The Association of the "Zelyony Dol" ("Green Valley") Recreation and Sports Complex is a non-profit organization established on 2 November 2005 and operating in the Gorodetsky District. The association managed the eponymous Zeleny Dol cottage settlement on the shore of the Gorky Reservoir and became a defendant in a high-profile lawsuit over the demolition of unauthorized structures on forest-fund land.[1] The organization is headed by entrepreneur and former Nizhny Novgorod city duma deputy Alexei Bobrov.[1]

History and legal status

Land plots of 4.2 and 2.5 hectares within the Gorodetsky forestry were leased in 2008 by the "AKA" firm and V. Oborina; the lease rights subsequently passed to "Zelyony Dol."[3] The forest plot was allocated for recreational use on condition that only temporary structures be built there. Instead, a cottage settlement of about two dozen houses arose on it — predominantly two-story capital buildings belonging to a number of well-known Nizhny Novgorod entrepreneurs.[3]

Court proceedings

The Nizhny Novgorod Interdistrict Environmental Protection Prosecutor's Office filed a lawsuit against the association. On 24 March 2026 the Gorodets City Court ruled that 18 real estate objects were unauthorized structures and ordered the defendants to demolish them, finding that the construction of capital buildings did not match the designated use of the plot and was not provided for in the forest development project.[2]

The association and the property owners filed appeals. The owners argued that the cottages were not capital structures and could be dismantled without damaging their construction; they also disputed the quality of the expert assessment conducted.[3] The court did not grant the association's counterclaim seeking to have the ownership rights declared void.[2]

On 11 August 2026 the Nizhny Novgorod Regional Court reviewed the appeals and upheld the first-instance ruling, finding the Gorodets court's conclusions lawful and well-founded.[4] As a result, 18 capital buildings on forest-fund land near the Gorky Reservoir are subject to demolition at their owners' expense.[1]
