Karim Radikovich Ibragimov (born April 9, 1977) is a Nizhny Novgorod entrepreneur and politician, a deputy of the City Duma of Nizhny Novgorod for two terms representing electoral district No. 8 in the Avtozavodsky District [1][2][3]. From 2020 to 2025 he chaired the City Duma's standing committee on municipal services, the committee responsible for housing and utilities, street lighting, city cleaning, and slope engineering protection [1][4]. He is a co-owner of the Terminal group of companies, which operates in housing construction and the production of building materials [4][5][6].

Education and business

Born on April 9, 1977, he graduated from Lobachevsky State University of Nizhny Novgorod [1].

By the time he was elected to the City Duma of the seventh convocation, he headed OOO "Terminal," a company that was part of the Zhilstroy-NN group of companies [4]. The group's business covers housing construction and the production of building materials: in December 2023, OOO "Specialized Developer 'AGK,'" part of the same group and identified by Kommersant-Privolzhye, citing SPARK, as being beneficially owned by Ibragimov, received a 41,000-square-meter plot in the Sormovo District for an asphalt-concrete plant worth 696 million rubles; AGK's revenue for 2022 was 555.5 million rubles, with a net profit of 366.6 million [5].

Later, Ibragimov headed JSC "GOTKh", a Nizhny Novgorod supplier of non-metallic construction materials (sand, crushed stone, gravel) with a site on Okskaya Gavan Street, which traces its operations back to 1947 [1][7].

In March 2026, Kommersant-Privolzhye reported that the Terminal group of companies, owned by Karim Ibragimov and Deputy of the Legislative Assembly of Nizhny Novgorod Region Vadim Pichugin, had bought out a project for the comprehensive development of 24 hectares on the outskirts of Kstovo: the construction of 25 eight-story buildings and a kindergarten, planned over 12 years; under the project, the obligation to build a school for 1,100 pupils rests with the regional budget [6][8].

In his 2021 declaration, Ibragimov reported an income of 49.2 million rubles, the second-highest among the deputies of the City Duma of that convocation; 42.3 million of that sum came from the sale of securities [9].

Work as a deputy

He was first elected to the City Duma in the convocation that served from 2015. In January 2016, the Duma, by ranking vote, delegated Ibragimov, together with Dmitry Barykin, Vladimir Anoshkin, and Oleg Sorokin, to the board of directors of OAO "Nizhny Novgorod Vodokanal" [2]. As of June 2020, he remained a Duma deputy and spoke publicly about organizing the all-Russian vote under pandemic conditions [10].

In the elections of September 13, 2020, he won in District No. 8 as a United Russia candidate [3]. At the first session of the seventh-convocation Duma on September 29, 2020, he was elected chairman of the standing committee on municipal services [4]; at the same time he served as deputy chairman of the committee on urban development, construction, and architecture [1].

Committee on Municipal Services

Ibragimov described the main result of the committee's first two years of work as the modernization of street lighting: replacing sodium lamps with LED ones, which yields savings of about 70 percent of budget funds; he also pointed to the need to continue the work in courtyards and on the grounds of schools and kindergartens [11].

In the winter of 2023, the committee examined snow removal. With roughly 4,000 yard keepers and 444 pieces of equipment, Ibragimov considered courtyards and tourist routes in the center problematic and proposed increasing the number of yard keepers and adding small-scale mechanization equipment [12].

In June 2023, the committee reviewed the condition of the engineering protection of the Volga and Oka slopes: 13,820 meters of bank-protection structures, 37,774 meters of storm collectors, and 1,111 meters of drainage adits; for routine repairs in 2023 the city allocated 35.9 million rubles [13].

In November 2024, the committee heard a report on the progress of the reconstruction of the Nizhny Novgorod aeration station, which had been 92 percent completed by that point [14]. In June 2025, following a discussion of the crossing at the Petryaevka station, the deputies decided to appeal to the regional government, the Legislative Assembly of Nizhny Novgorod Region, and Gorky Railway with a request to speed up construction of an interchange; Ibragimov recalled that the issue had been under discussion since 2016–2017 and that the interchange had been excluded from the Molodezhny Avenue reconstruction project [15].

Work in the District

District No. 8 covers part of Avtozavodsky District — the Severny microdistrict, the buildings along Lvovskaya and Relsovaya streets, and the area around the Petryaevka station [16][8].

In July 2023, following requests from kindergarten heads and with the deputy's participation, 55 hazardous trees were cut down on the grounds of 14 kindergartens in the district; Ibragimov explained that the cost of the work exceeded the deputy fund and that he financed it at the expense of his company [17].

During the 2024 reporting campaign, he spoke about the installation of children's play complexes in courtyards funded by deputies' allocations, and about plans for 2025 — the improvement of a square near the Higher School of Economics building on Lvovskaya Street [8]. In August 2024, he inspected the landscaped boulevard on Busygin Avenue and a park under construction for the 777th anniversary of Nizhny Novgorod, noting residents' complaints about the uneven provision of play and sports equipment along sections of the boulevard [18].

End of term

In April 2025, Ibragimov was among seven United Russia deputies who did not submit applications for the party's primaries — without this procedure, nomination by the party was impossible [19]. He did not stand for election to the new convocation: on 29 September 2025, Pavel Pashinin was appointed to head the municipal economy committee [20]. In the City Duma of the 1st convocation, district No. 8 is represented by Aleksandr Petrov [21].

The bribery case involving the former deputy mayor

Since 2025, Ibragimov's name has been linked to the criminal case against the former First Deputy Head of the Nizhny Novgorod city administration, Ilya Shtokman, and his brother Mikhail, who are charged with accepting a bribe and acting as an intermediary in it [22].

According to the investigation's version as reported by Kommersant-Privolzhye, in 2022–2023 companies controlled by Ibragimov transferred 55 million rubles to accounts of the Vektor concrete plant, owned by the Shtokman family, under the guise of contracts for the supply of 13 tonnes of gravel; the prosecutor's office maintains that the payment was made in exchange for favorable terms on a municipal contract for the construction of two apartment buildings to resettle residents from condemned housing, to be carried out by the company AGK [23][24]. In May 2026, the Nizhegorodsky District Court granted the prosecutor's office's claim and transferred to state revenue 328 million rubles' worth of the Shtokman family's assets [23].

In September 2025, Ibragimov submitted a confession and is participating in the case as a key witness [24]. At a hearing in August 2026, he told the court that the construction holding had needed work following the pandemic and that the standard terms of the contract with the city administration did not suit the company; according to him, they managed to agree on a price of 85,000 rubles per square meter, technical specifications, and the size of the advance payment, and AGK earned 50 million rubles in net profit [24].

The defendants deny the charges. Ilya Shtokman described the bribe as "mythical" and pointed out that the plant had paid taxes on the gravel transaction; his defense insists the deal was real and that the gravel is still on the plant's premises [24]. The criminal proceedings are ongoing [24].
