Kostin Evgeny Nikolayevich (born July 22, 1980) is a Nizhny Novgorod politician, a deputy of the State Duma of the ninth convocation, elected in September 2026 [43]. Before his election, he was First Deputy Chairman of the City Duma of Nizhny Novgorod of the first convocation and head of the deputy association of the United Russia party in it [1][2]; on September 23, 2026, the City Duma terminated his powers ahead of schedule [43]. He had been a deputy for electoral district No. 24 in the Sormovo District since 2019 and was elected to the Duma three times [1][3][4]. From May 15 to September 25, 2024, he served as Chairman of the Duma, and on December 20, 2024, he was elected First Deputy Chairman [5][6][7]. He is Director of the autonomous nonprofit organization "Center for Strategic Development of Regions" and regional coordinator of the governor's participatory budgeting project "It's Up to You!" [8][9][10]. In the elections of September 18–20, 2026, he ran for the State Duma from United Russia in single-member district No. 132 [8][11].

Education and work before election

Born July 22, 1980. Graduated from the Nizhny Novgorod Law Academy; by training, a lawyer [1]. Kostin's grandfather worked at the "Krasnoye Sormovo Plant" shipyard, where T-34 tanks were produced during the Great Patriotic War; Kostin said this at the pre-election debates on May 11, 2019, in answer to a question about patriotic education [12].

On July 11, 2018, the autonomous nonprofit organization "Center for Strategic Development of Regions" (ANO "TsSRR") was registered in Nizhny Novgorod; Kostin has headed it since its founding. According to the registry, the organization's main line of activity is the study of public opinion; its revenue for 2025 was 102 million rubles [10]. In May 2019, at the party debates, he was introduced precisely as the head of this center [12].

By the time he was nominated to the City Duma in 2019, Kostin headed the Nizhny Novgorod Foundation for the Support of Regional Cooperation and Development: in the United Russia primaries he was listed as the foundation's president [13]. One of the foundation's founders was an interregional public foundation in support of the party [14]. On April 20, 2020, he became president of another organization, the charitable foundation "Kupno za Edino," which operates in the field of social services [14][15].

He works as an assistant to State Duma deputy R. V. Lyubarsky for work in Nizhny Novgorod Region [1]. In the 2026 election commission data he is listed as director of the ANO "Center for Strategic Development of Regions" [8].

During the Great Patriotic War there were many defense enterprises here; the T-34 was produced at the plant in Sormovo. My grandfather, who worked there, told me about it

— Evgeny Kostin at the United Russia primary debates, May 11, 2019 [12]

2019 By-Elections

The mandate for constituency No. 24 became vacant on February 11, 2019, when the powers of deputy Nikolay Ivanovich Inglikov were terminated early [3]. On June 19, 2019, the Duma called by-elections for September 8 across five constituencies simultaneously — No. 9 in Leninsky District, No. 15 and 16 in Kanavinsky, No. 21 and 24 in Sormovsky — and allocated 12 million rubles for their conduct [16].

In May 2019, Kostin won 's primary vote for constituency No. 24 with a result of 76.8 percent [13]. In the debates he spoke about patriotic education, about the role of Nizhny Novgorod Governorate in the country's history, and about the idea of opening a museum dedicated to the designer Rostislav Alekseev on Shipbuilders' Avenue [12].

In the by-election of September 8, 2019, he received 57.57 percent of the vote [14]; in the list of deputies of the sixth convocation, the date of election is recorded as September 9, 2019 [3]. According to published income disclosures, Kostin proved to be the wealthiest of the candidates in his constituency: his income for 2018 was 5.08 million rubles, with 178 million rubles held in accounts; he spent 4.9 million rubles on his election campaign [14].

In November 2019, he joined the presidium of the regional political council of — a position he has retained in subsequent reports on his deputy work [14][17].

If I become a deputy, I will prove my worth not in words but in deeds

— Evgeniy Kostin, primary election debate, May 11, 2019 [12]

One of Sormovo's main streets is Shipbuilders' Avenue. The people who were given apartments there were those who worked at the Krasnoye Sormovo Plant and had ties to shipbuilding. I was very taken with the idea of establishing a museum there dedicated to the celebrated shipbuilder Rostislav Alekseev

— Evgeniy Kostin to journalists after the debates, May 11, 2019 [12]

7th Convocation of the Duma (2020–2025)

In the elections of September 13, 2020, Kostin won a seat in the 7th Convocation of the City Duma, receiving 3,164 votes; second place in the constituency went to KPRF representative Yuri Kutyrev with 614 votes [14][18]. He became one of four United Russia winners in the constituencies of Sormovo District — alongside Pavel Pashinin, Mikhail Ivanov, and Sergey Plyaskin [18][19].

