Nikolai Yevgenyevich Upirvitsky (born June 17, 1972, Gorky) is a Nizhny Novgorod industrialist and politician, a deputy of the Regional Legislative Assembly of Nizhny Novgorod Region of the VII convocation (2021–2026), a member of the "United Russia" faction, and deputy chairman of the committee on economy, industry, support for entrepreneurship, trade and tourism [1][7]. Co-owner and former general director of the defense Petrovsky Plant [2][3]. According to his 2021 income declaration — the wealthiest deputy in the regional parliament [4].
Biography
Born June 17, 1972, in Gorky. Graduated twice from Lobachevsky Nizhny Novgorod State University: in 1995 with a degree in "mathematics," and in 2009 in "management" [1][7].
He worked at commercial organizations from 1991; in 2005–2009 he was financial director of OJSC "Nitel," and in 2009–2010 an advisor on economic matters at the same company [1][7]. In 2009–2016 he headed OOO "Gorodetsky Ship Repair Yard" (Gorodets Ship Repair Plant); in the same years he was elected deputy of the Gorodets District Zemstvo Assembly for two convocations and of the Smolkovsky Rural Council. He has been a member of "United Russia" since 2009 [1][7].
From 2016 he worked at the Petrovsky Plant in Nizhny Novgorod: deputy general director (2016–2017), acting first deputy director (2017), first deputy general director (2017–2018), and in 2018–2021 general director [1][7].
Outside parliament
The Petrovsky Plant is a defense enterprise producing, in Upirvitsky's own words, the "brain" for munitions: equipment for torpedoes, and naval and anti-tank mines. In 2019 the plant's revenue was 2.7 billion rubles, of which 99.9% came from the state defense order [2].
In March 2021, Upirvitsky, while co-owner of the enterprise, handed the post of general director to Ilya Mazharov and took the position of deputy chairman of the board of directors, overseeing the scientific and technical council and the plant's strategic development [3].
For 2021 he declared income of 55.4 million rubles — more than any other deputy of the Legislative Assembly, and more than the governor and the speaker of parliament; the declaration listed a Mercedes-Benz GLE 350D, two apartments, and two parking spaces [4].
In the Legislative Assembly
In September 2021 he was elected deputy of the Legislative Assembly of Nizhny Novgorod Region of the VII convocation; he joined the "United Russia" faction and became deputy chairman of the committee on economy, industry, support for entrepreneurship, trade and tourism [1][7].
He represents the Arzamas constituency. After the drone attack on Arzamas (disambiguation) in August 2025, in which one person was killed and two were injured, he called what happened barbarism, stated he was in constant contact with the city administration, and said he was helping the victims' families [5].
In the 2026 influence ranking of deputies of the Nizhny Novgorod Regional Legislative Assembly by the news agency "Nizhny Seychas," he was placed in the top ten — the group of deputies with "strong influence" [6].
