Shchetinina Olga Vladimirovna (born March 30, 1975, in the city of Gorky, now Nizhny Novgorod.[7]) is a Russian statesperson who has represented Nizhny Novgorod Region in the Federation Council of the Federal Assembly of the Russian Federation since December 2023. She was vested with her powers on December 12, 2023, as a representative of the region's executive body of state authority; her term of office expires in September 2028.[1]

Education and early career

In 1997 she graduated with honors from the Volgo-Vyatskaya Gosudarstvennoy Sluzhby Academy under the President of the Russian Federation, majoring in "State and Municipal Administration," with the qualification of "manager."[2] In 2020 she completed postgraduate studies at the Russian Presidential Academy of National Economy and Public Administration in the field of "Researcher. Teacher-Researcher."[1]

From 2002 to 2006 she served as First Deputy Head of the Executive Committee of the Nizhny Novgorod Regional Branch of the United Russia party, while also heading its public relations department.[2] From 2006 to 2011 she headed the staff of the United Russia faction in the Legislative Assembly of Nizhny Novgorod Region.[2] From 2009 she was the regional coordinator of the party project "Personnel Reserve — The Country's Professional Team."[2]

In July 2011, the presidium of the General Council of United Russia approved a proposal from the party's Central Executive Committee and appointed her head of the regional executive committee of the Nizhny Novgorod regional branch, replacing Mikhail Manukhin.[2] At the same time, from 2011 she served as a deputy of the fifth convocation of the Legislative Assembly of Nizhny Novgorod Region, deputy chair of the Committee on Information Policy, Rules of Procedure, and Development of Civil Society Institutions, and deputy head of the United Russia faction in the Legislative Assembly.[2] Immediately before her appointment to the Federation Council, she held the post of First Deputy Chair of the Legislative Assembly of Nizhny Novgorod Region.[1]

Work in the Federation Council

She is a member of the Federation Council Committee on Science, Education, and Culture.[1] In the course of her work as a senator, she took part in discussions of inclusive education and the rehabilitation of people with disabilities, support for small and medium-sized businesses, and the implementation of a pilot project on wool processing. During her term as a senator representing the executive branch, she served as deputy chair of the Federation Council commission on the development of creative industries and folk crafts.[7][1]

She supported the educational project "Women's Leadership. Mothers of Large Families," organized with the assistance of the Council of the Eurasian Women's Forum: the participants in the competition carried out more than 40 social projects.[1]

Awards

In 2023, she was awarded the Order of Merit for the Fatherland, 2nd class medal.[1]

In September 2026, at a meeting of the presidium of the regional political council of the Nizhny Novgorod regional branch of United Russia, her candidacy was put forward to be granted the powers of a senator of the Russian Federation as a representative of the Legislative Assembly of Nizhny Novgorod Region of the eighth convocation.[6]
