For the first time in the whole post-Soviet history of Russia, a well-known capital-city official was being sent to the provinces as a candidate for the post of head of a region.
Family
Tatyana and Valery Shantsev married in 1969, and had met at the aviation college, where they studied in the same group. Then Tatyana waited for him to return from the army, and in that time graduated from MATI with distinction. For many years she worked at the Ilyushin Design Bureau. Later she changed her speciality. Having completed special courses, she worked at the city property fund. Having obtained, at a mature age, one more higher education — at the Higher School of Entrepreneurship and Privatisation, she then worked as deputy chairwoman at the Moscow regional branch of the Federal Securities Commission. By her husband's account, an excellent homemaker. Besides that, a striking, attractive woman.
Their elder daughter, having graduated from the pedagogical university, teaches physics at a school. She married at 19.
Their son Alexander studied to be an automotive engineer, and to be a lawyer. He mastered the profession of cook. Then he studied for another year, obtaining the qualification of manager in the restaurant business. After which he works and studies by correspondence at an institute.

In the late 1990s he received a higher education at the Russian Academy of Entrepreneurship.
In the early 2000s he worked as deputy director of the Yolki-Palki restaurant chain, where he oversaw business development matters.

| – There has to be some kind of stimulator of the positive, some centre for rejecting the negative, which obviously exists everywhere. Of course, much of this comes down to resources. If I were Old Man Hottabych, I would pull out my last hair and arrange everything the way I would want it. But in the absence of miracles you have to work out what you can and cannot do.
Take the very same staffing problem. You can build good clinics, hospitals, kindergartens and schools, but who is going to work there if there are no specialists — the vacancies have been open for years. We started thinking: how do we attract young people? We looked at the number of graduates of the medical academy and of the pedagogical one. And most of them then go not into our social sphere but scatter among all sorts of firms and little firms that pay big salaries. Several years ago I went myself to the medical academy and to the Pedagogical University, gathered the students and asked them to tell me what we needed to do so that they would go and work in the countryside. We added 10 thousand to a young specialist's standard salary, promised immediate help in obtaining a mortgage loan with a down payment and low interest, as well as a loan to buy a VAZ-2107 car. And since 2006 our university graduates who went into health care and education, and now also into culture and sport, immediately buy a flat or build a house and receive a domestic car for their use. – Is this a governor's programme? – Yes. Why such concern about a car? Because a young person who spent at least five or six years in the city while studying has got used to city conditions, got used to going to the theatre, to the disco, to good shops and so on. He has to feel the same way in the countryside too. And as a true rural intellectual he must go on enjoying comfort. We sign a 10-year contract with such young specialists. We have already built and bought 2.5 thousand such houses and flats. The most interesting thing is that now it is not only our own graduates who move to our countryside, but people from Vladimir and Cheboksary as well. I know for certain that no other region has such a programme. |

Nizhny Novgorod Region Governor Valery Shantsev will not put the question of confidence to the head of state. He announced this to journalists on 1 August in Diveyevo. Shantsev recalled that in 2009 a major fire broke out at the Perm club "Lame Horse", after which the head of Perm Krai Oleg Chirkunov put the question of confidence to the President. "We have no fire here, we have a natural disaster. These are different things. In June there were two hurricanes. Building miracles
| In the course of the talks Valery Shantsev presented several investment projects at once that could be carried out jointly with Taisei. First of all, the Governor spoke about plans to build the "City-Strelka" complex in Nizhny Novgorod — an international trade centre on the bank of the Volga (disambiguation). According to the head of the region, Japanese technology and the experience of building the artificial island "O Dombai" in Japan would make it possible to realise the regional Government's ambitious plans. "It would give us great pleasure to build this miracle in Nizhny Novgorod together with you," Valery Shantsev stressed.
In addition, the Governor invited the representatives of the construction corporation to take part in building an international logistics centre in the Balakhna area, in building the northern bypass, and also in the comprehensive improvement of urban areas. Conceptual reflections in the blog on eradicating corruption

I have studied the President's address to the Council of Legislators closely. I was deeply struck by the point that the problem of corruption lies not only in the sphere of good or bad laws, but in the sphere of our mentality. I agree — our society has grown accustomed not only to taking bribes, but to offering them. I think that, in the main, some take because others offer. Is this some kind of "tradition", or just a bad habit? I once came across the phrase that bad politicians are corrupted by good businessmen — that is exactly our situation. The President proposed that, besides criminal prosecution, a fine exceeding the bribe itself should be levied on the corrupt official. Such a measure would cool many heads. I recall a case in our region — an executive was detained for a large bribe, spent a year and a half under investigation, and the sentence was a year and a half. That term was counted, and he was released. The signal to bribe-takers is that nothing terrible will happen even if you are caught. This situation has to be broken. One might think we are actively pursuing anti-corruption work: we are improving legislation, implementing a targeted anti-corruption programme, preparing a code of professional ethics for officials for release. We strive to create the conditions for rooting out this evil. But what about our citizens? Are they ready not to offer and not to give bribes, and, when money is extorted, to go to the authorities? Many are not ready. Until we break something within ourselves, until we change something at the level of self-awareness, we will not defeat bribery. |
Contribution to the education of Nizhny Novgorod residents

