Balashov Yuri Pavlovich (born October 28, 1971, in the selo of Naruksovo, Pochinkovskiy District, Gorky Region) — a Nizhny Novgorod entrepreneur and politician, deputy of the Legislative Assembly of Nizhny Novgorod Region of the 6th and 7th convocations, member of the "United Russia" faction. He is elected from single-member electoral district No. 8, which lies in Sovetsky District of the city of Nizhny Novgorod; the deputy's public reception office operates in Nizhny Novgorod at Pushkina Street, 20.[1][6] Since 2005, Balashov has served as secretary of the local branch of United Russia in Sovetsky District of Nizhny Novgorod; since 2006, he has been the general director and co-owner of the Nizhny Novgorod clinic network "Sadko."[1][2][10] In the 2026 influence ranking of deputies of the Regional Legislative Assembly compiled by news agency "Nizhny Seychas," he placed sixth, entering the "strong influence" group.[3]
Deputy from Sovetsky District of Nizhny Novgorod: constituency, convocations, committees
Yuri Pavlovich Balashov is a deputy of the regional parliament, not the City Duma: he is elected to the Regional Legislative Assembly of Nizhny Novgorod Region, which has 50 deputies, half of whom are elected from party lists and half from single-member constituencies.[5][17] Balashov's constituency is No. 8, and it lies entirely within Nizhny Novgorod: it is the Sovetsky District of the city of Nizhny Novgorod.[1][14]
In the Regional Legislative Assembly, Balashov sits on three committees simultaneously — the Committee on Budget and Taxes, the Committee on Social Affairs, and the Committee on Economy, Industry, Support of Entrepreneurship, Trade, and Tourism.[1] The deputy reports the number of these committees' sessions in his annual reports.[6][7]

Biography and Education
He was born on October 28, 1971, in the selo of Naruksovo, Pochinkovskiy District of Gorky Region — in the south of what is now Nizhny Novgorod Region.[1][10]
In 1994 he graduated from the Nizhny Novgorod State Technical University with a specialization in "computers, complexes, systems, and networks," and in 1995 from the same institution with a specialization in "economics and enterprise management."[1][10][11] In other words, his first degree is in computer engineering and his second is in economics.
Since 2005 he has headed the local branch of the United Russia party in Sovetsky District of Nizhny Novgorod, and since 2006 has run the dental company Sadko.[1][10] In 2016 he was elected for the first time as a deputy to the Nizhny Novgorod Regional Legislative Assembly.[10]
The Sadko Clinics: A Deputy's Business
The parent company of the chain — Sadko Dental Development Center LLC (INN 5262146310, OGRN 1065262009230) — was registered in Nizhny Novgorod on February 1, 2006; its address is Beketov Street, 13.[12] The company has two branches in the city: the Sormovsky branch at Sormovskoe Highway, 20, and the Zarechny branch at Lenin Avenue, 67, building 1.[12]
There are two founders — Yuri Pavlovich Balashov and Vladimir Yuryevich Sokolov, with equal shares in the authorized capital (2 million rubles each, totaling 4 million), meaning each holds exactly half.[12] The publication "Govorit Nizhny Novgorod," examining the business interests of Regional Legislative Assembly deputies, likewise describes Balashov's stake in the Sadko dental clinic chain as fifty percent, and the company's revenue for 2023 as nearly one billion rubles (data as of April 2024).[2] According to the Unified State Register of Legal Entities, revenue for 2025 came to 1.2 billion rubles, net profit — 173.5 million rubles, average headcount — 214 employees; the company is listed in the small and medium enterprise register as a medium-sized enterprise.[12]
From 1 February 2006, Balashov himself was listed in the register as the company's director; from 5 December 2017 — Vladimir Yuryevich Sokolov; from 6 July 2023 — Anastasiya Gennadyevna Yanina.[12] In his deputy's profile and in various rankings, Balashov's position is still listed as General Director of Sadko Dental Development Center LLC.[1][3]
In addition to the parent company, Balashov and Sokolov are jointly listed as founders of other entities in the chain — Nizhny Novgorod Branch of the Sadko Clinic LLC at Varvarskaya Street, 8/22, Sadko Modern Technologies Clinic LLC, and Sadko Innovative Cosmetology Clinic LLC, also at Beketov Street, 13.[12][13]
Income and assets as declared for electoral purposes
