Chintsov Evgeniy Aleksandrovich (born July 26, 1980) is a Nizhny Novgorod municipal politician, career military officer, and colonel. Chairman of the Nizhny Novgorod City Duma of the first convocation, serving on a permanent basis [1][17]. Elected as a deputy from single-member constituency No. 30 in Sovetsky District, nominated by the Nizhny Novgorod branch of the United Russia party [3][6]. A participant in the first cohort of the presidential personnel program "Time of Heroes" [1][23].
Military Service
Born July 26, 1980 [1][2]. He began his military service at the age of seventeen as a cadet. In 2002 he graduated from the Far Eastern Military Institute, and in 2018 — with honors — from the Intelligence Faculty of the Combined Arms Academy of the Armed Forces of the Russian Federation, after which he continued his studies at the Military Academy of the General Staff [3][16].
He served in North Ossetia, Dagestan, in the Murmansk Region with the Northern Fleet, and in Moscow and Nizhny Novgorod. He took part in operations in Chechnya, Ingushetia, Georgia, and Syria, and from February 2022 has been a participant in the special military operation [3][14][16]. His total length of service in the Armed Forces is 25 years; over that time he rose from lieutenant to colonel [8][14].
From 2018 to 2023 he served in an intelligence brigade stationed in Nizhny Novgorod Region and headed the Nizhny Novgorod Garrison [3][14][16]; Kommersant places the start of this posting in 2010 [12]. In parliamentary reports the unit is named the 96th Separate Nizhny Novgorod Intelligence Brigade — it was at its premises that Chintsov, even after leaving the service, continued to congratulate his fellow servicemen on Military Intelligence Officer Day [7]. He commanded the Victory Day Parade in Nizhny Novgorod twice — in 2019 and 2021 [16].

Family
Since 2018, the Chintsov family has lived in Nizhny Novgorod. He is married and is raising two daughters; the younger was born in Nizhny Novgorod [16].
"Time of Heroes" Program
In 2024, he passed the selection for the presidential personnel program "Time of Heroes," which is designed to prepare leaders from among participants in the special military operation for work in state and municipal government bodies [8][16]. The training is run by the Higher School of Public Administration of RANEPA: a two-year master's program consisting of four in-person modules of thirty days each, off-site modules at the Senezh management workshop, regional internships, and work with a mentor [16][23].
Chintsov's mentor became the Governor of Nizhny Novgorod Region Gleb Nikitin, who announced this in July 2024 — two months before his ward was elected speaker [12][15][23].
I expect that my mentorship of Evgeniy Chintsov in the "Vremya Geroev" ("Time of Heroes") program will also help him adapt more quickly to civil service
Mentorship and Training Outcomes
In April 2026, at a meeting with the Governor, Chintsov reported that he had completed four in-person modules and regional internships, with his qualifying thesis defense scheduled for May [23]. He is passing on the program's experience: he became a mentor to Ildus Mustafin — a participant in the regional program "Geroyi. Nizhegorodskaya Oblast" ("Heroes. Nizhny Novgorod Region") and his former subordinate in a reconnaissance unit [7][23]. In December 2025, participants of that program who had been training at a combat veterans' sports club were presented with GTO distinction badges at the Nagorny Sports Palace [7].
Elections and the Deputy's Mandate
Chинtsov received the mandate for District No. 30 in a by-election held on 6–8 September 2024. The seat had become vacant on 15 May 2024 following the early termination of the powers of deputy Oleg Lavrichev, who became a defendant in a criminal embezzlement case [4][12]. The results were announced on 13 September: 5,105 voters cast ballots for Chинtsov — 80.52 percent [3][12][15].
Elections are always a look into the future, and in the near future I am focused on active work as a deputy. A deputy's main goal, like a soldier's, is to serve one's people — so for me, the status of deputy is a natural continuation of military service
Elections of the First-Convocation Duma
In 2025, Nizhny Novgorod and Kstovsky Municipal District were merged into a single municipal entity, the representative body was reconstituted from scratch, and the number of electoral districts grew from 35 to 39 [6]. In United Russia's preliminary party vote, held from 19 to 25 May 2025 with 152 candidates and more than three thousand voters participating, Chintsov came first in the vote count — 1,979 [6].
