Rebrov Maksim Evgenyevich

Rebrov Maksim Yevgenyevich (born March 24, 1986, Dushanbe) is a deputy of the Regional Legislative Assembly of Nizhny Novgorod Region and head of that parliament's administrative staff^[1][2]. His entire career has been spent in Nizhny Novgorod: from 2006 to 2013 he worked in the city administration, rising from senior specialist in the city head's protocol department to deputy head of the material and technical supply division of the administrative affairs directorate, and then served seven years in the Nizhny Novgorod Region government — as assistant to the deputy governor, head of staff to the deputy governor, vice-governor, and first deputy governor^[1][2]. Since October 30, 2020, he has headed the regional parliament's administrative staff^[2][3]; he received his mandate as a deputy of the 7th convocation on December 27, 2023, on the United Russia party list^[4][6], and at the elections of September 18–20, 2026, was elected a deputy of the 8th convocation from single-member constituency No.

7 in Nizhny Novgorod^[22][23][24]. His area of focus is lean management technologies in public administration: over five years of the project "Improving the Efficiency of the Regional Legislative Assembly of Nizhny Novgorod Region," the switch from paper correspondence to electronic document management alone yielded savings of more than 1 million rubles per year^[12][13].

Early years, education, and first job

Maxim Rebrov was born on March 24, 1986, in Dushanbe^[1][2]. In 2008, he graduated from the Volgo-Vyatskaya Gosudarstvennoy Sluzhby Academy under the President of the Russian Federation with a degree in Law^[1].

While still at the academy, he was active in student affairs: he headed the student self-governance body, represented the student society on the academy's academic council and on the city's public council under the head of the city of Nizhny Novgorod, and participated in organizing student education and housing. Under his involvement, the first student self-governance council in the Volga Federal District was held, chaired by the Plenipotentiary Representative of the President of Russia in the VFD^[1].

He began working while still a student: from 2005, he served as Development Director of the construction company MK-Plus CJSC, where he was engaged in planning and strategic development of the company in the Nizhny Novgorod region^[1][2].

In the administration of Nizhny Novgorod and in the government of Nizhny Novgorod Region

From 2006 to 2013, Rebrov worked in the administration of the city of Nizhny Novgorod, and over seven years rose from senior specialist in the head of the city's protocol department to deputy head of the material and technical supply department of the administration's management office^[1][2]. In 2007, he received a letter of commendation from the head of the city administration, and in 2013 — an honorary certificate from the head of the city^[1].

From 2013 to 2015, he served as assistant to the Deputy Governor of Nizhny Novgorod Region, and from 2015 as chief of staff to the Deputy Governor, Vice-Governor, and First Deputy Governor^[1][2]. In 2018, when the "Effective Region" project was launched in the region, Rebrov became secretary of its lead working group and coordinated the project in terms of improving labor productivity in industry and agriculture, in social and educational institutions, and in state and municipal administration^[1][2]. Part of his awards are connected to this work: between 2019 and 2021 he received a commendation from the director general and an honorary certificate from the state corporation Rosatom, as well as the Distinguished Service Badge "For Contribution to the Development of the Nuclear Industry," Second Class^[1].

When asked about the origins of the lean approach in the regional parliament, Rebrov explained that the "Effective Government, Effective Municipality" project had been running in Nizhny Novgorod Region since 2018, that the Legislative Assembly joined it in November 2020, and that the parliament's own project began implementation in February 2021^[12].

Head of Staff of the Legislative Assembly

By order of Assembly Chairman Evgeniy Lyulin dated October 30, 2020, Rebrov was appointed head of the staff of the Regional Legislative Assembly of Nizhny Novgorod; the parliamentary press service announced the appointment on November 2^[2][3]. His predecessor, Dmitry Yegorov, had been appointed head of the administrative management department of the same staff as of October 28^[3].

The staff ensures the day-to-day operation of the parliament, and in his reports Rebrov describes this part of his duties as creating conditions for the uninterrupted functioning of the Legislative Assembly^[9][10][11].

How Rebrov Became a Deputy

On December 19, 2023, the Assembly amended the regulations governing its staff: henceforth, by decision of the parliament's speaker, a deputy — not only a civil servant — could directly head the staff^[4]. On December 20, the press service of the Nizhny Novgorod branch of United Russia confirmed to the news agency Nizhny Seychas that the presidium of the regional political council had proposed transferring the vacated mandate of Olga Shchetinina to Rebrov — the third candidate on regional group No. 7, which in the 2021 elections had ranked third from last among 25 groups, having received 33.44% of the vote^[5].