The most detailed public declaration filed by Balashov pertains to the 2015 elections to the Nizhny Novgorod City Duma, in which he stood as a candidate in constituency No. 29 in Sovetsky District. According to the city electoral commission, his income for 2014 — 65.344 million rubles — was the highest among candidates in that constituency; the nearest rival declared 790,000 rubles.[13]
The same statement lists his sources of income — Sadko Dental Development Center, Nizhny Novgorod Branch of the Sadko Clinic LLC, and sole trader Balashov Yu. P. — as well as two apartments with a combined area of 213.2 sq. m, partial ownership shares in nine non-residential premises, a Toyota Land Cruiser 200 and a VAZ-21053, 36.793 million rubles in accounts across seven banks, and stakes in four Sadko and Novator companies.[13]
Work in the Legislative Assembly
Balashov sits on three Regional Legislative Assembly committees simultaneously, and he reports the count of their sessions in his annual statements. The committee with the highest number of sessions is the social affairs committee; the one with the highest number of items considered in 2025 is the economics committee.[6][7]
The main financial law of the region passes through the budget and tax committee on which Balashov serves. The Nizhny Novgorod Region Law of December 22, 2025, No. 176-Z, "On the Regional Budget for 2026 and the Planning Period of 2027 and 2028," set 2026 revenues at 336.4 billion rubles, expenditures at 366.2 billion rubles, and a deficit of 29.7 billion rubles; twelve amendments were made to the current budget over the course of 2025.[6]
Among the laws that the deputy cites in his 2025 report are: the law of February 7, 2025, No. 7-Z, which granted large families the right to visit state and municipal museums, parks of culture, and exhibitions free of charge on any working day, and the law of February 7, 2025, No. 8-Z, which added combat-disabled veterans and families of those killed in action to the list of those entitled to priority social services.[6] At the same time, a new holiday — Large Family Day — was established in the region.[6]
The economics committee, of which Balashov is a member, prepared amendments on tax incentives: halving the property tax rate for organizations listed in the data center registry, exempting newly commissioned gas supply facilities and multipurpose sports complexes with artificial ice from this tax, and extending the investment tax deduction to enterprises building rental housing for their employees and to metallurgical operations.[6]

Work in the constituency: public receptions and appeals
The second half of a deputy's work is the constituency. The deputy publishes the number of personal appointments and appeals to the public reception office annually, and over the four years of the seventh convocation both figures grew by more than one and a half times.[6][7][8][9]
The composition of appeals remains the same year after year: the most common requests concern landscaping, construction, and road repairs (30.34% in 2025) and healthcare and medical services (25%), with housing and utilities questions accounting for a notable share.[6][7]
The deputy cites examples of issues resolved in 2025 by name in his report: at the building at Gagarin Avenue, 52, a break in the drainage system that had been causing damp walls in apartments was repaired; at Admiral Vasyunin Street, 4/2, local roof repairs were carried out; a resident of the building at Rokossovskogo Street, 2/1 had an electricity meter installed following a request to the utility supplier.[6]
On 16 December 2025, a memorial plaque to the first headmaster of School No. 47 in Sovetsky District, Dmitry Aleksandrovich Petrushkin — a veteran of the Great Patriotic War — was unveiled on the school's renovated façade; the funds for the plaque were provided at the request of his granddaughter by Balashov and the chairman of the Nizhny Novgorod City Duma, Evgeny Chintsov.[6] A memorial plaque to Petrushkin's wife, Anna Aleksandrovna Fadeyeva, who headed Gymnasium No. 13 for nearly thirty years, was unveiled at the same location in May 2024.[6]

Over the past year we managed to resolve quite a few problems facing the residents of the district, related primarily to housing and utilities, urban improvements, healthcare, and other matters.
Yesterday I called the reception office about a ground subsidence and a sinkhole at 7 Beketov Street. They put up fencing by this morning.
