Yevgeny Alexandrovich Chintsov (born July 26, 1980) is a Nizhny Novgorod municipal politician, career military officer, and colonel. Chairman of the City Council of the first convocation, serving on a permanent basis [7][11]. Elected deputy from single-member constituency No. 30 in Sovetsky District, nominated by the Nizhny Novgorod branch of the United Russia party [2][3]. Participant in the presidential personnel program "Time of Heroes" [2][6].

Biography and Military Service

Born July 26, 1980 [2][6]. He began his military service at seventeen as a cadet. In 2002 he graduated from the Far Eastern Military Institute, and in 2018 from the Intelligence Faculty of the Combined Arms Academy of the Armed Forces of the Russian Federation [2][3][6].

He served in various regions of the country and participated in operations in Chechnya, Ingushetia, Georgia, and Syria [6]. Since February 2022 he has been a participant in the special military operation [6][3]. From 2018 to 2023 he served in an intelligence formation stationed in Nizhny Novgorod Region and commanded the Nizhny Novgorod Garrison [9][13]. Over the course of his service he rose from lieutenant to colonel [6][9].

He is a three-time recipient of the Order of Courage (2008, 2015, and 2023) and has been awarded the Medal for Valor and the Suvorov Medal [6][3].

He is married and raising two daughters [6]. He is enrolled in the presidential program "Time of Heroes" at RANEPA; the Governor of Nizhny Novgorod Region Gleb Nikitin has been appointed as his mentor [6][12][14]. Commenting on Chintsov's election, Nikitin expressed hope that the mentorship program would help the deputy adapt more quickly to civilian service [14].

Election to the City Duma

Chintsov received his deputy mandate in a by-election held September 6–8, 2024, for constituency No. 30. The seat had become vacant following the early termination of the mandate of deputy Oleg Lavrichev on May 15, 2024 [1][13]. Results were announced on September 13: Chintsov received 5,105 votes, amounting to 80.52 percent [3][13].

"An election is always a look into the future, and in the near future I am focused on active work as a deputy," he declared after the results were announced, describing the work of a deputy as a natural continuation of military service [3].

Constituency No. 30 is located in the city's Sovetsky District. Its boundaries include a portion of buildings along Gagarin Avenue, Beketov Street, Artelnaya Street, Agronomicheskaya Street, Pushkina Street, Shchepina Street, Mokhova Street, and several dozen other streets and lanes, as well as garden allotments [4]. The deputy's reception office operates at Beketov Street, building 37 [2].

Chairman of the Duma

On September 25, 2024, the deputies unanimously elected Chintsov chairman of the City Duma of the seventh convocation on a permanent basis [9][13][14]. Prior to this, Yevgeny Kostin had been acting chairman [9][14]. His candidacy was put forward by the presidium of the regional political council of United Russia and was supported by all Duma factions, including Communist Party of the Russian Federation) [14][13].

In 2025, Nizhny Novgorod and the Kstovsky Municipal District were merged into a single municipal entity, and the representative body was reconstituted from scratch. Elections to the Duma of the first convocation were held September 12–14, 2025, across 39 single-member constituencies — up from the previous 35. As a result, United Russia won 28 seats, the CPRF 5, the LDPR 3, A Just Russia — For Truth 2, and New People 1 [5]. Chintsov was again elected in constituency No. 30 [2].

At the first session of the new convocation on September 29, 2025, the deputies unanimously elected him chairman of the Duma of the first convocation on a permanent basis [7][11]. The agenda for that session included 32 items, among them the adoption of the Duma's rules of procedure, a provision on the audit chamber, and the scheduling of public hearings on the draft city charter [11].

Chintsov serves as coordinator of the city program "Social Precinct Officers" [12].

Work of the First Convocation Duma

On May 27, 2026, at the The Kremlin, Chintsov presented the annual report on the activities of the City Duma of the first convocation for 2025 [10][8].

According to the report, over the course of the year the deputy corps of the unified municipality was fully formed, the city charter and the Duma's rules of procedure were adopted, and ten standing commissions were established. Ten sessions were held, at which 142 decisions were passed [8]. The Duma approved the budget for 2026, with social welfare and infrastructure development named as its priorities [8].

The new convocation established a commission on patriotic education and youth policy [8]. Deputies held more than 250 personal reception sessions and reviewed over a thousand residents' appeals; a public council and a youth council under the Duma were also formed [8]. "Residents are the primary source of our authority and the principal measure of success," Chintsov stated in the report [8].

The project "Unity — the Path to Victory"

In the spring of 2025, Chintsov initiated the historical-patriotic project "Unity — the Path to Victory" — an interactive route through nine sites across the city connected to events from 1612 to the present day [15][16].

In the first season, 4,300 eighth-grade students completed the route; approximately 300 history teachers served as guides, and 150 museum staff members were involved in its delivery [16].

On April 21, 2026, Local Self-Government Day, the project was recognized as the best entry in the category "From the Special Military Operation Front Line to the Municipality" at the Third All-Russian Municipal Prize "Sluzhenie" (Service), awarded in Moscow [15][16]. In that season, 63,000 applications were submitted for the prize, evaluated by an expert council of 351 specialists; the Nizhny Novgorod project was among the forty finalists [15][16].
