In the September 2021 elections, Soldatenkov, already a deputy of the oblast Legislative Assembly at the time (having been elected since 2016) [2], won the mandate of the 7th convocation from single-member district No. 1, covering part of the Avtozavodsky district of Nizhny Novgorod: he received 15,910 votes, and candidates from United Russia won all 25 single-member districts in that election [1]. In the new convocation he joined the United Russia faction and headed the committee on transport and roads [2][3].
The committee's work in the 7th convocation largely came down to deputy oversight of the region's major road and transport construction projects. In March 2024, ahead of the closure of traffic on the old Bor Bridge (which shut for repairs on 26 March), Soldatenkov held a field meeting with road workers, the oblast government, and the contractor, promising that deputies would monitor the repair "at every stage," making regular site visits [4]. In September 2025, as part of a field session of the committee, he inspected construction of the Gagarin Avenue bypass — a route intended to relieve the avenue, which carries a traffic flow of over 73,000 vehicles per day; under the concession the project is due to be ready by the first quarter of 2029, though the contractor expected to finish by the turn of 2026–2027 [5]. In March 2026 the committee reviewed interim results of the tram concession signed in 2022: of 149.3 km of track, 105.55 km had been reconstructed by that point, at a total program cost of 50.4 billion rubles; Soldatenkov pointed to the eight-year warranty on the track superstructure and warned that deputies would strictly monitor its fulfillment [6].
In August 2026, as the convocation's five-year term drew to a close, the news agency "Nizhny Seychas" published an influence rating of ZSNO-2026 deputies: 46 sitting deputies were assessed by 14 experts on influence, recognition, and media activity. Soldatenkov placed 13th with 179 points (influence — 100, recognition — 70, media activity — 9), landing in the "medium influence" group; compared with the previous measurement his standing had declined [3].
