Oleg Sorokin

Oleg (Valentinovich) Sorokin (15 November 1967) — a Nizhny Novgorod businessman and property developer, general director of the Stolitsa Nizhny (development group). The fifth and the first undemocratic Mayor of Nizhny Novgorod (since 25 October 2010). His fitness for the office was called into question by the city's residents. On 4 January 2015 an active collection of signatures by Nizhny Novgorod residents began, calling for the resignation of Oleg Sorokin from the post of mayor of Nizhny Novgorod.^[1]

He has a higher education (a diploma from the Nizhny Novgorod Commercial Institute), 2004.

Awarded the highest industry decoration of the Ministry of Regional Development of the Russian Federation, “Honoured Builder of Russia”; received the national award “Man of Trade”, established by the National Trade Association; awarded the Badge of Honour “Elite of Nizhny Novgorod Business — 2006”.

Wife: Nagornaya Elada Lvovna.

Biography

Oleg Valentingovich Sorokin was born on 15 November 1967 in the city of The City of Gorky into a family of doctors.

He received his secondary education at secondary school No. 1 in Semenov.

In 1985-1987 he served in the Soviet Army.

From 1987 he went into business.

In 1998-1999 — general director of the «Start» plant.

In 1999-2001 — deputy director for finance of the «Road Fund» of the Nizhny Novgorod Region.

Since 2003, general director of the «Stolitsa Nizhny» group of companies.

In 2004 he graduated from the Nizhny Novgorod Commercial Institute.

Since 25 October 2010 — chairman of the City Duma and mayor of Nizhny Novgorod.

Married, has two sons.

From business to municipal service

It is said that Oleg Sorokin acquired his first experience and techniques of entrepreneurship in the town of Semenov during Perestroika, as the organiser of an artel producing acid-washed jeans and souvenirs. According to other accounts, he traded in apples. It is worth noting, however, that the "Encyclopedia" has no precise data on this.

All that is certain is that success invariably accompanied Oleg Sorokin in prominent official posts, and that the duties invariably entrusted to him were the most difficult and responsible ones. Sorokin successfully held the post of financial director of the regional Road Fund, while the previous director drowned under unexplained circumstances on 24 June 1999, having consumed a great deal of alcohol and broken his 4th cervical vertebra. After Sorokin's appointment, another of his fellow countrymen died under unexplained circumstances — Alexander Glazov, a native of Semenov and the then director of the Road Fund; such a dangerous organisation it was.

Sorokin successfully developed the military Zavod Start (start.r52.ru), converting its grounds and buildings into the "Picasso" entertainment club and shopping centres. Individual co-founders received long prison terms for attempts to kill Oleg Valentinovich (see the Dikin Brothers).

The director of the entertainment club, Mr. Shatkov, also turned out to have been shot dead for the purpose of robbery.

Having survived a submachine-gun attack instigated, as the investigation established, by a senior regional legislator in December 2003, O. Sorokin not only did not give up business activity in the regional capital (unlike, for example, Klimentyev), but on the contrary, to the delight of the people of Nizhny Novgorod, went on to create a whole series of further shopping centres — and each new project became grander than the last.

Political views

He consistently criticised the Regional Legislative Assembly and its chairman Lyulin for regularly extending the leave of deputy speaker Dikin, who was on the federal wanted list. Subsequently the court issued a special ruling concerning Lyulin, while Mikhail Dikin, the former deputy speaker of the Regional Legislative Assembly of the Nizhny Novgorod Region, was sentenced to 16 years' imprisonment in a maximum-security colony.

Sorokin's political platform may be described as moderately centrist.

A consistent opponent of the preceding Mayor Bulavinov. At the City Duma session on 25 October he was appointed Mayor of Nizhny Novgorod.

Shantsev noted that even amid the crisis and the bureaucratic scheme that had taken shape in Nizhny Novgorod, Oleg Sorokin continued to build housing and shopping centres. "If he develops the city at the expense of his own business, then, having wider opportunities, he will help everyone else as well. He will open the city to investors. Nizhny Novgorod will enter the competition that is under way among the capitals of the regions of the Volga Federal District, both in cleanliness and in urban improvement", the head of the region stressed.

Valery Shantsev noted that Oleg Sorokin, like Viktor Sopin, who became mayor of Dzerzhinsk in Nizhny Novgorod Region, are candidates from "United Russia". "The party enjoys great trust among the population", the governor of the region added.