On September 28, 2020, the United Russia deputies elected him leader of their group in the Duma [14]. At the first session of the new convocation on September 29, Kostin received 28 votes and was elected Deputy Chairman of the Duma — tied with Vladimir Tarasov for the highest support among the four elected deputy chairmen; joining them as deputy chairmen were Denis Mironov (27 votes) and Nikolay Sataev of the KPRF (18 votes) [20].

In September 2021, Kostin stood in the State Duma elections under regional group No. 22 of United Russia, occupying twelfth place out of thirteen on the list; the group received 49.95 percent of the vote in the region [14]. In 2022 and 2023 he missed one City Duma session each year, and in the first quarter of 2024 he attended all of them [14].

On May 15, 2024, following the early termination of the powers of Duma Speaker Oleg Lavrichev, who had been taken into custody on criminal charges, Kostin was unanimously appointed acting speaker [5][6]. He served in that role until September 25, 2024, when Evgeniy Chintsov was elected permanent speaker [6][17].

On December 20, 2024, the Duma introduced the position of First Deputy Speaker into its structure and, on the proposal of the United Russia faction, elected Kostin to that post. No other candidates were nominated; the candidacy was supported by Speaker Evgeniy Chintsov, Deputy Governor Andrey Gneushev, who was present at the session, as well as representatives of the CPRF and LDPR, Nikolay Sataev and German Karachevsky [7].

Duma of the 1st Convocation (from 2025)

Elections to the Nizhny Novgorod City Duma of the 1st Convocation were held from 12 to 14 September 2025. The numbering of convocations restarted because the city became the municipal entity "urban okrug of the city of Nizhny Novgorod," which absorbed Kstovsky District; the number of constituencies and seats increased from 35 to 39. According to the election results, United Russia received 28 seats, the Communist Party (CPRF) — 5, the Liberal Democratic Party (LDPR) — 3, A Just Russia — Patriots — For Truth — 2, and New People — 1 [21].

Kostin was again elected in constituency no. 24 with 67.31 percent of the vote [21][4]. On the first day of voting, 12 September, he personally came to a polling station and urged Nizhny Novgorod residents to exercise their right to vote [24]. At the first session of the new convocation on 29 September 2025, he was confirmed as First Deputy Chairman of the Duma and retained leadership of the United Russia parliamentary group [22][2].

He serves on two standing committees of the City Duma — the Committee on Economic Development, Industry, Entrepreneurship and Tourism, and the Committee on Budget, Finance and Tax Policy [1]. In the first months of the convocation's work, according to the deputy's report for 2025, the economic committee held 7 meetings and considered 26 items; the budget committee held 9 meetings and considered 45 items; the United Russia parliamentary group convened 6 times, considered 40 items, and endorsed 142 draft Duma resolutions, with group members' attendance at Duma sessions exceeding 92 percent [25].

Summing up the results of 2025 at the session of 27 May 2026, Kostin identified the principal achievement as the regulatory framework established for "Greater Nizhny": the City Charter was adopted and more than 140 regulatory legal acts were approved, ensuring budget execution and the development of infrastructure and the social sphere [26][27]. In the same address he cited the outcomes of joint work with the city administration: in 2025, 71 participatory budgeting projects under the You Decide! initiative were implemented, and five public spaces were improved under the federal project Forming a Comfortable Urban Environment [26][27].

On February 25, 2026, at the request of the <2_placeholder>United Russia faction, the Duma reviewed the state of solid household waste removal in the city. Kostin reported that the discussion lasted about an hour: due to record snowfall, garbage trucks were not always able to reach the containers, and the number of complaints from residents had increased noticeably. The deputies decided to hold an "Administration Hour" on this topic, inviting the regional operator, the State Housing Inspectorate, and the Ministry of Ecology [28]. According to the outlet "Nizhny Seychas," the announced meeting never took place [14].

In March 2026, commenting on the governor Gleb Nikitin's meeting with the president, Kostin noted the progress of construction of the Nizhny Novgorod IT campus: a co-living facility for 1,300 residents, plans for facilities for a further 4,300 people, and academic buildings for 8,000 students [29].

Among the key results of last year's work were the established regulatory framework for "Greater Nizhny," the adopted City Charter, and over 140 regulatory legal acts approved to ensure budget execution and the development of Nizhny Novgorod's infrastructure and social sector

District No. 24: constituent surgeries and the deputies' fund

Electoral District No. 24 is located in the Sormovsky District. It includes residential buildings along Korablestroiteley Avenue and blocks surrounding Krasnosormovskaya Street, Marina Raskova Street, Aleksandra Nevskogo Street, Lyapin Street, Zemlyachki Street, Planetnaya Street, Tankistov Street, Volzhskaya Street, Dobrovoltsev Street, Metro Street, Yakova Shishkina Street, and others, as well as the horticultural associations named after V. P. Chkalov and "Neftyanik" [30].