Party work and charitable projects
Balashov has served as secretary of the local United Russia branch in Sovetsky District of Nizhny Novgorod since 2005 — longer than he has been a deputy.[1][10] He holds public reception hours not only in his own office but also at the party's public support headquarters, including alongside City Duma chairman Evgeniy Chintsov and State Duma deputy Yuriy Stankevich.[6][11]
Since 2008, at Balashov's initiative, the district has hosted the "Road of Kindness" festival, which provides assistance with the medical treatment of children with disabilities; the deputy oversees the "Our Children" charitable foundation, and families with many children as well as single-parent families in Sovetsky District receive New Year's gifts each year.[1][4][10][11] In 2017, at his initiative, the district project "Hero of Sovetsky District" was launched.[10][11]
A separate line of activity covers schools and institutions in the district: the "Hero" sports and patriotic celebration held at School No. 188, congratulations to young teachers at the district's preschool institutions, ceremonial assemblies at Schools No. 188, 49, 187, and 18, and congratulations to medical staff at Sovetsky District polyclinics and Nizhny Novgorod Infectious Disease Clinical Hospital No. 2.[6]

Rankings and ratings
The news agency "Nizhny Seychas" compiled a ranking of the influence and effectiveness of Legislative Assembly deputies six times during the convocation, assessing them on three criteria — influence, name recognition, and media activity.[3] In the final 2026 ranking, Balashov placed sixth with 255 points: 120 for influence, 50 for name recognition, and 85 for media activity — an improvement on his previous result.[3] Ahead of him were Assembly Speaker Evgeniy Lyulin (382 points), Vasiliy Sukhanov, Igor Tyurin, and Aleksandr Sharonov (310 each), Vladislav Atmakhov (295), Denis Bakiyev and Rustam Dosayev (285), and Aleksey Antonov (265).[3] Immediately behind Balashov came Aleksandr Tabachnikov (243), Tatyana Grinevich (230), Natalya Smotrakova (225), and Nikolay Upirvitsky (210).[3]
The same outlet, summing up the VII convocation, included Balashov among the 19 businessmen and top managers who defined the face of the regional parliament — alongside Aleksandr Barykov of the United Metallurgical Company, Yuriy Lebedev, Valeriy Antipov, and Vadim Pichugin.[5]
Also in the TOP are deputies Yuri Balashov, Aleksandr Tabachnikov, Natalya Smoтrakova, and Nikolay Upirvitsky. Having parliamentary opinion leaders on one hand helps Lyulin in his work, but on the other hand, under certain circumstances, it is precisely such deputies — together with the mid-ranking members who align with them — who can form a fronde on a matter of principle.
Those who come to power should be people who have established themselves in their professions.
Elections
In 2015, Balashov ran for the Nizhny Novgorod City Duma from constituency No. 29 in Sovetsky District.[13] A year later, on 18 September 2016, he was elected to the Legislative Assembly of Nizhny Novgorod Region from single-member constituency No. 8 (Sovetsky District) — that convocation brought 26 new deputies into the parliament.[14]
In the elections of 19 September 2021, Balashov was re-elected with 17,807 votes — the best result in constituency No. 8 — and in terms of vote count he ran nearly level with Assembly Speaker Evgeniy Lyulin, who received 18,087 votes in his own constituency.[15] Balashov's rivals in constituency No. 8 were Tatyana Grinevich (A Just Russia), Anatoly Rakochiy (Communists of Russia), Aleksandr Sidelnikov, Sergey Suslennikov (Party of Pensioners), and Aleksandr Chernigin.[16]
At the September 18–20, 2026 elections, according to preliminary data from Russia's Central Election Commission, Balashov was leading in constituency No. 8.[17] By party lists, United Russia received 52.97% of the vote in the Region, the CPRF — 15.8%, the LDPR — 11.52%, New People — 8.91%, A Just Russia — 7.13%; turnout for the Legislative Assembly elections was 60.82%.[17][18] The Central Election Commission scheduled the final announcement of results for September 25, 2026.[17]
