Biography and Education

Aleksey Alekseevich Kozhukhov was born on March 22, 1983, in the city of Gorky — the name by which Nizhny Novgorod was known from 1932 to 1990 [1][7][8]. He studied at the Russian Presidential Academy of National Economy and Public Administration, majoring in "State and Municipal Administration" [7][8].

His main occupation before his election to the Duma was in sports administration. In the election commission's documents in the summer of 2022, Kozhukhov's occupation was listed as deputy chairman of the Nizhny Novgorod regional branch of the OFSOO "Kudo Federation of Russia" [9]; by that time he had already spent seven years running his own project of children's sports sections and was known as an organizer of city and all-Russian tournaments [14]. He works and lives in Nizhny Novgorod; he holds office hours for constituents at the deputy's center at 4 Marshal Malinovsky Street [1].

Kudo and the "Center for Sports Education"

Kudo is a modern combat sport that combines striking and grappling techniques; bouts are fought in a protective helmet with a plastic face shield, and opponents are matched by a coefficient calculated from the athlete's height and weight. The International Kudo Federation, headquartered in Tokyo, has operated since 1981, and the Russian federation since 1993; kudo became an officially recognized sport in Russia by Ministry of Sport Order No. 502 of June 9, 2017. The regional branch of the federation has existed since 2011, and today more than 25 sections operate in the Region and in Nizhny Novgorod [16]. Kozhukhov has been part of the branch's leadership since its founding — since 2011 he has been deputy chairman of the board and head of the "Kudo School Nizhny Novgorod" network of clubs [8][14].

In 2015, Kozhukhov launched the project "Center for Sports Education and Supplementary Learning 'MY'" ("WE"), a network of paid children's sections with a unified set of programs. According to the project's description, it has 43 sections and 40 coaches: ten kudo sections in Nizhny Novgorod and seven in towns of the Region, nine rhythmic gymnastics sections, six acrobatics, four cheerleading, two each of mixed martial arts, kickboxing, and children's fitness, and one each of rope skipping and stretching. The center's base became the Nagorny Sports Palace, the Nagorny Sports and Entertainment Complex at 29 Gagarin Avenue [14]. By 2026, the network had grown to more than 35 sections with over a thousand children enrolled, and swimming and soccer had been added to the martial arts and gymnastics; enrollment in most sections begins at age four [15].

On December 20, 2017, the "Center for Sports Education" was named the best social project of the year by the government of Nizhny Novgorod Region. The award was presented by Deputy Governor Evgeny Lyulin, Minister of Industry, Trade, and Entrepreneurship Maxim Cherkasov, and the head of the city, Elizaveta Solonchenko [14].

A separate line of Kozhukhov's biography is the organization of competitions and sports festivals. For his active work in holding them, he has received commendations from Russia's Minister of Internal Affairs and from the head of the city, as well as a letter of gratitude from the head of Nizhny Novgorod, Ivan Karnilin, "For active participation in the sports life of the city of N. Novgorod and a significant contribution to the upbringing of the younger generation" [7][14].

On May 18, 2025, the Sports Palace "Yunost" hosted the interregional kudo tournament "Victory Cup," held in memory of Junior Sergeant Dmitry Klyukvin, a holder of four Orders of Courage. The tournament drew about 300 athletes from 15 regions of Russia and was part of the events marking the 80th anniversary of Victory. At the opening ceremony, Nizhny Novgorod Region's Minister of Sport, Dmitry Kabaylo, presented Kozhukhov with a letter of gratitude for his contribution to the development of kudo in the Region; City Duma deputy Vladimir Poddymnikov-Gordeev also took part in the ceremony [17]. Dmitry Klyukvin had been a student of the Nizhny Novgorod branch of the kudo federation and a winner and medalist of regional and national competitions; he was killed in 2023 and remains the only serviceman from Nizhny Novgorod Region to have been awarded four Orders of Courage [18].

Party Work

Kozhukhov is a member of the A Just Russia party and handles several lines of work within it: he chairs the council of the local branch in the Nizhegorodsky District of Nizhny Novgorod and is a member of the council of the regional branch [7]. In 2023, while serving as deputy chairman of the regional branch council, he took part in the reporting and election conference of the Nizhny Novgorod branch, was elected to the new composition of the regional council, and as part of the Region's delegation worked at the party's XIII Congress [4]; in 2024 he again took part in the reporting and election conference in the same capacity [5]. In the February 2023 ranking by the news agency Nizhny Seychas, he is named secretary of the bureau of the party's Nizhny Novgorod regional branch [30].

The name of the party and of the deputies' association changed over the course of Kozhukhov's work: in the reports for 2023 and 2024 the association is called "A JUST RUSSIA — PATRIOTS — FOR TRUTH" [4][5], in the report for 2025 it is "A JUST RUSSIA" [6]; on the City Duma website the association is listed as an association of the Socialist Political Party "A JUST RUSSIA — FOR TRUTH" [12].

Kozhukhov has been running party events in his electoral district since 2022. The project "We Don't Abandon Our Own!" collects and sends humanitarian aid and equipment; besides the party's deputies, it drew in the public organization "Border Brotherhood," the veterans' organization "Combat Brotherhood of Sormovo District," and the SMOTRA.RU portal [3][4][5]. The campaign "Time to Give Warmth," launched in 2023, collected clothing, shoes, toys, and furniture at the deputy's center: in April 2023, 65 boxes were taken to the "Nadezhda" social center in the Vetluzhsky District, and in November, children's items, board games, scooters, and bicycles went to the social services center in the urban-type settlement of Voskresenskoye, while clothing for adults went to the nursing home in the selo of Vozdvizhenskoye [4]. In 2024, about a thousand books collected by residents of the district were delivered to the library in the urban-type settlement of Pervoye Maya [5].