The deputy holds constituent surgeries at the Deputies' Center of the Sormovsky District at Yubileynyy Boulevard, 8, on Thursdays from 14:00 to 16:00 [1][25].

The number of requests grew year on year: 32 in 2022, 42 in 2023, and 54 in 2024, of which 38 were resolved favorably and 16 received consultations [17][31][32]. The most common requests concerned sponsorship assistance, housing and utilities, landscaping and public amenities, and transportation [17][31][32].

The district's deputy fund quadrupled over four years — from 500,000 rubles in 2021 to 2 million rubles in 2023 and 2024 [17][33]. The money went primarily to the district's schools and kindergartens: replacement of window units in kindergartens No. 402 "Zolotaya Rybka," No. 450 "Ryabinka," and No. 460 "Rodnichok," and in schools No. 27 and No. 79; repair of the heating system in kindergarten No. 95; a suspended ceiling in gymnasium No. 80; a security room fit-out in school No. 156 named after B. I. Ryabtsev; and a fire alarm system in kindergarten No. 229 "Delfin" [17][31]. In 2021, funds from the same source were used to install a ramp for people with limited mobility at school No. 156 and to renovate restrooms at school No. 27 and kindergarten No. 301 [33].

In 2026, at the deputy's request, the city allocated funds for the replacement of deteriorating windows at school No. 79 — including in the classroom for children with autism spectrum disorders — and at kindergarten No. 402 [34].

Participatory budgeting and the urban environment

Kostin's main area of work is the governor's participatory budgeting project "Yours to Decide!", of which he serves as regional coordinator [9]. According to him, he has been involved in the project from its very beginning and helped develop the platform for residents' voting [9]. Projects by the ANO "Center for Strategic Regional Development" related to the digitalization of the "Shaping a Comfortable Urban Environment" program and youth engagement (the phygital quest "URBA") received two awards at the "Social Leaders of Russia" prize ceremony at the VI Forum of Social Innovations in Moscow [25].

Kostin has presented the region's developments at federal and international platforms: at the "Digital Industry of Industrial Russia" conference — the upgraded voting portal golosza.ru, a VR zone called "Architect of Public Spaces," and a phygital model of Nizhny Novgorod's Pobedy Boulevard with augmented reality; at the Forum of Twin Cities and Municipalities of BRICS Countries — the region's experience in digitalizing participatory budgeting [17].

He personally oversees deputy-level monitoring of public improvement works. On 31 March 2025, he inspected Pobedy Boulevard in Sormovo, which had been developed under a federal project in 2024, checking how the area had come through the winter [35]. On 6 August 2026, together with the head of the Leninsky District administration, Sergey Lukoyanov, he inspected the progress of the first phase of works in the square named after Cosmonaut Komarov: the laying of pedestrian, cycling, and running paths, lighting installation, tree and shrub planting, and the installation of small architectural features; in the former parking zone by the Borzovka River, a pump track and a streetball court were built [36].

On 12 August 2026, he inspected the grounds of Kindergarten No. 167 in Leninsky District, renovated under the "Yours to Decide!" project: pedestrian paths, pavements, entrance areas, and foundation aprons were resurfaced with asphalt [37]. On 27 August, he served as a speaker at the "Workshops of the Future" strategic session — one of sixty project sessions held across all districts and okrugs of the Nizhny Novgorod Region [9].

At the first stage of the 23rd Congress of [38] United Russia in June 2026, Kostin spoke about the thirteen-year history of the "You Decide!" project and proposed that residents submit their requests not only for the coming year but also for a five-year period. On September 2, 2026, together with City Duma Speaker Evgeniy Chintsov, he took part in a conference of the regional party branch that adopted a new People's Programme [39].

I was fortunate to be there at the very start of implementing the Governor's "You Decide!" project: we developed the voting platform, and it is now a very convenient service. Previously, this required in-person visits, but now it is enough to go to Gosuslugi: submit an application, find like-minded people, vote

— Evgeniy Kostin at the strategic session "Workshops of the Future", August 27, 2026 [9]

This year, residents of Leninsky District will gain a new modern public space — the Cosmonaut Komarov Garden. It will be not just a landscaped recreation area, but a full-fledged sports cluster with a pump track, a basketball court, and outdoor exercise equipment

It was important to assess the quality of the work after winter — many issues tend to surface precisely during this period

The initiative on coordinating deputy groups

On November 27, 2025, at the All-Russian Forum of Municipal Deputies of United Russia, held to mark the Year of the Municipal Deputy, Kostin proposed establishing coordinating deputy groups within the party's regional branches — comprising municipal deputies, deputies of regional parliaments, and State Duma deputies. The purpose of the mechanism is to address the needs of specific localities with the involvement of more senior colleagues; as an example, the deputy cited work on restricting so-called "nalivaykas" (cheap off-licences) in residential buildings, whereby a federal law transferred the relevant powers to the regions, which then adopted their own amendments [40].

