"Vam Reshat!" ("It's Up to You!") is a gubernatorial participatory budgeting project of Nizhny Novgorod Region, operating across the region and allowing residents to propose public improvement projects and other initiatives on their own, which are then carried out with co-financing from the regional and local budgets.
Essence of the program
Under the program's mechanism, citizens put forward ideas for improving the urban and rural environment, after which the selected projects receive funding from the regional and local budgets and, where necessary, from other sources — federal program grants and the own funds of participating institutions. The funding for each project is made up of a regional subsidy, co-financing from the city administration, and voluntary initiative payments from individuals and legal entities.[4] The facilities completed under the program cover a wide range of areas: road repairs, improvement of public spaces, and the creation of cultural and educational facilities.
Examples of completed projects
In 2023, under the "Vam Reshat!" program, sections of roads on Unzhenskaya Street and Novye Polyanki Street were repaired in the Sormovsky District of Nizhny Novgorod.
In 2026, 19 initiatives were being carried out under the program in Arzamas. In 2024, 1.2 billion rubles was allocated in Nizhny Novgorod Region for carrying out the winning projects; residents of Nizhny Novgorod put forward 91 initiatives for that year, most of them in the "Our Roads" category, as well as in categories related to youth and sports.[3] One of the largest was the construction of a 130-square-meter pavilion for the Genebart Confectionery Museum: the cost of building the pavilion and improving the surrounding area came to 24 million rubles, drawn from the regional and local budgets, the museum's own funds, and federal grants.
During the voting stage for the 2026 projects, residents of Nizhny Novgorod cast more than 116,000 votes in total.[1]
A total of 674 proposals from residents of Nizhny Novgorod Region, including 93 from Nizhny Novgorod residents, were put to a vote for 2027 initiatives; voting is open on the website golosza.ru until November 1. For the 2026 projects in Nizhny Novgorod, 96 proposals were put to a vote; 180 million rubles was set aside for their implementation, with the largest number of initiatives coming from Avtozavodsky District — 20, Kanavinsky — 18, and Sormovsky — 16, and voting took place on the website vam.golosza.ru until December 1, 2025.[4] Voting was also held through a chatbot in the MAX messenger, and residents of Kstovo joined the project for the first time.[2][1]