In 1996, construction of a new school began in the town of Zavolzhye in the Nizhny Novgorod Region. By 2005 the residents of the new Rozhdestvensky neighbourhood had lost all hope that their children would ever stop storming the buses every morning with huge backpacks in tow. The main problem holding up construction was, of course, funding. Active construction of the school began in 2005, immediately after Valery Pavlinovich Shantsev was elected head of the Nizhny Novgorod Region.
On the Day of Knowledge, 1 September 2007, the new four-storey School No. 19 opened its doors to pupils and their parents. It is worth noting that the school is superbly equipped: it has 27 classrooms, 3 computer rooms, physics, chemistry and biology rooms, a language laboratory, workshops and two spacious gymnasiums. Another problem solved by bringing the new school into operation was the two shifts caused by the large number of pupils in the three schools of the town of Zavolzhye. Now the children will not have to study in the evenings.
The 2007 school year was a special one for the Nizhny Novgorod Region: as many as 16 new educational facilities were brought into service in the region, including 8 new schools. Nothing like this had happened in our region for eighteen years. On 1 September, Governor Valery Shantsev personally rang the first bell at three new schools in different districts of the region. From Zavolzhye, Governor Valery Shantsev and the director of the regional department of education, Sergey Naumov, travelled to the south of the region — to the Shatkovsky and Gaginsky districts. In the first they opened a new single-storey school for 90 places in the village of Sharapovo, in the second a two-storey school for 75 pupils in the village of Bolshaya Arat.
In both schools these new buildings had also been long awaited, and only really got moving after Valery Pavlinovich Shantsev was appointed head of the Nizhny Novgorod Region. The district budgets could not cope with the construction. The head of the Shatkovsky district, Alexey Nesterov, for example, admitted that whereas over the previous three years a total of only 4 million roubles had been allocated to the construction of the Sharapovo school, in 2007 alone the governor directed 45 million roubles to this facility. Shantsev and "Torpedo)"
- Before Shantsev's "arrival", the Torpedo players had long been out of the Super League. With the new governor, the situation in Nizhny Novgorod hockey changed.
In 2005 the newly appointed governor of the Nizhny Novgorod Region met with the management, coaches and players of the Torpedo team. At the meeting the head of the region set the players a clear goal: "There is only one task — to reach the Super League in the spring. There simply cannot be another. I understand that the team was put together in difficult times. But even so, we have every reason to hope for a favourable outcome. And I, as governor, set only that task. Help from me will be forthcoming. I said this when I first arrived in Nizhny Novgorod, and I am ready to repeat it now: I will help Torpedo. I will certainly attend Torpedo's games. I love hockey, one might say I live by it, and I will be very upset if you lose." Torpedo reached the Super League. And with the appearance of the Kontinental Hockey League, the team played in the KHL. It reached the round of 16 of the Gagarin Cup (2008-2009).

