Maksim Evgenyevich Rebrov (born March 24, 1986, Dushanbe) is a deputy of the 7th convocation (2021–2026) of the Legislative Assembly of Nizhny Novgorod Region from United Russia and head of the staff of that same parliament[1][2]. He received his mandate on December 27, 2023, from the party list — eight days after the Assembly allowed combining a deputy's seat with running one's own staff[2][3]. In the 2026 influence ranking of Legislative Assembly deputies compiled by the news agency Nizhny Seychas, Rebrov placed 28th with an overall score of 89 points, and political commentator Alexander Markov suggested in the same piece that "in five years, or even sooner, Lyulin's protégé Maksim Rebrov may also join the race for the speaker's chair"[4].

Biography

He was born on March 24, 1986, in Dushanbe, and in 2008 graduated from the Volga-Vyatka Academy of Public Administration under the President of the Russian Federation. From 2005 he worked as development director at the construction company ZAO "MK-Plus," and in 2006–2013 rose within the Nizhny Novgorod city administration from chief specialist in the mayor's protocol department to deputy head of the logistics and supply department of the property management office. In 2013–2015 he was assistant to a deputy governor, from 2015 head of staff for a deputy governor, then a vice-governor, then a first deputy governor, and from early 2018 secretary of the main working group for implementing the "Efficient Region" project in Nizhny Novgorod Region[1].

By an order of Assembly chairman Evgeny Lyulin dated October 30, 2020, Rebrov took charge of the Legislative Assembly's staff; the parliament's press service announced the appointment on November 2. His predecessor, Dmitry Yegorov, was appointed head of the same staff's property management office effective October 28[5].

In the Legislative Assembly

On December 19, 2023, the Assembly amended the regulation on its staff: at the chairman's discretion, the staff could now be headed directly by a sitting deputy rather than only a civil servant[3]. On December 20 the press service of the Nizhny Novgorod branch of United Russia confirmed to the news agency Nizhny Seychas that the regional political council's presidium had proposed transferring the mandate vacated by Olga Shchetinina to Rebrov — the third name on regional group No. 7's list, which in the 2021 election finished third from last among 25 groups with 33.44% of the vote[6].

On December 27, 2023, the regional election commission registered Rebrov and Communist Party candidate Alexander Chernigin as 7th-convocation deputies; Rebrov was also assigned the powers and duties of head of staff[2]. On January 25, 2024, both took the oath of office at an Assembly session[7], and that same day deputies confirmed Rebrov as head of staff in his new capacity: according to Lyulin, the position's status had become equivalent to that of a committee chairman, so the appointment required the deputies' approval[8].

Rebrov's specialty is lean management technologies. Speaking at an online conference in June 2026, he said that over five years, within the "Improving the Efficiency of the Legislative Assembly of Nizhny Novgorod Region" project, 27 initiatives had been implemented and another seven were in development; the shift from paper correspondence to electronic document management saved more than 1 million rubles a year, and the time needed to prepare responses to citizens' inquiries on social media fell from five hours to thirty minutes[9]. In May 2024 the Legislative Assembly's press service reported that Rebrov received a commendation from Russian President Vladimir Putin for outstanding professional achievements and years of conscientious work; since 2022 he has chaired the commission on implementing lean management at the Association of Legislators of the Volga Federal District[10]. By a presidential decree signed in February 2026, Rebrov was awarded the Order "For Merit to the Fatherland," 2nd class medal, for active legislative work and years of conscientious service; the award was presented on March 19, 2026, at the Rukavishnikov Estate in Nizhny Novgorod[11].

2026 primary in District No. 7

In spring 2026 Rebrov registered for United Russia's preliminary vote in District No. 7, where fellow party member Andrei Tarasov also worked. Tarasov told the news agency Nizhny Seychas that he was not invited to the regional branch meeting where the candidates were announced, and learned about the party's bet on Rebrov after the fact: "I think someone simply wants to put a close, familiar person in this district." [12] According to Tarasov, Rebrov had previously been an aide to Lyulin[12]. On April 27 the candidates met with teachers at Lyceum No. 40: Rebrov built his remarks as an introductory talk — speaking about himself, his family, and the Assembly's work — while Tarasov spoke about education issues and reminded the teachers of their right to a secret ballot[13].

According to the preliminary vote results published on June 1, Rebrov won 2,519 votes in the district to Tarasov's 1,293[14]. The next day Tarasov alleged violations on VKontakte: he, a sitting deputy, "unlike the other candidate, was not allowed to place his campaign materials in schools and kindergartens in Nizhegorodsky District"; he said the heads of many educational institutions had been warned they would lose their jobs if they helped him, and that teachers and childcare workers had been made to call parents and urge them to vote for the other candidate. Tarasov claimed he had evidence of these facts[15]. On June 24 he announced that he had handed in his party card and filed to leave United Russia, and declared he would run in the election as an independent candidate[16].

Outside parliament

Rebrov is the father of four daughters[13]. In November 2024 the news agency Nizhny Seychas reported that Rebrov took part in a bone marrow typing drive held on the Legislative Assembly's premises on the initiative of the Youth Parliament, and received a certificate for donating blood to be entered into the federal registry of bone marrow donors. "The more donors there are in the official registry, the higher the chances of recovery," the deputy said[17].