On December 27, 2023, the regional electoral commission registered Rebrov and Communist Aleksandr Chernigin as deputies of the seventh convocation; Rebrov was also vested with the powers and duties of head of the staff^[6]. On January 25, 2024, both took the oath of office at a session of the Assembly^[7], and on the same day the deputies confirmed Rebrov as head of the staff in his new capacity: according to Lyulin, the position had in terms of status become equivalent to that of a committee chair, and therefore the appointment required deputies' approval^[8].

Committee Work and Legislation

In the Legislative Assembly of Nizhny Novgorod Region, Rebrov is a member of the United Russia faction and sits on two committees — on budget and taxes, and on social affairs^[1][9][10]. The deputy's own reports, which the parliament publishes for each year and for the full convocation, provide an account of his work.

On the budget and tax side, the focus was primarily on laws concerning the regional budget — the law of 20 December 2024, No. 175-Z, for 2025, and the law of 22 December 2025, No. 176-Z, for 2026 — and on tax concessions: exempting participants in the special military operation from vehicle tax, granting benefits to residents of industrial parks and technology parks, to navigational and port hydraulic structures, halving the tax rate for data centers, and introducing an investment tax deduction for enterprises that build rental housing for their employees^[9][10].

On the social side, the measures in whose development he is said to have participated include: raising the one-time adoption benefit from 100,000 to 300,000 rubles, and from 200,000 to 500,000 rubles when adopting children with disabilities, children over seven years of age, or siblings; making large-family status permanent and introducing a monthly compensation of half the housing costs for large families; increasing the monthly allowance for mothers awarded the title of "Mother Heroine" from 2,062 to 10,000 rubles; a law on basic parental income — a regional family capital ranging from 10,000 rubles per month for a first child to a one-million-ruble targeted payment for the fourth and subsequent children; and establishing commemorative dates — Trade Unions Day of Nizhny Novgorod Region on 16 November and Large Family Day on the last Sunday of September^[9][10].

Lean Management

Since February 2021, the Legislative Assembly has been running the project "Improving the Efficiency of the Activities of the Regional Legislative Assembly of Nizhny Novgorod" across five areas: gathering ideas and launching projects, collaboration with legislative bodies of the Volga Federal District, promoting tools, training, and recording achievements^[12]. Over five years, 27 projects were completed, with seven more in development by the summer of 2026^[12][13].

The results were also announced: the shift from paper correspondence to electronic document management brought savings of more than 1 million rubles per year; the time required to prepare responses to citizens' inquiries on social media was cut ninefold — from five hours to thirty minutes; the preparation period for the territorial support fund's procedures was reduced threefold — from 45 to 15 days^[12][13]. Within the administrative staff, a smart process called "Got an Idea!" is in operation, through which any employee can submit a suggestion for improving the Assembly's work: since 2022, more than 130 ideas have been submitted, and around 60 percent of them have been implemented^[12]. According to Rebrov, a peer review awarded the Regional Legislative Assembly of Nizhny Novgorod the status of "Federal-Level Model," and the Nizhny Novgorod parliament became the first in the country to receive a conformity certificate for implementing lean technologies in the legislative sphere^[12][13].

Since 2022, Rebrov has chaired the commission on implementing lean management practices under the Council of Legislators of the Volga Federal District (formerly the Association of Legislative Bodies of State Power of the Constituent Entities of the Russian Federation within the Volga Federal District)^[1][14]. Over four years, the commission held 13 sessions, examined 59 issues, and compiled 38 optimization practices — ranging from electronic document management to the use of artificial intelligence; 36 representatives of the district's legislative bodies received training at the Corporate University of the Government of the Nizhny Novgorod Region^[11][12]. At the 2026 session, the parliament presented its own automated bill management system, which allows the progress of a bill to be tracked from initial concept through to signing^[11].

Lean technologies are not just a buzzword — they are a real tool that makes the work of government clearer, faster, and more convenient for both staff and citizens^[10]

We ourselves are both the developers and the clients of this system, which means we have full control over how it will evolve. The entire administrative staff participates in the creation process. We have already synchronized it with all internal services, and preparing for sessions will now be considerably faster^[11]

Work in the district and constituent meetings

Rebrov held citizen reception hours at the district office and at the United Russia public support headquarters: in 2024 the reception office operated at Zvezdinka Street, 7, and later at the Kremlin, Building 2, Room 108, on Tuesdays and Thursdays by appointment^[9][10][11]. In 2024 he held four in-person reception sessions and received more than fifty people; in 2025, more than seventy; and over the full term, more than two hundred^[9][10][11].