Of late the head of the region has been paying particular attention to his own PR. Whereas until recently the news from the governor's front had the character of austere officialese, lately Shantsev has begun to present himself as more lively and human, and demonstrates his closeness to the people.
The changes began after the head of the region took on as his press secretary Roman Skudnyakov, who had previously held the same post under the former mayor of Nizhny Novgorod, Bulavinov.
Notably, it was precisely the former city head's forays among the people that irritated the governor a good deal. He complained that Bulavinov did not so much work as engage in self-promotion.
Now Shantsev regularly updates as many as two blogs. Thus, over the past two months the governor has given two video tours on the internet — of his office and of the rest room behind it (called the "secret room" in the blog). He demonstrated how he uses a laptop and an iPod, gliding his finger easily across the touchscreen. Standing by the monument to Chkalov, he recounted that his father had named him after the great pilot and bequeathed him to be like him. He proposed exchanging New Year stories on his blog and, in turn, published a New Year quatrain of his own composition. He told how he had met his wife. He recalled his favourite film, "Only Old Men Are Going Into Battle" ("When something is wrong, when things are hard, I take out the disc")...
And on top of that, besides the genuine blogs, a fake Shantsev account turned up on Twitter — @shancev. It had been registered in the summer and until recently contained a single line: "I have got myself a Twitter.com, just like the President (@kremlinrussia). I will report news about myself and my affairs." However, at the end of January @shancev suddenly began showing activity, starting to spread information about the activities of the real head of the region. After that the governor decided to expose the impostor and sent Twitter a request for deletion.
Shantsev now presents himself in a new way not only on the internet. For example, this time he congratulated Nizhny Novgorod residents on the New Year in the company of his three grandchildren, decorating the New Year tree together with them. And last Friday Shantsev played football with other leading Nizhny Novgorod video bloggers. "ANYONE COULD ASK THE GOVERNOR ABOUT ANYTHING!!!" one of the participants in the match enthused afterwards.
That same Friday, on World Cancer Day, the head of the region visited a sick child. For this purpose he chose eight-year-old Yan Keniyz, for whose treatment in Germany Nizhny Novgorod residents had been raising funds together back in the summer. Yan's malignant tumour began to show when he was a year and a half old; then followed six operations, dozens of courses of chemotherapy, and after them regular relapses. The local media told the boy's story back in the summer, and people, touched by his hard fate, transferred their money — about 35 thousand euros; another 15 thousand euros were then given by the Russian charitable foundation "Podari Zhizn".
Thanks to these funds, in the autumn in Germany three tumours were removed from Yan and radiation therapy was carried out. Soon he will travel there again for a scheduled examination. And now Shantsev has visited him — he gave him a Lego set, which they began to assemble together. Yan showed the governor his drawings and presented him with one of them. After this the head of the region called on Nizhny Novgorod residents to donate money to cancer patients — whatever each of them could. He reported that he himself had transferred 30 thousand roubles to three children suffering from cancer, posting their photographs and the details for transferring money on his blog. Incidentally, for several years there was active talk in Nizhny Novgorod about the need to build a modern oncology centre, yet this project was never realised.
On his way out from the sick boy, Shantsev unexpectedly met a group of local residents, pensioners, in the courtyard and struck up a relaxed conversation with them. He talked with the women who crowded around him, half-embracing them. "At last we have you in the flesh, otherwise it is always on television," they rejoiced. And they worried: "Take care of yourself!" The head of the region, however, made it clear that such an attitude towards himself was hardly possible. "Yesterday we were in session in Kirov, Vladimir Vladimirovich had gathered us over housing, I got back at two in the morning," the governor shared with the people. "Oh, how can you go on like that!" they lamented in reply.
Shantsev's income and property
According to official information published on the website of the government of the Nizhny Novgorod Region, Governor Shantsev's income for 2010 amounted to 5 million 429 thousand roubles.
Shantsev owns a land plot of 2,200 sq. m, one third of an apartment of 104.7 sq. m and a country house of 648 sq. m.
The head of Nizhny Novgorod Region also owns the cars GAZ-233001, UAZ-315148 and a LYNX YETI PRO V-800 ARMY snowmobile.
The income of the governor's wife Tatyana Shantseva for 2010 amounted to 4 million 815 thousand roubles. She owns the other third of the same apartment and the cars Reno Velsatis and Toyota Corolla.
By way of comparison, in 2009 Valery Shantsev's income was 5 million 826 thousand roubles, and Tatyana Shantseva's income was 5 million 607 thousand roubles.

Recently, namely on 4 November 2011, the residents of Nizhny Novgorod celebrated National Unity Day.
The day before, on 3 November at 16:42, Valery Pavlinovich Shantsev, governor of Nizhny Novgorod Region and a member of the United Russia party, decided to sincerely congratulate his dear friends on National Unity Day. "And following one more pleasant tradition, I am posting a video greeting for National Unity Day," reads the entry in the blog shantsevvp.livejournal.com/51383.html headlined "Happy National Unity Day!".
That same day Shantsev posted on his channel 52nnov on the Youtube site a clip: "Shantsev offers his congratulations on National Unity Day 2011"
And then on 8 November at 19:16 Valery Pavlinovich published in LiveJournal the entry "I have cancelled pre-moderation" shantsevvp.livejournal.com/51986.html with a postscript reading as follows:
"P.S. My National Unity Day greeting on YouTube has gathered 16 thousand views as of today! I did not expect it. Thank you for your interest!"
I decided to watch the clip too. More than 16,000 views produced, in the end, 2 comments — but what comments they are — and 7 ratings.
The user "RAMB0DJOHN" is upset, does not share the enthusiasm for the video with Shantsev and gives the video a thumbs down: "i came to a porn site and i get this vid....screwthat". Well, there you go, so much for "dear friends".
I look at the statistics of where the users came from and I am in SHOCK !!!! :

P.S I assume that the blog is written not by Valery Pavlinovich Shantsev himself, but most likely by the press service or someone else. So I have no complaints against Shantsev, he was set up by his own PR people. The padding of the counter could have been spotted even without looking at the detailed statistics, since previous clips had gathered no more than a few hundred views."
