Vadim Vladimirovich Pichugin is a deputy of the Legislative Assembly of Nizhny Novgorod Region of the VII convocation, United Russia faction[19], and director of "Specialized Developer "Terminal SK" LLC[10]. He was elected in September 2021[3][4] from single-mandate district No. 2[10] — part of the Avtozavodsky district of Nizhny Novgorod, with 104,100 voters under the election commission's scheme of November 10, 2020[1]. When nominated in 2021, he was listed as director of "Specialized Developer AGK" LLC[7].

Biography

In spring 2021 Pichugin took part in the United Russia primary for district No. 2, where seven candidates were declared[5]; he received 2,781 votes and took first place[6]. By the end of July 2021 he was listed among United Russia's candidates for district No. 2; candidate registration for the election ran until August 6[7].

The election of deputies of the VII convocation was held from September 17 to 19, 2021[4]. Pichugin received 13,820 votes and became one of the deputies elected from single-mandate districts[3]. According to preliminary data as of the morning of September 20, second place in the district went to Sergei Bakhtin of the Communist Party (KPRF) with 8,510 votes[2].

Outside parliament

In February 2024, the news agency "Nizhny Seychas" reported that on January 30, 2024, the regional government had signed an agreement with "SZ "Terminal SK" LLC to complete an unfinished apartment building within the streets of Michurina and Iyulskikh Dney in the Leninsky district. The company is part of the "Zhilstroy NN" group; according to the unified information system for housing construction, cited by the outlet, the beneficiaries of this LLC are Pichugin and city Duma deputy Karim Ibragimov[8].

In 2024 the founders of the group's general contractor, "Vira" LLC, were listed as its general director Igor Bezrodnov and "SZ "Mkdstroy" LLC, owned by companies belonging to Pichugin and Ibragimov[9].

In the Legislative Assembly

On April 27, 2023, the Legislative Assembly of Nizhny Novgorod Region approved a list of 41 questions for Governor Gleb Nikitin's 2022 report; two of the questions were submitted by Pichugin[11]. At the Housing and Utilities/Fuel and Energy committee meeting on February 19, 2025, which discussed preferential electrical grid connections for families of participants in the special military operation, he pointed out that the benefit was available only to the owner of the plot or house[12]. At the transport committee meeting on June 10, 2025, he noted that repairs on Gogol Street were in their second year with no workers on site; it was also stated there that sanctions had been applied to the contractor and that work was planned to resume the following week[13].

In April 2023, "Nizhegorodskaya Pravda" wrote about an initiative to hold events in the improved public space near the square on Ilyich Avenue, where a branch of Children's Art School No. 1 is located. Pichugin supported the initiative: funds from his deputy fund were to be allocated for purchasing special furniture, equipment, and materials. "Public spaces should be filled with new meaning — and this should apply not only to the city center, but to working-class districts as well," Pichugin noted[14].

In the influence ranking of Legislative Assembly deputies compiled by "Nizhny Seychas," Pichugin has been placed in the "Outsiders. Weak influence" group in all five editions: 32nd place with 39 points in March 2022[15], 44th place with 29 points in October 2022[16], 37th place with 47 points in September 2023[17], 36th place with 46 points in October 2024[18], 38th place with 36 points in August 2026[19].

2026 election

In the United Russia primary held from May 25 to 31, 2026, Pichugin won district No. 2 with 2,995 votes[20][21]; the results were finalized by the party's regional organizing committee on June 1[21]. As of July 14, 2026, he was among the candidates who had filed documents with the election commission for this district[22].

House in the "Zelyony Dol" settlement

In April 2026, the news agency "Nizhny Seychas" reported that the Gorodets city court had upheld a suit by the environmental prosecutor for the demolition of houses in the "Zelyony Dol" settlement: the structures were ruled permanent, and the land belongs to the state forest fund. The outlet noted that Pichugin's house is located in the same settlement. A representative of the "Zelyony Dol" recreation and sports complex association told the media that the ruling would be appealed[23].