"How the shadow businessman Oleg Sorokin ended up at the head of Nizhny Novgorod"

On 25 October 2010 the long-serving mayor of Nizhny Novgorod Bulavinov unexpectedly lost his post. The toppling of a popular city head with a public trust rating of about 80% was the result of replacing a popular vote — the head of the city was now elected by the votes of the city deputies.

The winner of the "behind-the-scenes" campaign for the sympathies of the deputy electorate turned out to be a certain Oleg Sorokin — a 43-year-old businessman with an extremely ambiguous reputation and biography. A figure in several scandalous criminal cases in which the future head of Nizhny Novgorod had managed to be a witness, a suspect and even a victim.

When that memorable session ended, a curious little scene took place in the corridors of the Nizhny Novgorod Duma. While most local politicians and journalists were besieging the triumphant Sorokin, one of the deputies came up to the dejected Bulavinov as he was leaving the building. In a low voice he... congratulated the ex-mayor on what had happened. The idea being that only now, when Sorokin had finally got the coveted mayor's chair, could Bulavinov worry rather less about his life and health. Vadim Bulavinov nodded understandingly and said nothing...

And indeed, no one in Nizhny needs to have it explained to them yet again who Oleg Sorokin is. It is common knowledge that on the way to achieving any of his goals the new city head will sweep anything and anyone out of his path. Note: sweep away in the literal sense of the word. Oleg Valentinovich has every chance of entering future history textbooks as a genuine hero of our troubled times.

A Semyonov garment maker in the role of a "Trojan horse"

His life is the success story of a shadow businessman of the 1990s, a classic hero of the era or, if you like, an Antihero of the primitive accumulation of capital in Russia at the turn of the centuries. Sorokin's biography could serve as a course on the realities of the "wild" 1990s and the fat "noughties": cooperatives and kiosks by the railway station, buying up shares and bankrupting defence plants with their subsequent privatisation. Then — promissory-note schemes for embezzling hundreds of millions of budget roubles in state structures, laundering money through Cypriot offshores, criminal cases that came to nothing. Showdowns over the division of property, kidnappings, machine-gun fire, corpses.^[2] Later — the legalisation of capital, a move into politics, a new image as a "public figure". And on every one of the listed counts Mr Sorokin has episodes linked to his name. What a marvel of a biography!

...There once lived in Semyonov a young man named Oleg Sorokin. On returning from the army in 1987 he became a cooperative trader. He made souvenirs and "boiled" jeans, selling his simple wares from a kiosk by the Moskovsky railway station. What else Oleg Valentinovich did is not reliably known; he himself describes his activity of that time as "buying and selling".

The future Nizhny Novgorod city head first appeared in the public arena in 1998 as director of the "Start" defence plant and the nominal owner of 40% of the enterprise's shares. It later emerged that Sorokin was at that time acting as a figurehead chairman for an influential Nizhny Novgorod banker by the name of Gurevich.

"I decided at the time to change my field of activity," Sorokin later said in one interview, "and the 'Start' plant came into view. However, once in the post of general director of the plant, I realised that I am not a production man." As early as 1999 the director left the post, never having fulfilled the promise he had given to the plant's workforce — to pull "Start" out of the crisis.

The secret of how a young man with no higher education and minimal experience of production work came to head a state enterprise was revealed in November 2001, when "Start" was declared bankrupt by an arbitration court. The plant's property and land were bought up by the head of "Ellips-bank" Gurevich and... Oleg Sorokin. In a ratio of 50% to 50%.

It became clear to everyone that the "activity" of Sorokin and Gurevich had from the outset had as its aim the killing off of the plant, which interested the businessmen only from the point of view of its enormous plot of 25 thousand square metres in the very centre of the city, with utilities and engineering infrastructure. Then again, the true goal of the raiders had been clear to a specialist from the very beginning. Back in February 1998 deputy governor Antyuganov wrote about Gurevich and Sorokin to the Minister of the Economy of the Russian Federation Yakov Urinson:

"The actions of these persons reveal a persistent desire to take possession of the plant so as, given its very prestigious position in the centre of the city, to turn it from an industrial enterprise into an establishment of 'profitable business'." Alas, the authorities of the day either could not or could not be bothered to prevent the seizure.

In 2003, on the site of the "Start" plant canteen, Sorokin's company "Stolitsa Nizhny" erected the fashionable "Etazhi" shopping centre. In 2005 the enterprise's former workshops turned into the retail hangars of "Sportmaster" and "M-video". The plant is gone.