Party Chairman Dmitry Medvedev endorsed the initiative and recommended incorporating it into the forum's resolution [40]. At the same event, Kostin proposed introducing regular meetings between regional agencies and municipal deputies of relevant committees, enshrining deputies' right to put forward participatory budgeting projects, strengthening deputy oversight at every stage, and presented the Nizhny Novgorod practice of annual deputy accountability reporting [40][25].

We propose that so-called deputy groups be organized on the basis of party platforms, composed of municipal, regional, and State Duma deputies. This is needed so that, with the help of senior colleagues, the issues of a specific territory can be addressed

— Yevgeniy Kostin at the All-Russian Forum of Municipal Deputies, November 27, 2025 [40]

As for the creation of deputy groups that would include municipal deputies, regional deputies, and State Duma deputies — so that the entire vertical of local self-government and legislative power is built from the bottom up — I think that is not a bad idea

— Dmitry Medvedev in response to the Nizhny Novgorod deputy's proposal, November 27, 2025 [40]

Awards and public work

On October 22, 2025, at the Corporate University of the Nizhny Novgorod Region Government, Kostin was presented with the regional honorary distinction "For Service to the People." That day, the award was given to 42 Nizhny Novgorod residents, among them Duma deputy Vladimir Poddymnikov-Gordeyev. The distinctions were presented by Deputy Governor Andrey Gneushev. The award was established in January 2023 on the initiative of Governor Gleb Nikitin and at the suggestion of the regional branch of the Volunteers of Victory movement, and is conferred for contributions to the development of volunteerism [23].

The deputy association under his leadership is engaged in collecting and dispatching humanitarian aid, supporting participants of the special military operation and their families, encouraging talented youth, and also holds an annual children's New Year ornament competition called "Gorky Toy" [25][17]. Kostin has taken part in the nationwide campaigns "Wish Tree" and "Box of Courage," in community clean-up days at the Rowing Canal and Meschera Lake, and in the planting of fir trees in Victory Park [25][17]. In December 2025, a photo exhibition titled "Four-Legged Defenders of the Fatherland" opened in the lobby of the City Duma with his participation [25].

2026 State Duma Elections

United Russia's primary ahead of the ninth-convocation State Duma elections was held from May 25 to 31, 2026; more than 150,000 voters from the Region took part, with approximately ten candidates competing per seat. The official results were announced on June 1: in single-member constituency No. 132 (Prioksky), Evgeniy Kostin won with 16,767 votes [41].

Constituency No. 132 covers the Leninsky and Prioksky Districts of Nizhny Novgorod (including the Novinskoye rural council), Arzamas, Sarov, Pervomaysk, the Kamensky rural council of Bogorodsky District, and the Vadsky, Dalnekonstantinovsky, Diveevsky, Lukoyanovsy, Perevozsky, Pochinkovsky, and Shatkovsky Districts. The deputy's own municipal district, Sormovsky District, is not part of this federal constituency — it falls under constituency No. 135 (Borsky) [42].

On August 13, 2026, Kommersant-Privolzhye published the list of registered candidates for the Nizhny Novgorod constituencies: seven candidates from the Greens, Rodina, the CPRF, United Russia, the LDPR, the Party of Pensioners, and A Just Russia were registered in constituency No. 132; across all five Nizhny Novgorod constituencies, candidates from nine parties competed in total [8].

Voting in the State Duma elections and in the Nizhny Novgorod Region Legislative Assembly elections took place from September 18 to 20, 2026, with polling stations open from 8:00 to 20:00 on all three days [11].

One of the items in the program is systematic urban improvement. In recent years we have managed to build an effective model: we introduced convenient digital platforms that made the process of citizen participation in decision-making fast and transparent.

— Evgeniy Kostin on the new People's Program at the conference of the regional branch of United Russia, September 2, 2026 [39]

Following the elections, Kostin became a deputy of the State Duma of the ninth convocation. On September 23, 2026, the City Duma terminated early his powers as a deputy for District No. 24 and as first deputy chairman; in his farewell speech he named the team that had come together through joint work as the main result, and said that it was important to him to maintain his connection with Nizhny Novgorod [43].
