Kirill Borisovich Lazorin (born May 15, 1974) is a Nizhny Novgorod lawyer and politician, a notary in private practice in the notarial district of the city of regional significance of Nizhny Novgorod, and president of the Nizhny Novgorod Regional Notarial Chamber[1][2]. He served as Deputy Chairman of the City Duma of Nizhny Novgorod of the first convocation, elected from single-member constituency No. 2 in Avtozavodsky District[1][3]. He has been a deputy of the City Duma continuously since 2010 and is a member of the KPRF deputy group[1][4][5].

Biography and education

He was born on May 15, 1974, in Nizhny Novgorod, which at the time bore the name Gorky[2]. He graduated with distinction from Lobachevsky University with a degree in Law[1][2].

He began his career in 1991 as a worker at the Gorky Automobile Plant[5]. From 1993 he worked in his professional capacity and practiced as a lawyer; from 1997 he served as head of the legal department of the closed joint-stock company "Nizhny Novgorod Composite Materials and Plastics Plant"; in October 1997 he received a license to practice as a notary[2][5].

Notarial Practice

From 2000 he worked as a notary in private practice in Bogorodsk, and from 2001 in Nizhny Novgorod[2][5]. Since 2011 he has headed the regional notaries' association, founded on 28 July 1993 as one of the first fifteen such chambers in the country, which by the mid-2010s united approximately 165 notaries across the Region[2]. In July 2015 an extraordinary general meeting unanimously re-elected him as President of the Nizhny Novgorod Notarial Chamber for a new five-year term[2][6]. Since 2013 he has led the public-education programme "Inheritance Without Borders," dedicated to legal literacy in matters of inheritance[5].

At the annual general meeting on 28 February 2018, attended by 152 notaries of the Region, the chamber adopted a new version of its charter: the legal form and name of the organization were changed — it became the Nizhny Novgorod Regional Notarial Chamber — and its powers and the procedure for electing the president and governing board were revised[7]. He serves on the board of the Federal Notarial Chamber[2].

In spring 2026, he was one of three candidates for the presidency of the Federal Notarial Chamber — alongside Oleg Golovatyuk, Vice President of the Kaluga Notarial Chamber, and Aleksandra Ignatenko, Vice President of the FNC[8]. On 23 April 2026, Ignatenko was elected President of the FNC[9][10].

In October 2025, five notaries filed a lawsuit against the Nizhny Novgorod Regional Notarial Chamber. According to MK v Nizhnem Novgorode, citing Kommersant-Privolzhye, the plaintiffs contested the Chamber's purchase from the city of a building near the Nizhny Novgorod Yarmarka for more than 13 million rubles, arguing that the transaction had proceeded without the prior approval of all Chamber members; the Chamber stated that it would provide comment at a later date[11].

City Duma, 5th–7th Convocations

In October 2010, he was first elected to the City Duma — of the 5th convocation (2010–2015)[5][12]. During that convocation, he served as Deputy Chairman of the Committee on Property and Land Relations, sat on the Committee on Municipal Economy, the Committee on the Drafting of Legal Acts of the Duma and Amendments to the City Charter, and the City Administration's Commission on Investment Policy and Land Relations; he worked within the CPRF faction[12].

On 13 September 2015, on the unified voting day, he was elected as a deputy to the City Duma of the sixth convocation from single-member constituency no. 2, receiving the highest number of votes[13]. According to the news agency Nizhny Seychas, during registration for that election his opponent Aleksandr Razumovsky had obtained a court ruling removing Lazorin from registration, but in September the candidate was reinstated[5]. In October 2016, Lazorin took over as chair of the Duma's property committee, replacing Vladimir Panov, who had been elected to the State Duma[5]. In October 2017, commenting on the transition to a single-head governance system for the city proposed by acting Governor Gleb Nikitin, he stated that under such a transition the head of the city should be elected by direct popular vote[5].

In 2020, he was re-elected to the City Duma of the seventh convocation from the same constituency: chairman of the standing commission on property and land relations, member of the standing commission on ecology[14]. In October 2020, he ran in the competition for the election of the head of Nizhny Novgorod; the deputies elected Yury Shalabayev as head of the city[5]. In March 2025, he presented jubilee medals commemorating the 80th anniversary of Victory to seven veterans living in constituency No. 2[15].

Duma of the first convocation

The first session of the Nizhny Novgorod City Duma of the first convocation — the representative body of the enlarged city district formed by merging the city with Kstovo — was held on 29 September 2025. At that session, the deputies formed the Duma's leadership: Yevgeny Kostin was elected first deputy chairman, while Kirill Lazorin, Dmitry Sivokhin, and Mikhail Ivanov were elected deputy chairmen. The candidates were nominated by the party deputies' associations and were all approved unanimously; Yevgeny Chintsov was elected chairman of the Duma[16][17].

In the new convocation, Lazorin represents electoral constituency No. 2, serves on the standing commissions on municipal property and on urban management, and is a member of the Communist Party deputies' association, which numbers five deputies[1][4]. He holds public appointments in Avtozavodsky District, on Kosmicheskaya Street, on the fourth Wednesday of each month by prior arrangement, and publishes an annual report on his work as a deputy[1].
