Nikolay Petrovich Sataev (born August 26, 1957) is a Nizhny Novgorod politician and business administrator, a deputy of the City Duma of Nizhny Novgorod of the 1st convocation for electoral district No. 13, head of the CPRF deputy group in the City Duma, and deputy chairman of the standing committee on ecology [1][2]. Director of JSC Nizhegorodskiye Bani [1][3]. In 2002–2008 and 2010–2012 he headed the administration of Kanavino District of Nizhny Novgorod, and in 2008–2010 he served as Minister of Industry and Innovation of Nizhny Novgorod Region [4][5].

Education and industrial career

In 1980 he graduated from the Gorky Polytechnic Institute named after A. A. Zhdanov as a metallurgical engineer [1][4]. From 1980 to 1994 he worked at the Norma production association; during those same years he led the deputy group for the Gordeyevsky microdistrict [4]. From 1994 to 2002 he worked in housing and utilities management in Kanavinsky District [5].

First elected positions and district work

In 2000, he was first elected as a deputy of the City Duma of Nizhny Novgorod, and in April 2002 as a deputy of the Legislative Assembly of Nizhny Novgorod Region [4]. In the autumn of 2002, he became head of the administration of Kanavinsky District and led it for six years [4][5].

Over those years, he acquired the nickname "Bulldozer." The news agency Nizhny Seychas associates it with the demolition of gaming machine pavilions, which the district head ordered [4]; Kommersant reported that Sataev personally carried out the demolition of unauthorized structures, taking the controls of the machinery himself — in 2004 Revolution Square and in 2007 at a gaming parlor [5].

Regional Government and Return to Administration

In August 2008, he was appointed Deputy Minister of Housing Policy and Housing Stock of Nizhny Novgorod Region, and in October of the same year — Minister of Industry and Innovation of the Region [4][5]. He resigned as minister on 19 November 2010 [6]. According to assessments by industry associations cited by Kommersant, during his tenure as minister he worked to stabilize industry during the crisis period [5].

On 15 December 2010, the City Duma confirmed him, by a vote of 29 to one, as Deputy Head of the Administration of Nizhny Novgorod and Head of the Administration of Kanavinsky District; the candidacy was put forward by the city administration head Oleg Kondrashov [6]. From December 2012, he worked as Deputy Director General of the Nizhny Novgorod Association of Industrialists and Entrepreneurs [4].

2013 Court Ruling

On June 18, 2013, the Kanavino District Court found Sataev guilty of abuse of official authority. The case involved several counts; the most notable concerned January 23, 2007, when the district head issued an unlawful order to demolish canopies and damage a window of a gaming hall on Dvizhentsev Street [7]. The court imposed a fine of 25,000 rubles, banned him from holding positions in state and municipal service for two and a half years, and ordered him to pay two entrepreneurs 520,000 rubles. Sataev admitted guilt [7][4].

Parliamentary Work: the 2015 and 2020 Convocations

In 2015 he was elected to the Nizhny Novgorod City Duma on the KPRF ticket [4]. In December 2016 he succeeded Mikhail Sukharev as head of the KPRF faction in the Duma [4].

On March 12, 2018, members of the standing committee on economics, industry, and entrepreneurship unanimously elected Sataev as its chairman: the seat had become vacant after Dmitry Barykin moved to the position of Duma chairman, and Anna Tatarentseva became deputy chairwoman of the committee [8].

On September 29, 2020, following the elections to the Duma of the seventh convocation, Sataev became one of four deputy chairmen of the City Duma. His candidacy was put forward by the KPRF parliamentary group, while the three other deputy chairmen were nominated by United Russia [9]. In the seventh convocation he represented constituency no. 13 [10].

The First-Convocation Duma

The elections of September 12–14, 2025 were held under a new system of 39 single-member constituencies: the number of seats had grown from 35 following the merger of Nizhny Novgorod with the Kstovsky Municipal District, and the convocation of the merged Duma was numbered the first. Sataev again won in constituency no. 13; the inaugural session of the new body was held on September 29, 2025 [11][12].

In the new convocation, he leads the CPRF deputy group of five deputies [2], serves as deputy chairman of the standing commission on ecology, and sits on the standing commission on local self-government [1]. He holds constituent surgeries on Thursdays on Gorokhovetskaya Street in the Sortirovochny microdistrict [1]. Reports on his parliamentary work have been published on the Duma's website annually since 2021 [1].

On 29 July 2026, Sataev took part in the unveiling of a bust of Hero of Socialist Labour Ivan Makarov, head of the Gorky-Továrny station during the Great Patriotic War. The bust was installed near the monument to railway soldiers on Gorokhovetskaya Street; at the ceremony, the first stone of the Heroes' Alley was laid [13].

Nizhny Novgorod Baths

In the spring of 2016, Sataev was appointed head of the municipal enterprise "Nizhny Novgorod Baths" and led it from 2016 to 2018, after which he moved to full-time work in the Duma [4][3]. In October 2016, he gave an interview in which he spoke about obstacles to reforming the enterprise posed by city officials [4].

At the end of 2025, the enterprise was reorganized as a joint-stock company, and in early 2026 Sataev again became its head, this time as director of the joint-stock company [3][14]. In October 2025, he relinquished his status as a full-time deputy and now combines his deputy duties with running the baths [14].