Offshores, corpses and assassination attempts

...On the whole it is clear where the money for buying the property and land from banker Gurevich could have come from in 2001, but the mystery of the origin of Sorokin's legal millions has, alas, still not been solved. All that is known about Oleg Valentinovich before his miraculous appearance in 2001 in the guise of a major capitalist "developer" is a brief spell as a civil servant of the regional Road Fund

Perhaps the trade in "boiled" jeans in its day brought the Semyonov cooperative trader such impressive profits that a decade later they still sufficed to buy up territories and invest in large-scale construction. You will agree, that is highly unlikely.

So, alas, the answer to the question "Where's the loot from?" appears to lie in the materials of the criminal case on the embezzlement of 500 million roubles from the Road Fund during our hero's time as financial director of that structure.^[2]

From 1999 until the autumn of 2001 Sorokin worked first as deputy financial director of the fund and then, after his superior Viktor Yerikov drowned, as financial director.

Incidentally, the death of the superior, which greatly accelerated the career of his deputy in the Road Fund, still raises legitimate questions among everyone familiar with the circumstances of the tragedy. Yerikov died in unexplained circumstances during a picnic together with Sorokin. Yerikov, a Master of Sport in swimming, drowned. And that despite the fact that, according to the forensic medical report, at the moment of death the alcohol content in the deceased's blood was 0.82%. In other words, he was sober, so he could not, as the saying goes, have "drowned while drunk".

On the other hand, the examination of the body of V. B. Yerikov revealed a fracture of the 4th cervical vertebra, and in the soft tissues of the parietal region on the left a dark red, irregularly rounded haemorrhage measuring 1.2 by 1.5 cm (vol. No. 10, pp. 152-156). The materials of the law-enforcement inquiry record the conviction of the deceased's father that Oleg Sorokin was involved in his son's death.

Nevertheless, no criminal case was opened on suspicion of murder by Sorokin, and the businessman took up the post of financial director of the Road Fund.^[2] And soon the director of the Road Fund, Aleksandr Glazov, also died in unexplained circumstances. Thus Oleg Valentinovich remained the fund's full master right up to his departure. At the beginning of 2004 the Control and Audit Department of the Ministry of Finance inspected the financial and economic activity of the Road Fund for the period from 01.07.99 to 31.12.2001. During that time 6 billion 250 million roubles passed through the fund, mainly motor vehicle taxes.

The three-month audit revealed methods of making money vanish that were delightful in their simplicity. Naturally, in violation of the law, no tenders for suppliers of fuel and materials were held here. Practically all the fund's purchases were arranged through intermediary shell firms, which is why the cost of materials rose by 20-40 %%. A spot check of only three intermediary firms (there were more than a dozen of them in all) and on only two items (bitumen and diesel fuel) established a total overpricing of 32.2 million roubles!

On 11 August 2004 a criminal case was opened against Sorokin "on the fact of the embezzlement of budget funds in the amount of over 500 million roubles and their subsequent legalisation in the period from 01.01.2002 to the present".^[2]

The materials of the Investigative Unit of the Main Investigation Directorate of the Main Police Directorate stated that Sorokin stole money and then "laundered" it through the accounts of fly-by-night firms and offshore companies: "HarstonFinance Incorporated" from the Virgin Islands, the Cypriot "RekevinTrading Limited, Cyprus, Nicosia", "Trading TotemLimited" from Montenegro and dozens of others. The main financial terminal was the already many times mentioned "Ellips-bank". For instance, the seal of a certain TotemBank (AD) (Montenegro), through which money was legalised, was discovered here. The search also turned up the founding documents of firms through whose promissory-note operations the fund was caused damage of 40 million roubles.^[2]

Officers of the Economic Crimes Directorate of the Main Police Directorate interviewed a certain Golovko of the "Stolitsa Nizhny" group. He reported that the funds coming in to finance the real estate projects whose construction is directed by Oleg Sorokin arrive from non-resident organisations registered in Cyprus.

You will agree, it is strange that the criminal case against Sorokin came to nothing.^[2] And then people wonder where our civil servants get their multimillion fortunes.

Be that as it may, after Sorokin left the civil service in 2001, Nizhny Novgorod came to know him in his present capacity — a major businessman, head of the development group of companies "Stolitsa Nizhny".