The elections were held from 12 to 14 September 2025, with a turnout of 21.33 percent [24]. United Russia won 28 seats, the CPRF — 5, the LDPR — 3, A Just Russia — For Truth — 2, New People — 1; of the 39 elected deputies, 25 had previously served in the duma [6][24]. Chintsov was again elected in District No. 30, receiving 88.83 percent of the vote — the highest result among all thirty-nine districts [24].

Electoral District No. 30
The district is located in the Sovetsky District of the city. Its boundaries include a portion of buildings along Gagarin Avenue, as well as Beketov Street, Artelnaya Street, Agronomicheskaya Street, Pushkina Street, Nartova Street, Meditsinskaya Street, Norvezhskaya Street, Sibirtseva Street, Yubileyнaya Street, and several dozen more streets, lanes, and passageways, as well as a military unit and nineteen garden associations [5]. The deputy's reception office operates at 37 Beketov Street [1][7].
Residents most often write about housing and utilities: at the end of 2025, this topic accounted for 39 percent of all inquiries, with a further 22 percent concerning landscaping, construction, and road repairs [7].

Work in the district
Among the issues resolved in response to residents' appeals: replacement of a sewer outlet and flushing of the manhole-to-building section at 57 Beketov Street; repair of entrance groups at 4 and 34 Beketov Street, 9 Building 2 Nadezhdy Suslovoy Street, and 17 [7] Gagarin Avenue; partial roof repairs at 42 Pushkina Street, 4/2 Vasyunina Street, and 8 Melnikov-Pechersky Street [7]. At residents' request, the roadway sections in passenger boarding and alighting zones on Meditsinskaya and Artelnaya Streets were raised to pavement level — making it possible to board a tram without stepping over a curb.
On the deputy's initiative, fifteen schools and kindergartens in the district received funding from the city budget in 2024 — ranging from 25,000 rubles for fence repairs at Kindergarten No. 21 to 460,000 rubles for two fire escape ladders at Kindergarten No. 145 "Romashka" [8]. At the end of 2025, 300,000 rubles were allocated to Kindergarten No. 392 "Yablon'ka" for the urgent replacement of emergency pipework [7]. For the major overhaul of School No. 47, the city directed over 14 million rubles toward the roof and approximately 38 million toward the façade; on 6 December 2025, a memorial plaque was unveiled on the newly renovated façade in honor of the school's first principal, war veteran and founder of a teaching dynasty, Dmitry Aleksandrovich Pyotrushkin [7].
Public space improvements in the district are carried out under the participatory budgeting program «Vam Reshat'!» ("It's Your Call!") and the municipal program "Creating a Comfortable Urban Environment" [7].

Chairman of the Duma of the 7th convocation
On September 25, 2024, Deputies unanimously elected Chintsov as chairman of the seventh-convocation City Duma on a permanent basis [13][14][15]. Prior to this, Evgeniy Kostin had served as acting chairman [13][14]. The candidacy was put forward by the presidium of the regional political council of [12][13][15] United Russia, approved by the party's general council, and supported by all Duma factions, including the Communist Party of the Russian Federation.

He is a career military officer with combat experience in conflict zones — a principled, disciplined person. He has extensive management experience, knows how to engage with people, and is accustomed to handling large volumes of information
Endorsement of the candidacy
At the session, Evgeniy Kostin presented Chintsov with his deputy's credentials, after which the colonel — who had arrived in civilian business attire — took his seat in the presidium [12]. The candidacy was endorsed by the city head Yuriy Shalabayev, who noted a depth of knowledge in economic affairs unusual for a military man; the leader of the City Duma's CPRF faction Nikolay Sataev described him as "approachable, straightforward, and well-versed in the situation," while the Liberal Democrat Nikolay Chernyshov chided the candidate for lacking a program but expressed hope for constructive cooperation [12]. The chairman of the finance policy committee Mark Feldman reminded those present that the next Duma elections would be held in a year, and that this period should be enough for the new speaker "to establish himself as a deputy and as a speaker" [12].
