Andrey Nikolaevich Tarasov (born 20 August 1960, the settlement of Slavyanka, Khasansky District, Primorsky Krai [6][16]) is a deputy of the Legislative Assembly of Nizhny Novgorod Oblast of the V, VI and VII convocations for constituency No. 7 (Nizhegorodsky District), deputy chairman of the committee on urban development, property and land relations, and an honorary citizen of Nizhny Novgorod [1][2][13]. He was elected as a member of United Russia; on 24 June 2026 he announced his departure from the party after losing the primaries [11], remained listed in the faction until July 2026 [15], and on 7 August declined to run as an independent candidate in the new convocation [17].

Biography

He began his working life as a fitter at the Gorky plant "Dvigatel Revolyutsii" (now "RUMO"), where in 1977–1986 he worked as a fitter and secretary of the plant's Komsomol committee [6][16]; in 1978–1980 he served in the Soviet Army [1][3]. In 1986–1987 he was an instructor of the Leninsky district committee of the CPSU and second secretary of the Leninsky district committee of the Komsomol; in 1987–1991 he was first secretary of the Leninsky district committee of the Komsomol; in 1990–1993 he was a deputy of the Leninsky District Council of People's Deputies [1][16]. He graduated from the Philology Faculty of Gorky State University named after N. I. Lobachevsky (1985) and the Nizhny Novgorod Law Academy (2001, as a lawyer) [5][6][16], and holds a candidate of economic sciences degree [3][5].

In 1998–2002 he was deputy head of the Nizhny Novgorod city administration and head of the administration of the Sovetsky District [2][6][16]; in 2002–2003 he was an adviser to the head of Norilsk on life-support matters [3]; in 2003–2005 he was deputy general director of the Nizhny Novgorod plant "Oktyabr"; in 2005–2007 he headed the staff of the State Duma Committee on Budget and Taxes; in 2007–2011 he was deputy head of the Nizhny Novgorod city administration and head of the administration of the Nizhegorodsky District [2][6][16].

In the Legislative Assembly

Tarasov became a deputy of the regional parliament in March 2011 [3][5] and was elected three times — to the V, VI and VII convocations for constituency No. 7 [1][2]. On 11 October 2016 he was elected chairman of the new Legislative Assembly committee on property and land relations, created when the number of committees was increased from eight to eleven [4]. In the VII convocation he is deputy chairman of the committee on urban development, property and land relations, and also sits on the committees on budget and taxes and on ecology and natural resources [1][13].

He is regional coordinator of the party project "Clean Country" [1][5]. "V Gorode N" attributes to him proposals to introduce state regulation of prices for gas equipment maintenance and to tighten control over electricity consumption in apartment buildings, as well as an initiative to build a school and a clinic in the Nizhegorodsky District [6]. In the 2026 influence ranking of Legislative Assembly deputies, the agency "Nizhny Seychas" placed him 16th, in the "medium influence" group [15].

Conflict with United Russia and departure from the party

In the spring of 2026, Tarasov's candidacy was not approved for the September elections to the regional parliament from United Russia. On 17 April he told Kommersant that he had learned of this after the fact: he was not invited to a closed meeting of party candidates, and the chairman of the Legislative Assembly, Evgeny Lyulin, according to the deputy, told him that he had "tried for a long time to defend" his candidacy before Governor Gleb Nikitin — secretary of the regional branch of the party — but that Nikitin had decided to rotate constituency No. 7. In support of Tarasov, residents and public organizations of the district collected more than 2,000 signatures in three days for appeals to Nikitin and Lyulin; as of publication there had been no response to the collective letter [8].

On 28 May, "Nizhny Seychas" reported that campaign materials of the "governor's team," placed in budget institutions of the Nizhegorodsky District, listed only Yuri Stankevich and Maxim Rebrov, with Tarasov's name absent. The deputy had filed documents to place his own campaign materials on 18 May, but ten days later still had not received permission from the city administration's education department [7].

On 2 June, after the primary results were tallied, Tarasov stated on VKontakte that violations had occurred. According to him, unlike another candidate, he was not allowed to place information materials in schools and kindergartens of the Nizhegorodsky District, heads of educational institutions were warned they would lose their jobs if they helped him, events with his participation — including graduation ceremonies ("last bell") — were cancelled on short notice, and teachers and kindergarten staff were made to call parents and urge them to vote for another candidate. The deputy also questioned the vote count: according to his data, more than 3,600 voters of the Nizhegorodsky District voted for little-known candidates who live and work in Vetluga, Pochinki and Gagino [9][10]. He lost the primaries to incumbent Legislative Assembly deputy Maxim Rebrov [10][11].

On 24 June 2026, Tarasov announced his departure from United Russia and his intention to run in the new convocation as an independent candidate, calling the party primary vote "dishonest, with numerous violations" [11]. On 7 August he announced that he had collected nearly 4,500 signatures but was withdrawing from the election: according to him, the Nizhegorodsky District administration had requested lists from budget organizations of employees who had signed for him, that "preventive talks" were being held with people and threats of dismissal made — not only against signatories but against their relatives as well [17]. By 18 August, according to the election commission, all three independent candidates — Vladimir Barinov, Pavel Danilov and Tarasov — had lost their status as nominated candidates [12].

Outside parliament

The title "Honorary Citizen of the City of Nizhny Novgorod" was conferred by decision of the City Duma of 26 June 2024, No. 117 [2][13]. He was awarded the medal "For Strengthening Combat Commonwealth" (2007), the Russian Orthodox Church's Order of St. Sergius of Radonezh, III degree (2007), the Legislative Assembly's honorary badge "For Merit" (2019), and a Certificate of Honor of the Federation Council [1][2]; he is a laureate of the City of Nizhny Novgorod Prize [3][5]. In August 2025 the Legislative Assembly press service reported that the deputy had been awarded the medal of the Order "For Merit to the Fatherland," II degree, "for achieved labor successes and years of conscientious work" [14].

He promotes mass sport: he organized badminton competitions among Nizhny Novgorod student teams and took part in the X-WATERS Volga swim [6].