Incidentally, almost immediately the saga of scandals, "showdowns" and crimes connected with the land and property of "Start" got under way.^[2] Everything that happened then showed the people of Nizhny Novgorod the personality of Oleg Sorokin in sharp relief. The grasping Semyonov businessman first got rid of his partner, and then of those to whom Gurevich had sold his share. The last of Sorokin's enemy-partners — Mikhail Dikin, once seemingly all-powerful deputy chairman of the Legislative Assembly of the Nizhny Novgorod region — lost not only his share but also... his freedom. Dikin is now serving a 16-year prison term for organising an attempt on Sorokin's life. In December 2003 a certain gunman allegedly fired on Sorokin's "Mercedes", wounding him.^[2] Dikin allegedly "put out a contract" on Sorokin in order to settle the property dispute over "Start" that way.

Among law-enforcement officers there is no single opinion either about who was behind the attempt or even about whether it actually took place. Or whether the public was shown a more or less successful staging. After all, if one answers jurisprudence's main question, "Who benefits?", about the motive of the crime, it is worth noting that the outcome of the story of the "shooting" was Oleg Sorokin's acquisition of 100% ownership.

The price of the question was 20 million dollars. What is a light "self-inflicted wound" when such money is at stake?

Crime came to power

After scandals like these the name of Oleg Sorokin stuck in the memory of Nizhny Novgorod residents, yet until recently public opinion classed the entrepreneur among the semi-criminal "freaks".^[2] In 2006 no one attached particular significance to his move into local politics, taking his wish to acquire a deputy's mandate in the local Duma to be merely the habit, widespread among businessmen, of simply "grazing" the field of power. "You see, we are businessmen, pure and simple. I have always distanced myself from politics because I believe, and I am absolutely certain of it, that it is impossible to do business and politics equally well" — so said Sorokin in 2004, Oleg Sorokin. In 2010 that same Sorokin, by hook and more often by crook and half-truths, forced through his own appointment to the post of head of Nizhny Novgorod.

There is no need to dwell in detail on the total campaign of "hostile takeover" of the city's executive power that he organised in concert with governor Valery Shantsev. Sorokin, who had immediately grasped that in a direct election he had no chance against the popular mayor Bulavinov, played along with the governor to good effect. In 2009 Shantsev began active work to subordinate local self-government to himself. His goal was to break once and for all the slightest resistance from the heads of the region's cities and districts, but above all — to remove the refractory mayor of the regional centre. For this the governor needed the abolition of popular elections of municipal heads, which in the end was what happened. But, unlike the politician Shantsev, the businessman Sorokin knew exactly what he wanted from power.

And his very political struggle with the then mayor, as performed by the "business politician", was in essence a way of fishing for the "golden calf" in the troubled waters of the conflict. Sorokin was quite simply fleecing the city budget.

At first, as they say, in small change; then, having got a taste for it, Sorokin began stealing from the city and its residents by the hundreds of millions. In 2007 Sorokin's construction company OOO "Start-Stroy" broke its agreement with the city hall on payment for the land plot for the construction of three residential buildings. "Start-Stroy" undertook to give the city 20% of the flats and 10% of the parking spaces. But, having built the housing, Sorokin simply sold ALL the PREMISES due to the city. This fraud caused Nizhny Novgorod damage of almost 15.5 million.^[2]

The apotheosis was the deception involving a 50-hectare land plot in the Meshcherskoye Ozero microdistrict, granted to Sorokin for the construction of the "Sedmoye Nebo" residential complex — 18 seventeen-storey blocks with a total area of 150 thousand square metres. Here is how poetically the company's website tells of the charms of this municipal land:

"For the construction of the new residential complex 'Stolitsa Nizhny' chose one of the most picturesque places in Nizhny Novgorod. It was right here that the world-famous Nizhny Novgorod fair once bustled, and for its guests the celebrated Montferrand built the magnificent Old Fair Cathedral. From the windows of the flats there will be stunning views of the high bank of the Volga, the panorama of the Nizhny Novgorod Kremlin, the Chkalov Stairs and Meshcherskoye Ozero."

Under the agreement with the city, Sorokin undertook to pay for the "picturesque place" handed to him by transferring to the municipality "7% of the floor space of administrative and amenity facilities and no less than 3% of the flats in the residential buildings" of "Sedmoye Nebo". To date 16 of the 18 high-rises have been put into operation. Oleg Sorokin has never returned a single square metre to the people of Nizhny Novgorod!

And in the near future he clearly has no intention of doing so. It was not for that that Oleg Valentinovich went to the expense of obtaining the city head's chair. On the contrary, the raider seizure of the city hall turned municipal power into a mechanism for extracting super-profits for Sorokin's business structures.

