General Director of the Nizhny Novgorod Development Company (NNDK) [1][3]. He has served in the city parliament since 2020: first in the seventh convocation, then in the convocation elected in September 2025 [4][5].

Biography and education

Born June 28, 1988 [1]. The Ivanov family has deep ties to Sormovo: one grandfather headed the Sormovo District Executive Committee, another worked at OKBM and was awarded a state decoration for his work on the BN-600 fast neutron reactor; one grandmother worked at the Sokol aviation plant, another as a doctor at the Krasnoye Sormovo polyclinic, and his father led the Komsomol organization at the [6] Krasnoye Sormovo Plant.

In 2005, he graduated from Nizhny Novgorod Technical Lyceum No. 38 with a silver medal, having studied in a class with a specialization track oriented toward construction higher education. From 2005 to 2010, he studied at the Nizhny Novgorod State University of Architecture and Civil Engineering and received an engineer's diploma in the field of "Industrial and Civil Construction," with a specialization in the Department of Real Estate, Investment, Consulting, and Analysis [1][6]. He completed a second degree at the Volga State University of Water Transport, earning a master's degree in law [6].

From 2012, he was a postgraduate student in the Department of Management and Marketing at NNGASU, and in 2016 defended his candidate's dissertation in economics on the topic "Managing Cost Recovery Processes for Developer Companies on the Basis of Controlling." Since 2015, he has been a corresponding member of the International Academy of Economics and Investment in Construction; since 2016, he has been a member of the Nizhny Novgorod Academy of Investment and Construction Economics [6]. He is married with four children [6].

Career prior to election

In 2010, he entered municipal service in the administration of Nizhny Novgorod as a senior specialist in the social infrastructure construction division of the construction management department within the Department of Construction and Investment, and later headed that division. He worked in the department until 2014, overseeing the construction of schools, kindergartens, and sports and fitness complexes under regional and federal programs, including the program to eliminate waiting lists for kindergarten places for children aged 3–7 [6].

Since 2014, he has headed the Nizhny Novgorod Development Company. The company's first completed project was the Preobrazhenskiy residential complex in the center of Sormovsky District, commissioned in 2016 on a site that had remained undeveloped for many years. In 2017, construction began on the Tsiolkovsky complex of six sixteen-story buildings, for which more than ten dilapidated and unsafe houses were cleared; 59 families had their living conditions improved. Other projects by the company include the Koritsa residential complex in Nizhegorodsky District, Beketov Park and Schelokovsky in Sovetsky District, Smorodina in Avtozavodsky District, the grand quartier Betancourt, and a residential building in Dzerzhinsk [6].

Completion of problem projects

In August 2021, Kommersant reported that NNDK had filed applications with the arbitration court and the Russian Ministry of Construction to replace the bankrupt joint-stock company Zhilstroyresurs as developer of two long-stalled residential projects in Nizhny Novgorod: the Prazhsky Kvartal residential complex on Bolshaya Pecherskaya Street, with 67 registered equity holders, and the Gorod Budushchego complex on Vaneev Street with 102 equity holders. Investment in the first project was estimated at approximately 50 million rubles and in the second at 300–400 million rubles; in compensation for their costs, regional authorities were to provide the company with land plots of comparable value [3].

Prazhsky Kvartal was completed and commissioned at the end of December 2021: facade repairs, interior finishing of common areas, engineering systems work, and landscaping were all carried out. Keys were handed over to 67 families [7].

Work as a deputy

He was elected deputy of the Nizhny Novgorod City Duma of the seventh convocation from District No. 22 in 2020 [4]. In the seventh convocation he chaired the standing commission on urban development, construction, and architecture [8].

The elections of 12–14 September 2025 were held across 39 single-member districts; the numbering of convocations restarted because of the merger of Nizhny Novgorod with the Kstovsky Municipal District, and the number of seats grew from 35 to 39. Ivanov retained District No. 22 and joined the Duma of the 1st convocation as one of seven former chairs of standing commissions re-elected to the new convocation [5].

At the first session of the new convocation on 29 September 2025, the deputies elected three deputy speakers of the Duma — Dmitry Sivokhin, Mikhail Ivanov (both from United Russia) and Kirill Lazorin (CPRF). At the same session the chairs of all ten standing commissions were determined; Ivanov was re-elected to head the commission on urban planning [2].

He is a member of the United Russia party [1]. He serves as deputy secretary of the Nizhny Novgorod regional branch of the party, overseeing project activities, and as a member of the political council of the local branch in the Sormovo District [6].

Electoral district and constituency work

Electoral District No. 22 covers part of the Sormovo District: Kominterna Street, Sudostroitelnaya Street, Efima Rubinchika Street, Vozhdey Revolyutsii Street, Pugacheva Street, Furmanova Street, Unzhenskaya Street, Novye Polyanki Street, and others, as well as horticultural associations and a number of medical institutions [9]. The deputy holds constituency surgeries at the Sormovo District deputy centre at 8 Yubileynyy Boulevard, every last Thursday of the month by appointment [1].

In an interview at the end of 2023, Ivanov listed among the year's achievements in his district the landscaping of the grounds of School No. 9 on Pugacheva Street and the repair of road sections on Unzhenskaya Street and Novye Polyanki Street under the governor's "It's Your Call!" project, as well as the renovation of the square by the Centre for Children's Creativity on Kominterna Street under the Comfortable Urban Environment programme. He described the most important result in the field of construction as the resumption of municipal housing construction: in 2023 three apartment buildings were commissioned to rehouse residents from substandard housing stock — at 31 and 33 Geroya Vasilyeva Street and at 1A Druzhaeva Street. The deputy divided residents' appeals into personal ones — assistance to families in difficult circumstances and to social-sector institutions — and systemic ones, such as road repairs and the relocation of residents from dilapidated and substandard housing [8].

In June 2026, Ivanov and fellow deputy Pavel Pashinin toured the participatory budgeting initiative sites in the Sormovo District: a children's playground at Fedoseenko Street, a repaired 500-metre stretch of road on Furmanova Street, and a 600 sq. m multi-purpose sports court at School No. 156 named after B. I. Ryabtsev. Ten initiatives were planned for the district in 2026, half of which had been completed by that time; across the city as a whole, 78 projects worth more than 340 million roubles were planned [10].
