Valery Alexandrovich Antipov (born 3 August 1964, the village of Gugino, Lyskovsky District, Gorky Oblast) is a Nizhny Novgorod politician and businessman [1]. Deputy of the Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation, elected from single-member constituency No. 19, a member of United Russia [2][5]; deputy chairman of the committee on urban development, property and land relations [1]. A deputy of the regional parliament since 2002: the 7th convocation is his fifth in a row [1][4][5]. His primary place of employment is general director of the Nizhny Novgorod company OOO "Firma AKA" [1][2].
Biography
He was born in the village of Gugino, Lyskovsky District. In 1985 he graduated from the Maxim Gorky Gorky State Pedagogical Institute. From 1987 to 1997 he worked as a physical education teacher at School No. 14 in Nizhny Novgorod, after which he moved into business: in 1997-2000 he was commercial director of OOO "AKRUS-NN", in 2000-2001 commercial director of OOO "Invest N", in 2002-2004 director, and in 2004-2006 general director of ZAO "ROOM" [1].
Since 22 November 2006 he has been general director of OOO "Firma AKA" [3]. In his deputy profile and in press dossiers this position is listed as his primary place of employment [1][2].
Outside parliament
OOO "Firma AKA" (TIN 5260031232, PSRN 1025203028157) was registered on 6 October 1993 in Nizhny Novgorod at 4 Garazhnaya Street. Its principal activity is the leasing and management of own or leased non-residential real estate (OKVED 68.20.2). The company has held micro-enterprise status since 1 August 2016; according to 2023 data it had two employees. Revenue for 2025 amounted to 4.1 million rubles, with a loss of about 150 thousand rubles, and total assets of 21 million rubles. The firm has two individual founders — Antipov himself and Lyudmila Antonovna Teplova; it holds a registered active trademark, "Podkova" ("Horseshoe") [3].
Besides business, Antipov chairs the board of the Nizhny Novgorod regional branch of the "Union of Pensioners of Russia" [1][4]. Within the party structure, he is listed as head of the group for protecting depositors and shareholders in Nizhny Novgorod Oblast [2].
In the Legislative Assembly
Antipov has been elected to the Legislative Assembly of Nizhny Novgorod Oblast since 2002: his deputy profile lists the convocations of 2002-2006, 2006-2011, 2011-2016 and the convocation that began in 2016 [1], and in September 2021 he joined the 7th convocation [5]. He always runs not on the party list but in a single-member constituency [4]. In the 7th convocation this is constituency No. 19 [2][5]; he had also won in the same constituency in the 2010 intra-party primary, when voting took place in the Pilninsky, Lyskovsky, Sechenovsky, Knyagininsky, Spassky and Vorotynsky districts that make up the 19th electoral constituency [7]. His deputy's reception office is located in Lyskovo at 23 Lenina Street [1][2]. In the election held from 17 to 19 September 2021, Antipov received 32,082 votes in the constituency [5].
His committee specialization has changed over time. As of August 2019, Antipov was deputy chairman of the committee on state authority of the oblast, local self-government and regulations [4]; in the 7th convocation he holds an equivalent position on the committee on urban development, property and land relations [1].
Public work in the constituency centers on social facilities: repairs to socially significant sites, the purchase of children's play structures and shade canopies for kindergartens, and help acquiring playground equipment first in Deyanovo, then in Belovka. The district newspaper describes the construction of a sports facility in Pilna as the deputy's dream rather than a completed project. On Antipov's initiative, as part of the "Healthy Sight" project, specialists from the Nizhny Novgorod ophthalmology clinic "Vizus" have repeatedly visited the district to provide free eye examinations for residents, and with his support free operations were performed for them. Antipov is the author of a legislative initiative on measures of social support for teaching staff working and living in rural localities and workers' settlements of the oblast [4]. On 3 October 2024, together with the chairman of the Legislative Assembly Yevgeny Lyulin, he inspected the progress of major repairs at School No. 2 in Lyskovo [6].
His awards include a Certificate of Honor from the Federation Council of the Federal Assembly of the Russian Federation and the third-degree medal "Benefactor of the Nizhny Novgorod Land" [4].
Primaries and ratings
In November 2010, in United Russia's intra-party vote ahead of the elections for the 2011 convocation, Antipov received 1,124 votes out of a possible 1,278 — voting was held from 12 to 14 November in the six districts of the constituency [7].
In United Russia's 2021 preliminary vote, held online from 24 May (results published on 31 May), Antipov did not simply win but displaced a fellow faction member: in regional group No. 19 he defeated sitting Legislative Assembly deputy Vyacheslav Aksinin while also winning single-member constituency No. 19; he received 5,716 votes in the preliminary vote. Aksinin was not the only sitting deputy to fail to make the cut that time: Marina Emintseva took only third place in regional group No. 15, Vladimir Pakov defeated Nikolai Shkilev in group No. 18, and Irina Goncharova lost to businessman Igor Ruzankin in group No. 21 [8]. Aksinin ultimately kept his mandate and serves in the 7th convocation as general director of OOO "ZEFS-ENERGO" [9].
In the sixth influence rating of 7th-convocation Legislative Assembly deputies, published by the news agency "Nizhny Seychas" ("Nizhny Now") on 20 August 2026, Antipov placed 12th with 183 points (influence — 123, recognition — 40, information activity — 20) and was assigned to the "medium influence" group; his position rose compared with the previous edition. The rating contains no personal expert commentary about him [9].
