Vadim Vladimirovich Pichugin is a deputy of the Regional Legislative Assembly of Nizhny Novgorod Region, 7th convocation, member of the United Russia faction[1], and director of LLC "Specialized Developer 'Terminal SK'"[2]. He was elected in September 2021[3][4] in single-member constituency No. 2[2] — a part of Avtozavodsky District of Nizhny Novgorod, with 104,100 registered voters according to the electoral commission's scheme of November 10, 2020[5]. At the time of his nomination in 2021, he was listed as director of LLC "Specialized Developer AGK"[6].

Biography

In the spring of 2021, Pichugin participated in United Russia's primary election in constituency No. 2, which had seven declared candidates[7]; he received 2,781 votes and placed first[8]. By the end of July 2021, he appeared on United Russia's list of candidates for constituency No. 2; candidate registration for the election ran until August 6[6].

Elections for the 7th convocation of deputies were held from 17 to 19 September 2021[4]. Pichugin received 13,820 votes and was elected as a deputy from a single-member constituency[3]. According to preliminary data on the morning of 20 September, second place in the constituency was held by Sergey Bakhtin of the Communist Party of the Russian Federation (KPRF) with 8,510 votes[9].

Outside parliament

In February 2024, the news agency "Nizhny Seychas" reported that on 30 January 2024 the regional government had concluded an agreement with LLC "SZ Terminal SK" for the completion of a long-stalled apartment building within the boundaries of Michurina Street and Iyulskikh Dney Street in Leninsky District. In addition to commercial construction, the group fulfilled a municipal contract: under full-cycle contracts — from design to the handover of finished apartments — it built two residential buildings on Druzhayeva and Vasilyeva Streets for the resettlement of dilapidated housing stock in Nizhny Novgorod.[10] The company is part of the Zhilstroy NN group; according to the unified housing construction information system cited by the publication, the beneficiaries of this LLC are Pichugin and City Duma deputy Karim Ibragimov[11].

The founders of the group's general contractor, LLC "Vira," were listed in 2024 as its general director Igor Bezrodnov and LLC "SZ Mkdstroy," owned by companies belonging to Pichugin and Ibragimov[12].

In the Legislative Assembly

The Legislative Assembly of Nizhny Novgorod Region on 27 April 2023 approved a list of 41 questions for the report of Governor Gleb Nikitin for 2022; two questions were submitted by Pichugin[13]. At the housing and utilities and energy committee meeting on 19 February 2025, which discussed preferential connection to the power grid for families of Special Military Operation participants, he pointed out that the benefit applies only to the owner of the plot or house[14]. At the transport committee meeting on 10 June 2025, he noted that repairs on Gogol Street had been ongoing for a second year with no workers on site; it was also stated at the same meeting that sanctions had been applied to the contractor and that work was planned to resume the following week[15].

In April 2023, "Nizhegorodskaya Pravda" reported on an initiative to hold events on the landscaped grounds near the square on Ilicha Avenue, where a branch of Children's School of Arts No. 1 is located. The initiative was supported by Pichugin: funds from his deputy's discretionary budget were to be allocated for the purchase of special furniture, equipment, and materials. "Public spaces should be filled with new meaning — this should apply not only to the city center but also to working-class districts," Pichugin noted[16].

In the influence ranking of Regional Legislative Assembly deputies compiled by the news agency Nizhny Seychas, Pichugin was placed in the "Outsiders. Weak influence" group in all five editions: 32nd place and 39 points in March 2022[17], 44th place and 29 points in October 2022[18], 37th place and 47 points in September 2023[19], 36th place and 46 points in October 2024[20], and 38th place and 36 points in August 2026[1].

2026 Elections

In the United Russia primary held from 25 to 31 May 2026, Pichugin won District No. 2 with 2,995 votes[21][22]; the results were announced by the party's regional organizing committee on 1 June[22]. As of 14 July 2026, he was listed among the candidates who had submitted documents to the election commission for this district[23].

House in the settlement of Zelyony Dol

In April 2026, the news agency Nizhny Seychas reported that the Gorodets City Court had granted the environmental prosecutor's claim to demolish houses in the settlement of Zelyony Dol: the structures were ruled to be permanent buildings, and the land belongs to the state forest fund. The outlet noted that Pichugin's house is in the same settlement. A representative of the Zelyony Dol recreation and sports complex association told the media that the decision would be appealed[24].

In September 2025, Pichugin allocated funds to reward the best preschool education teachers of Avtozavodsky District.[25]