Among the issues raised by constituents, housing and utilities matters accounted for the largest share: 40 percent in 2024 and 41.84 percent in 2025; these were followed by landscaping and amenities, road construction and repair, healthcare, the performance of government bodies and institutions, social welfare, financial assistance, and education^[9][10].

The deputy's activities were connected primarily with the Nizhegorodsky District of Nizhny Novgorod: inspecting schools and kindergartens for back-to-school readiness, providing school starter kits for first-graders from large families, low-income families, and families of military personnel serving in the special military operation, honoring teachers and educators, congratulating veterans of territorial public self-governance on the 30th anniversary of Nizhny Novgorod's TOSs (territorial public self-governance bodies), and delivering Easter cakes to the Lastochka rehabilitation center and the district's comprehensive social services center^[9][10]. In 2024, on his initiative, exhibitions were opened on Bolshaya Pokrovskaya to mark the 90th anniversary of the Nizhny Novgorod Sailing Federation, along with the exhibitions "Nizhny Novgorod Kremlin" and "Nizhny Novgorod Beekeeper Day"^[9].

2026 Primary for District No. 7

In spring 2026, Rebrov registered for United Russia's preliminary vote in District No. 7, where his fellow party member Andrey Tarasov had been serving. Tarasov told the news agency Nizhny Seychas that he had not been invited to the regional branch meeting at which the candidates were announced, and that he learned of the party's backing of Rebrov after the fact^[16]. According to Tarasov, Rebrov had previously served as ^[16] Lyulin's aide.

On April 27, the candidates met with teachers at Lyceum No. 40: Rebrov structured his presentation as an introductory one — speaking about himself, his family, and the work of the Assembly — while Tarasov addressed issues in education and reminded teachers of their right to a secret ballot^[17].

According to the preliminary voting results published on June 1, Rebrov received 2,519 votes in the district, Tarasov — 1,293^[18]. The following day, Tarasov posted on VKontakte alleging violations: he, a sitting deputy, "unlike the other candidate, was not allowed to place his informational materials in the schools and kindergartens of Nizhegorodsky District"; according to him, the heads of many educational institutions were warned they would lose their jobs if they helped him, while teachers and kindergarten staff were made to call parents and persuade them to vote for the other candidate. Tarasov claimed to have evidence of the above facts^[19].

On June 24, Tarasov announced that he had surrendered his party membership card and submitted a resignation from United Russia, and declared that he would run in the election as an independent candidate^[20]. On June 25, Kommersant quoted his explanation — "I received an enormous number of appeals from residents of Nizhny Novgorod urging me not to back down and to keep running" — and his reproach toward his rival, who, according to Tarasov, "for two and a half years, while serving as a deputy on the party list, wanted nothing to do with Nizhegorodsky District"; the head of the regional party executive committee, Dmitry Filipenko, responded that "the voters of District No. 7 have made their choice, and it must be respected"^[21].

I think someone simply wants to put a person close to them, someone they know, in this district^[16]

The 2026 Elections and the Eighth Convocation

Elections of deputies to the Nizhny Novgorod Region Legislative Assembly, eighth convocation, were held on September 18–20, 2026, on the unified voting day, alongside elections to the State Duma^[22]. According to preliminary data from the Central Electoral Commission, Maxim Rebrov was leading in single-member constituency No. 7^[22].

On September 21, the electoral commission of Nizhny Novgorod Region certified the results: the winners in all 25 single-member constituencies were candidates nominated by the regional branch of United Russia, and in constituency No. 7 Rebrov was named deputy^[23]. On party lists, United Russia received 52.97%, the KPRF — 15.80%, the LDPR — 11.52%, New People — 8.91%, A Just Russia — 7.13%; the elections were recognized as having taken place and their results as valid; the eighth convocation of the Assembly comprises 50 deputies in total^[23][24]. Voter turnout was 61.01% — 1,509,089 voters^[24].

As of 23 September 2026, the Legislative Assembly's website still listed Rebrov as a deputy of the seventh convocation and head of the parliamentary staff^[1][28].