Robbery with the cudgel of power

It is common knowledge that officials make money on the administrative resource. Every now and then the press adds new names to the list of the irrepressibly successful-in-business relatives of governors and mayors. But the barefaced simplicity with which the current head of Nizhny Novgorod uses power for personal enrichment is capable of shocking anyone.

How do you like the sum of 1 billion 600 million roubles of direct loss to the budget from just one decision by Sorokin? Underlying that decision is the mercenary motive of the entrepreneur Sorokin. And so, in August 2010 an open tender was held for the right to carry out the comprehensive development of 30 hectares of land within the city limits — the territory of the former "Tsvety" state farm.

Two parties took part in the tender : OOO "Start-Stroy" and OOO "Zhilstroy NN"

The tender was won by "Zhilstroy NN", which undertook:

— to build, on a land plot of 30 hectares, housing with a total floor area of 335 thousand sq. metres, and also to create at its own expense all the necessary engineering infrastructure facilities.

— to invest no less than 10 billion roubles in housing construction and the development of this territory,

— upon completion of construction, to transfer to 14 % of the 335 thousand square metres of residential floor area.

14%, that is 47 thousand square metres. The price of a square metre on Tsvetochnaya Street is, by the most conservative estimates, 40 thousand roubles. Thus the Nizhny Novgorod municipality would have received from OOO "Zhilstroy NN" about 1.9 billion roubles. And in the form of the most real apartments imaginable.

OOO "Start-Story", which lost the tender, filed a lawsuit seeking to have the results of the tender declared invalid. The founder and general director of "Start-Story", at that time still a deputy, Sorokin called the tender in which Start-Story had taken part but lost corrupt and tailored to a specific company.^[2]

Having become head of the city, Sorokin, on behalf of the mayor's office, voluntarily acknowledged in court that the results of the tender were invalid.

The new tender was prepared by deputy head of the administration Mironov, until recently the deputy general director of... OOO "Start-Story". Not surprisingly, the terms improved sharply for the developer, but worsened for the municipality. Thus, out of the 30 thousand square metres a sort of "fillet" was carved, so that, God forbid, the developer should not overpay the city anything "extra":

— plot No. 1 with an area of 136 678 sq. m with a starting price for the lease right of slightly over 208 million roubles

— plot No. 3 — 79 769 sq. m at a price of just under 121.5 million roubles

The newspapers openly printed testimony by the head of "Zhilstroy-NN", Berezin, that his competitor, while holding the rank of head of Nizhny Novgorod, had proposed that Berezin give up the fight for the land of the "Tsvety" state farm. In exchange, Sorokin, on behalf of the city authorities, offered "Zhilstroy-NN" support on other construction projects, in particular on Burnakovskaya Street. As a result of this collusion — the law interprets such relations in precisely this way — damage was done to the city budget. At both auctions, held on 15 July 2011, nobody except OOO Start-Story turned up. Sorokin's mayor's office concluded a contract with Sorokin's company at the minimum price.

From that contract the city received less than 330 million. Let us recall that under the terms of the contract with OOO "Zhilstroy-NN", torn up by Oleg Sorokin, the municipality apartments with a total area of 47 thousand sq. metres, worth close to two billion roubles. The damage to the city can be estimated at 1 billion 600 million roubles!

But that is not all. The comprehensive engineering development of the Tsvetochnaya Street territory will be carried out at the expense of... the city budget. The 2011-2012 budget set aside fnds for the development of the infrastructure of precisely the "Sorokin" plots and the territories adjoining them.

And this is not a blunder or negligence, but the principle of the current authorities: to make it easier, by every possible means, for the boss's business structures to obtain maximum profit. The shortest route to this is to "hang" the costs on the city and its residents, while paying nothing into the bargain.

At the same time Sorokin signs the best land plots over to himself, while the merchant-mayor makes the taxpayers pay for the construction of roads, utilities and other infrastructure on that land.

«In 5 years you won't recognise the city!» — said Oleg Sorokin as he took the oath as Nizhny Novgorod's mayor, solemnly promising to solve the problem of dilapidated housing stock and of queues for kindergartens, to triple the city budget and much else besides.

Today, a year and a half into Sorokin's management of the municipality, one begins to realise with alarm: the words «you won't recognise the city!» were either a threat or a warning.

If what this character is doing in Nizhny Novgorod in the name of power is not the most cynical corruption, then it is unclear what should be called "corruption" and «cynicism» at all.^[2]

And there were never any quarrels or disagreements between us.

None of our classmates will say anything bad about Oleg Sorokin, because he was always clever, kind, responsive, polite and decent.He studied well. After the 10th grade he easily got into university.

