Dosaev Rustam Abdulkaderovich (born April 24, 1984) is a Nizhny Novgorod entrepreneur in shipbuilding, a deputy of the Regional Legislative Assembly of Nizhny Novgorod Region of the VII convocation (2021–2026), and head of the New People party faction [1][6]. He heads the United Shipbuilding Association, established in the region in 2024 [5]; in the 2026 influence rating of Legislative Assembly deputies compiled by the news agency "Nizhny Seychas" he ranks among the top ten [6].
Biography
Born April 24, 1984, he lives in Nizhny Novgorod. He graduated from the Volga State Academy of Water Transport [1].
From 2011 he headed the Elkom group of companies, engaged in the design, construction, and outfitting of vessels; the group's production sites were located at ship-repair yards in various regions of the country [2].
He is known for charitable work: he helped Nizhny Novgorod schools purchase equipment and sports gear, and organized school kickboxing and football tournaments. He is the father of three children [2].
Outside parliament
According to the "Encyclopedia of Candidates," by the time of the 2021 election Dosaev was listed as co-founder or head of 24 companies, 13 of which had by then been liquidated by the tax authorities [1][7].
In June 2021 he joined the New People party, explaining his choice by saying he was "independent of regional authorities" and not tied to local economic or political groups [2]. He headed the party's regional branch; on May 13, 2024, business ombudsman Pavel Solodky took over as head of the merged regional branch, while Dosaev became head of the regional political council [3].
On October 11, 2024, he took charge of the newly created United Shipbuilding Association in the region, which is to bring together the industry's regional enterprises — from Krasnoye Sormovo to Krasny Yakor; the association stated its task as analyzing the industry's problems and developing a strategy for its growth [5].
In the Legislative Assembly
In September 2021 he was elected for the first time as a deputy of the Legislative Assembly of Nizhny Novgorod Region — on the party list of New People, who entered the regional parliament for the first time; he became head of the party's faction [1][6][7].