Assessments by political commentators

In the 2026 influence ranking of deputies of the Nizhny Novgorod Region Legislative Assembly compiled by the news agency Nizhny Seychas, Rebrov placed 28th with an overall score of 89 points^[25]. In the same piece, political commentator Alexander Markov suggested that within a few years Rebrov could enter the race for the position of parliamentary speaker^[25].

In five years, or perhaps sooner, Lyulin's protégé Maxim Rebrov may also join the contest for the speaker's chair^[25]

Awards

In May 2024 the Legislative Assembly's press service announced that Rebrov had received a letter of commendation from Russian President Vladimir Putin in recognition of outstanding professional achievements and years of conscientious service^[14]. By a presidential decree signed in February 2026, he was awarded the Medal of the Order "For Merit to the Fatherland," Second Class, for active legislative work and years of conscientious service; the award was presented on 19 March 2026 at the Rukavishnikov Estate in Nizhny Novgorod, together with deputy Vladimir Bespalov^[15].

Youth Policy, Sports, and Charity

Rebrov works with the Youth Parliament under the Legislative Assembly and speaks at its educational projects — in particular, at the "School of the Young Parliamentarian," where students in grades eight through ten spend six months studying the fundamentals of parliamentary work^[9][11]. He has participated in sessions of the Association of Youth Parliaments under the legislative bodies of the Volga Federal District in Saratov, Samara, Kirov, and Saransk, in the district's rural youth rally, in the inclusive youth forum "Rhythm of the Young," and in a motivational meeting for the specialist session of the children's center Lazurny^[9][11].

For many years he has headed the physical culture and sports club "Parliament," under whose auspices the spartakiad of employees of the region's legislative and representative bodies is held: in a single year alone, seven major sporting events took place across 17 disciplines^[1][9].

In November 2024, the news agency "Nizhny Seychas" reported that Rebrov took part in a typing drive organized on the premises of the Legislative Assembly at the initiative of the Youth Parliament, and received a certificate for donating blood for inclusion in the federal bone marrow donor registry^[26]. The deputy's reports also cite other initiatives: the assembly and dispatch of humanitarian aid to participants in the special military operation, for the organization of which he was awarded a medal marking the anniversary of the formation of the 10th Tank Regiment; participation in the "Box of Courage" drives; New Year gifts for children from the families of special military operation participants and for children with disabilities; and the distribution of approximately one thousand copies of a children's coloring book about Nizhny Novgorod to kindergartens in the district and to the regional children's library named after T. A. Mavrina^[9][10].

The more donors there are in the official registry, the greater the chances of recovery^[26]

Exhibitions and Cultural Projects in the Parliament

In 2024, the jubilee year of the Legislative Assembly, Rebrov opened more than twenty exhibitions dedicated to the Nizhny Novgorod Region; they featured over a thousand works by artists and photographers — ranging from classical painting to social projects, including the photo project "I Will Not Give Up," the exhibition of paintings by Nizhny Novgorod physicians "Heal Souls with Beauty," and the exhibition "Donbass"^[9]. That same year he conducted a series of tours of the parliament for schoolchildren and students^[9].

On September 17, 2026, at the exhibition Warehouse (Pакгауз), he took part in the presentation of the second edition of Tatyana Vinogradova's book Through an Eyewitness's Eyes: The All-Russian Industrial and Art Exhibition of 1896 in Nizhny Novgorod, published by Kvarts Publishing House to mark the 130th anniversary of All-Russian Industrial and Art Exhibition of 1896 and the 170th anniversary of the birth of Vasily Ivanovich Vinogradov — the author's grandfather and one of the first to document the exhibition in detail; the first edition of the book is held in the museum collection of the Legislative Assembly^[27]. On September 16, he attended the opening of the exhibition "A House with Stories" at the Maxim Gorky State Museum^[1].

On September 23, 2026, Rebrov opened an exhibition at the Legislative Assembly titled "Side by Side," dedicated to the shared journey of Nizhny Novgorod artists Ivan and Svetlana Vorozheykiny — members of the Union of Artists of Russia, who run the projects "Vorozheykiny's Studio" and "Plein Air in Malaya Pokrovka"^[28].

For us, this book is not merely another page in the history of the exhibition. It shows how the testimony left by Vasily Vinogradov becomes, 130 years on, a living conversation about the city and its people^[27]

Family

Rebrov is married and a father of many children: he has four daughters^[1][17]. He spoke about his family at a meeting with teachers at Lyceum No. 40 in the spring of 2026^[17].