The Stolitsa Nizhny group of companies began developing the trans-Oka Kanavinsky district in 2004, when it started building the first phase of the Respublika shopping centre near the Moscow Railway Station (Nizhny Novgorod). In mid-2005 the shopping centre opened. And on 2 August the investment council chaired by the governor of Nizhny Novgorod Region Valery Shantsev approved the project for the second phase of Respublika.

A multiplex cinema, a business centre, an entertainment zone and a three-star hotel with 200 rooms at an average rate of $60-70 a night will be built, said the general director of the group, Oleg Sorokin. "What the station square lacks is precisely a business centre, a hotel, a multiplex cinema and an entertainment zone designed for people killing time while waiting for their trains," he says. Once all the permits are obtained, the group will start the design work. Construction will begin in 2008. The total area of the second phase, which is to be completed in 2009, is 100,000 sq m, and total investment in the project is $100 million.

The group plans to carry out its second large project in the Kanavinsky district near Meshcherskoe Lake: from 2008 to 2012 it plans to build a residential neighbourhood with a total area of 200,000 sq m, including a park and entertainment zone with rides, a school and a kindergarten, and a shopping and entertainment centre. Total investment is $300 million. According to Sorokin, the company has already filed an application for the project to be granted priority status. "We are counting on non-financial support from the government. Today commercial real estate needs not tax breaks but the sensible provision of technical conditions for carrying out a project," Sorokin stresses. "Previously we were held back in this project by the absence of provisions in the Water Code that would lift the restrictions on developing waterfront areas. Now the strict requirements have been eased," he explains. To carry out these projects the group plans to raise bank loans and use its own funds.

Market participants are unanimous that both of Stolitsa Nizhny's projects could be successful. Over the past two years Nizhny has seen a growing flow of tourists and business travellers, so a hotel on the station square has very good prospects, says Vitaly Babushkin, director of the state unitary enterprise Oktyabrskaya Hotel. He called the room rate per night "realistic".

The residential neighbourhood project will be drawn out over time because of the population's less than high purchasing power, adds Anatoly Ryabinin, director of the Chekni real estate agency. The Meshcherskoye Lake area has always been attractive, and housing prices there are among the highest in the trans-Oka part of the city, second only to Lenin Square, Ryabinin stresses. According to Elena Solovyova, vice-president of the Nizhny Novgorod Guild of Realtors, housing in the Meshcherskoye Lake neighbourhood is the most expensive in the trans-Oka part of the city: 1 sq m in a new building costs 25,000 roubles, and on the secondary market 22,000 roubles.

And Andrey Baranov (disambiguation), general director of the company Nizhegorodsky Dom i K, says that housing here will be in demand anyway: the annual housing requirement of Nizhny Novgorod is about 800,000 sq m, while at best 400,000 sq m is being built now. The neighbourhood is very promising - it is not for nothing that the Moscow companies PIK and Nobetek are building housing there, Baranov notes.

Demand for office space in the trans-Oka part of the city is steadily high, says Pavel Kerpelev, director of the Nizhny Novgorod office of SMT-Developments.

In 2008 the Stolitsa Nizhny group of companies plans to build an elite yacht club in Nizhny Novgorod near the Grebnoy Canal. According to Oleg Sorokin, general director of the Stolitsa Nizhny group, on 2 June the project was approved along with others at the region's investment council. The yacht club will cover 2.5 hectares, and investment in construction will be 200 million roubles. "For the company this is no longer a business project but an image project," says Sorokin. "At the moment Nizhny Novgorod has practically no waterfront infrastructure. And water tourism is one of many areas that need to be developed."

The Stolitsa Nizhny group of companies specialises in building commercial and residential real estate. Its annual turnover, according to its own figures, is about $40 million. The Etazhi centre, built by the group in 2003 on the site of the Start plant, became the first modern shopping complex in the city. Last summer the Respublika shopping centre, with an area of more than 30,000 sq m and investment of $30 million, opened near the Moskovsky railway station. At the end of 2005 a class A business centre with an area of 22,000 sq m and investment of more than $20 million opened on Gorky Street. The company is now building a shopping and entertainment centre with an area of 100,000 sq m on Rodionova Street.

On 11 August 2004 criminal case No. 72139 was opened over the embezzlement of budget funds amounting to more than 500 million roubles between 1 July 1999 and 30 December 2001 from the territorial road fund of Nizhny Novgorod Region by its financial director Oleg Valentinovich Sorokin. The case came to nothing.
