The City Duma (of the city of Nizhny Novgorod), Gorduma is the main body of Nizhny Novgorod's local self-government, consisting of 47 deputies who, in theory, represent the interests of the residents of the city's districts. Special powers belong to the Duma Chairman, his deputies, and the Duma's structures: commissions, both standing and extraordinary, and deputy associations formed along the lines of political party affiliation.

The Essence of the Phenomenon

The Duma is the main body of local self-government of Nizhny Novgorod and consists of people's representatives elected by direct vote in the city's districts. The Duma is vested with the authority to resolve all issues of local (municipal) significance.

To this end, it elects from among the deputies a nominal head of the city — the mayor — and, through him, signs a contract with an experienced manager, who becomes the City Manager, a hired head of the city administration.

The Duma has the status of a legal entity, a bank account, and a seal.
