Oleg Veniaminovich Lavrichev (born December 31, 1962, Nikolayev) is a Nizhny Novgorod industrialist and politician. For twelve years he headed the Arzamas Instrument-Making Plant named after P. I. Plandin; from 2014 to 2020 he was a deputy of the Legislative Assembly of Nizhny Novgorod Region, and from September 2020 to May 2024 he was Chairman of the City Duma of Nizhny Novgorod.
The Plant
Lavrichev graduated from the Gorky Polytechnic Institute in 1985 with a degree in ship electrical equipment.
He became General Director of the Arzamas Instrument-Making Plant on June 7, 2008, and led it until January 12, 2020, after which he chaired the board of directors until June 2022. After his term as chairman of the board of directors ended, Lavrichev continued working at the enterprise as adviser to the General Director and chairman of the Scientific and Technical Council of JSC "APZ".[5] Over those years the enterprise's output grew from 2.4 billion rubles in 2008 to more than 12 billion in 2020; annual growth held at 10–20 percent.
The plant devoted 300–400 million rubles a year to re-equipping its production. The average age of employees fell from 46 in 2007 to 41, and in 2014–2015 a base department and a personnel training center appeared at the enterprise. About 95 percent of output consisted of products for the state defense order.
Politics
Lavrichev was elected to the Legislative Assembly of Nizhny Novgorod Region twice and served in its fifth and sixth convocations, chairing the committee on economics, industry, business development, trade, and tourism from 2016. His powers as a deputy were terminated early on September 24, 2020.
From September 2020 to May 2024 he held the post of Chairman of the City Duma of Nizhny Novgorod.
Public Work
Lavrichev is a member of the council of the Nizhny Novgorod Association of Industrialists and Entrepreneurs; until March 2022 he headed the Arzamas association "Razvitie" ("Development") as well as the Nizhny Novgorod Region Fencing Federation; he serves on the boards of trustees of charitable foundations.
