1985-1987 — Gorky Research and Design Institute of Instrument-Making (GNIPI), engineer, secretary of the Komsomol committee; 1988-1990 — work in the city committee and regional committee of the Komsomol; 1992-2000 — manager of the social and industrial insurance company "Aval". From 1990-1993 — deputy of the City Council of People's Deputies (chairman of a commission, member of the presidium), 1997-2000 — deputy of the City Council of the city of Nizhny Novgorod (member of the commission on budget and tax policy). Since June 2000 — deputy of the State Duma of the Russian Federation on the party list of the Union of Right Forces (SPS). In 1997-2001 — advisor to the governor on insurance and investment issues.

From 1999 to 2001 — chairman of the political council of the Nizhny Novgorod regional movement "Novaya Sila" (New Force); since October 2001 — elected chairman of the political council of the Nizhny Novgorod regional branch of the SPS party. Since 1998 heads the "Fund for Combating the Spread of Drugs among Youth and Adolescents". During the 2000 presidential election — authorized representative for the election campaign of presidential candidate Vladimir Putin in the Nizhny Novgorod region.