Chairman of the Duma of the first convocation
On September 29, 2025, at the opening session of the new convocation, the deputies unanimously elected Chintsov chairman of the Duma of the first convocation on a permanent basis [17][18]. The agenda of that session included 32 items, among them the approval of the Duma's rules of procedure, the regulations on the audit chamber, and the scheduling of public hearings on the draft city charter [18].
Under the city charter, the chairman of the City Duma is an official of local self-government vested with executive and administrative powers over the organization of its activities. He is elected from among the Duma's members by open ballot for the term of the convocation; he represents the Duma without a power of attorney, convenes and chairs sessions, coordinates the work of standing committees, signs the Duma's legal acts, and exercises general oversight of its administrative apparatus [9].
The first-convocation Duma consists of 39 deputies elected for five-year terms [9]. Evgeniy Kostin was elected First Deputy Chairman; Kirill Lazorin, Mikhail Ivanov, and Dmitry Sivokhin were elected Deputy Chairmen [10]. Ten standing committees are in operation; the tenth — on patriotic education, youth policy, physical culture, and sports — was established for the first time in the new convocation [11][20]. The Duma holds its sessions in the Nizhny Novgorod Kremlin, in Building 5 [10][19].
2025 Year-End Results
On 27 May 2026, at a regular session in the Kremlin, Chintsov presented the annual report on the activities of the first-convocation City Duma for 2025; the session agenda included a total of 26 items [19][20].
In the period from 29 September to 31 December 2025, the deputies held ten sessions and adopted 142 resolutions [7][20]. The primary task was the legal formalization of the unified district: the city charter and the Duma's rules of procedure were approved, more than 130 legal and regulatory acts were adopted, and ten standing committees were established [7][20].
The Duma extended "Nizhny Novgorod" benefits to residents of Kstovsky District: more than twenty categories of children received the right to free hot meals in schools and kindergartens, and the benefits for childcare and supervision in kindergartens were extended there as well [7]. The city budget for 2026 and the planning period of 2027–2028 was approved, with the social sphere and infrastructure development named as its priorities [7][20].
The report noted that tax revenues from small businesses brought the budget almost 5 billion rubles, and that tourist traffic to the region and its capital reached 5 million people; over the year, 4,000 trees were planted and 156 unauthorized dumps were eliminated [20]. The deputies held more than 250 personal appointments and considered over a thousand appeals; new memberships were formed for the Public Chamber of Nizhny Novgorod and the youth chamber [20]. The deputies adopted the report unanimously [20].
It is the residents who are the main source of our authority and the main criterion for evaluating our work. The task of the City Duma is to listen to people, make well-considered decisions, and ensure that the development of Nizhny Novgorod is expressed not only in documents and programs but in the daily improvement of city life
Working Style and Deputy Oversight
For the deputies of the new convocation, Chintsov organized a strategic session, "Prospects for the Development of the City Duma of the City of Nizhny Novgorod": it identified four areas — presenting the Duma's activities, engaging with residents, transparency of the deputies' work, and optimizing internal processes [7]. With the LDPR deputy group he discussed the work of the ecology commission, noting that the city is a shared home and all groups should be one team [7].
Together with deputies and social district officers, the chairman inspected the progress of the modernization of the tram tracks on Ilyinskaya, Osharskaya, and near Black Pond, as well as the readiness of the first stage of reconstruction of the Nizhny Novgorod Aeration Station, where mechanical treatment now captures debris larger than 6 mm [7].
On 19 August 2026, at Chintsov's initiative, the Duma held its first working meeting on the accessibility of the urban environment for people with disabilities and those with limited mobility. By that time, the young parliamentarians had checked the width of the storm drain grates on Bolshaya Pokrovskaya, the parking area and curb ramp on the Nizhne-Volzhskaya Embankment near the Center for Prosthetics and Orthotics, and the approaches to crossings near the Moscow Railway Station and at Revolution Square; the participants agreed to compile a register of problem spots in all districts [26].
