Vladimir Eduardovich Tarasov (born December 30, 1955, in the settlement of Gorbatovka, Gorky Region) is a deputy of the City Duma of Nizhny Novgorod for single-member electoral district No. 1 in Avtozavodsky District, and a member of the United Russia party [1][2]. He has been elected from this district since 2010 and is serving his fourth consecutive term in the Duma [3][4][5][6]. Before joining the representative body full-time, he spent thirteen years heading the region's pension system: from 2007 to 2020 he led the Nizhny Novgorod Region Office of the Pension Fund of Russia [4][2]. From 2020 to 2025 he was Deputy Chairman of the City Duma [7][8]. He is the regional coordinator of the United Russia party project "Older Generation" [8][9].
Biography and Education
Born on December 30, 1955, in the settlement of Gorbatovka, Gorky Region [1][2]. He received his higher education later in life: in 1997 he graduated from the Volgo-Vyatka Academy of Public Administration with a degree in "manager of state and municipal administration," and in 1999 from the Nizhny Novgorod Institute of Management and Business with a degree in "management psychology" [2][4]. He is married and raised five children [2].
Career Before Election
He began his working life at the Gorky Automobile Plant: in 1972–1974 he worked as a milling machine operator, and in 1976–1992 as a blacksmith and mechanical assembly fitter [2]. Thus, the first twenty years of his working life were tied to Avtozavod, the district he would later represent in the Duma.
In 1992 he moved into municipal service: until 2002 he headed the consumer rights protection department in the administration of the Avtozavodsky District of Nizhny Novgorod [2]. From 2002 to 2007 he ran the Pension Fund office in the Avtozavodsky District, and in 2007 he was appointed manager of the Pension Fund of the Russian Federation branch for Nizhny Novgorod Region, a post he held until 2020 [2][4].
For his work in the pension system he was commended by the chairman of the board of the Pension Fund of Russia (2005) and awarded an honorary diploma by the Governor of Nizhny Novgorod Region for his contribution to carrying out the pension reform (2005) [2].
Work as a Deputy
He was first elected to the City Duma of Nizhny Novgorod from single-member constituency No. 1 of Avtozavodsky District in 2010, as part of the 5th convocation [3]. He retained his mandate from the same constituency in the 6th and 7th convocations [4][5].
On 29 September 2020, at the first session of the 7th convocation Duma, the deputies elected four deputy speakers; Vladimir Tarasov's candidacy was supported by 28 deputies [7]. He served in that capacity until the end of the convocation [8].
In 2025, Nizhny Novgorod merged with Kstovsky District, the number of deputy mandates increased to 39, and the Duma was reconstituted as the City Duma of the 1st convocation [10]. In the elections of 12–14 September 2025, Vladimir Tarasov received 67.39% of the vote in constituency No. 1 [10] and joined the new Duma [6]. He does not hold the post of deputy speaker in the 1st convocation: the Duma leadership consists of speaker Evgeniy Chintsov, first deputy speaker Evgeniy Kostin, and deputy speakers Kirill Lazorin, Mikhail Ivanov, and Dmitry Sivokhin [11].
In the new convocation, Tarasov is deputy chairman of the standing committee on social policy and a member of the standing committee on budgetary, financial, and tax policy [1][12]. In previous convocations he served on the committees on local self-government and on budgetary, financial, and tax policy [4][8]. His 2024 attendance record was high: 15 out of 15 Duma sessions, 14 out of 16 sessions of the committee on local self-government, and 21 out of 22 sessions of the budget committee [8].
Work in the Electoral District
The deputy holds personal meetings with constituents at the Deputies' Center of Avtozavodsky District at 23 Oktyabrya Avenue on the first Monday of every month [1][12]. In 2024, 42 residents of the district attended the meetings, and 13 municipal institutions also made appeals; the most common issues were improvement of courtyard areas, repair of roads and sidewalks, pension provision, and financial assistance [8].
City budget funds allocated by the deputy go toward repairs of social institutions in Avtozavodsky District. In 2024 these included replacing windows in Schools No. 128, No. 145, and No. 179; repairing doors and purchasing furniture in Kindergartens No. 131, No. 149, No. 168, and No. 446; replacing window units at the children's creativity center "DK Raketa"; and purchasing shelving for the district's library system and footwear for the "Dance Therapy" performance group of the "DK Doskino" branch [8].
A separate area of work is the settlement of Novoye Doskino, which is part of the district. Under the "It's Up to You!" program, roads have been repaired here; at a meeting with the deputy, residents proposed installing a sports ground [12].
- 2024: 300,370 rubles from the deputy's personal funds were allocated to events and assistance for residents [8]
- Fourth quarter of 2025: 12 people attended the personal meetings; more than a third of the appeals concerned financial assistance, and another third concerned improvement and road repair [12]
Party Project "Older Generation"
Vladimir Tarasov is the regional coordinator of the United Russia party project "Older Generation," aimed at creating conditions for active longevity and leisure for older people [8][9]. The project is carried out jointly with the Nizhny Novgorod branch of the Union of Pensioners of Russia [8].
As part of this work, a spartakiada and bowling tournaments for pensioners are held, along with the regional stage of the all-Russian computer skills championship, the "Together It's Interesting" creative competition, and smartphone skills training for elderly Nizhny Novgorod residents — in 2024, 120 people completed such training [8]. In May 2026, the second intergenerational festival "Together It's Interesting" was held in Avtozavodskiy Park, drawing more than 500 guests, including delegations of pensioners and veterans from the Region's districts [13].
The pension-related focus is also evident in his constituent appointments. In October 2022, Tarasov held a themed appointment session at the regional public reception office of United Russia[9] on the topic of assigning pensions to Donbas residents who had been granted asylum in Nizhny Novgorod Region.