On 20–21 August 2026, Nizhny Novgorod hosted a project-and-analysis session of the federal "Public Engagement" team of the "Municipal Dialogue" project run by the All-Russian Association for the Development of Local Self-Government: representatives from thirteen regions discussed governmental openness, and Chintsov spoke about the Nizhny Novgorod practice of deputies' annual reports to residents [27].
I am convinced: what matters to people is not a list of events held, but a concrete result — what question was raised, what was accomplished, and what still remains to be done
The "Unity — the Path to Victory" Project
In the spring of 2025, Chintsov launched the historical and patriotic project "Unity — the Path to Victory" — an interactive route through nine points across the city connected with the heroic deeds of fellow citizens from 1612 to the present day. The idea arose following an appeal from history teachers and parents who proposed broadening the forms of engagement with schoolchildren [21][22].
The route begins at Konstantin Makovsky's painting Minin's Appeal" in the Nizhny Novgorod State Art Museum, continues through the memorials in the Nizhny Novgorod Kremlin, the Mikhaylo-Arkhangelsky Cathedral housing the remains of Kuzma Minin, and the "Gorky Residents — for the Front" military equipment exhibition, and concludes at Narodnogo Edinstva Square [25].
In the first season, 4,300 eighth-graders completed the route, about 300 history teachers served as tour guides, and 150 museum staff members were brought in to help; the project's media reach exceeded one million people [21][22]. By spring 2026, more than 4,700 people from 131 educational institutions were named as participants [25]. The second season began on March 31, 2026: the chairman personally led the first group — eighth-graders from schools in Kanavino, Sormovo, Leninsky District, and the Kstovo okrug — along the route, and schools in Kstovo joined the project [23][25]. Schools hold competitions among presenters for the right to speak to their peers at the stops along the route [25].
This is not just a project, it is our contribution to the patriotic education of the younger generation, which we, as the head of state recommended, try to approach creatively
The "Service" Prize
On April 21, 2026, Local Self-Government Day, the project was named the best in the "From the Front Line of the SVO to the Municipality" category of the 3rd All-Russian Municipal Prize "Service," which is awarded in Moscow [21][22]. That season, the prize received 63,000 applications, and an expert council of 351 specialists conducted the evaluation; the Nizhny Novgorod project was the Region's only finalist, made it into the top 110, and then into the forty best initiatives in the country [21][22]. The award was presented by Artyom Zhoga, the Presidential Plenipotentiary Envoy to the Ural Federal District [21][22].
Accepting the award, Chintsov gave special thanks to history teachers, the Duma staff, and the project's inspiration, Aleksandr Serikov [22]. The tours were followed by a collage contest, "History in the Frame," from which thirty winners are selected [21][22].
It is an honor for me to receive the "Service" award. It is a recognition that the experience gained on the front line is the best school for working for the good of Russia and our native Nizhny Novgorod
Other areas of work
Chintsov is the coordinator of the city project "Social District Officer" [15][23]. In 2025, the social district officers collected more than 240,000 appeals and questionnaires; feedback was provided on 94 percent of them, and half of the issues were resolved [7].
On his initiative, a sports club for combat veterans opened in Nizhny Novgorod, where veterans of armed conflicts and their family members train free of charge. The club operates at the physical fitness and wellness complex of the "Radiy" sports school and is developing with the support of the regional Ministry of Sports [7][23]. Between October and December 2025, the deputy received more than fifty appeals from participants in the special military operation and their families — concerning employment, medical treatment, and commemoration [7].
At the 8th Congress of the All-Russian Association for the Development of Local Self-Government, Chintsov was elected to its supreme council, and at the "Cities of Russia" forum in Yekaterinburg he signed a cooperation agreement between the city dumas of Nizhny Novgorod and Yekaterinburg and presented the experience of the "Unity — the Path to Victory" project [7]. He is a member of the General Council and of the Regional Political Council of the United Russia party [1].
He also holds citizen reception hours outside his own district: on September 10, 2026, he held another reception at the regional public reception office of United Russia, where residents asked about the condition of roofs ahead of winter, repairs of building entrances, and parking spaces in courtyards [28].