2022 By-elections

The seat for District No. 31 became vacant ahead of schedule: its previous holder, Tatyana Grinevich, had been elected a deputy of the Legislative Assembly of Nizhny Novgorod Region [8][9]. A by-election was scheduled for September 11, 2022. Kozhukhov became the first registered candidate in the district, as MK in Nizhny Novgorod reported on July 24, 2022; the outlet also listed those who had put themselves forward at the time: pensioner Tatyana Vlasova, entrepreneur Roman Kondratyev, Kozhukhov himself, Yevgeny Lazarev, president of the "NO COVID-19" foundation, security guard Aleksandr Sidelnikov, pensioner Igor Solovyov, and the temporarily unemployed Maksim Sorokin [9]. By election day the field of rivals had changed: among the seven candidates whose votes were counted by the commission, Vlasova and Lazarev are absent, while Andrey Artyushkin of United Russia and Mikhail Gorbatov of the Communist Party of the Russian Federation (KPRF) had appeared [8].

Kozhukhov won by a wide margin: 1,611 votes against 290 for his nearest challenger. The election results were published by the territorial election commission, and in his report for 2022 he thanked voters for their support [3][8].

Deputy of the Seventh Convocation (2022–2025)

In the seventh convocation, Kozhukhov worked on the standing committees on municipal services and on local self-government, and in 2023 he became head of the party's deputy group [3][4][5]. Summing up the first three months of his work, he named housing and utilities as voters' main request [10].

By the end of 2022, the road on Marshal Malinovsky Street had been repaired in his district and the "Galaktika" children's playground had been installed near building 7, block 1 on Vyacheslav Shishkov Street; plans for 2023 included the reconstruction of the hockey rink at School No. 49 and a workout area near building 4 on Marshal Malinovsky Street [3][10]. At the same time, Kozhukhov spoke about preparing methodological recommendations for apartment building councils and about training building activists [10]. This line of work grew into regular free seminars at the deputy's center: they are held weekly on Fridays and cover meter verification, land surveying of the adjacent territory, calculation of rent and utility charges, returns of substandard goods, and dealing with building management companies [29].

Beyond his district, the deputy took part in on-site meetings on citywide projects: in 2022, on the reconstruction of the "Oak Alley" in Sovetsky District and on the reconstruction of children's sports grounds on Marshal Malinovsky Street [3]; in 2023, on the improvement of Schelokovsky Khutor, where it was decided to set aside a zone for cyclists and scooter riders, move the benches into the green area, and reinforce the slope of the first lake, and at the Nizhny Novgorod Aeration Station, where construction deadlines were discussed [4]. In 2024, on behalf of the City Duma deputies, he congratulated Luhansk on its 229th anniversary and took part in the celebration marking the centenary of the Radiy stadium [5].

I am pleased to see residents becoming more and more involved in the affairs of our district. They actively put forward their own proposals and take part in discussions. Over the past year, five city projects were carried out, targeted assistance was provided, and many personal appeals were considered

City Duma of the First Convocation (since 2025)

In 2025, Nizhny Novgorod became a single urban okrug, and the City Duma was elected anew, as a Duma of the first convocation. Voting took place on September 14, 2025, in 39 single-member districts, and all 39 seats in the new Duma went to single-member deputies [31]. In District No. 31, Kozhukhov, nominated by the party A Just Russia — For Truth, won with 78.06% of the vote: only three of the 39 elected deputies received a higher share of the vote. His party has just two single-member deputies in the new Duma — Kozhukhov himself and Mikhail Evstifeev in District No. 35; by comparison, United Russia won 28 seats, the Communist Party of the Russian Federation (KPRF) five, the LDPR three, and New People one [11].

The party's deputy group in the Duma consists of the same two people and is headed by Kozhukhov; it is the smallest of the four groups [12]. The deputy's committee assignments have changed: instead of the city economy committee, he joined the committee on urban planning and architecture, keeping his seat on the committee on local self-government [1][6].

The first months of the convocation were taken up with the founding work of the new municipal entity. From September 15 to December 31, 2025, Kozhukhov took part in five of the six meetings of the committee on urban planning and architecture, which considered 21 items and adopted 21 decisions, and in nine meetings of the committee on local self-government, which considered 55 items, 44 of them draft Duma decisions, and adopted 55 decisions; a quorum was present at all meetings [6].

Electoral District No. 31

District No. 31 covers the upper, hillside part of Sovetsky District — buildings from the 1960s–1980s around Kuznechikha and new neighborhoods that have grown up in the 21st century. Its boundaries include the 60th Anniversary of October Boulevard and Academician Korolyov Boulevard, Heroes of Donbass Avenue, parts of Vaneev, Bogorodsky, General Ivliev, Marshal Malinovsky, Marshal Rokossovsky, Kozitsky, Hero Bykov, General Shtemenko, Academician Sakharov, and Academician Chazov streets, Vyacheslav Shishkov Street, and Novokuznechikhinskaya Street [2].

The other half of the district consists of new streets with "dacha-style" names: Abrikosovaya, Biryuzovaya, Brusnichnaya, Verbnaya, Vinogradnaya, Voznesenskaya, Vladimirskaya, Grushevaya, Druzhnaya, Izumrudnaya, Kashtanovaya, Kupecheskaya, Lazurnaya, Mechateley, Mramornaya, Pervoprokhodtsev, Pervotsvetnaya, Podkovnaya, Preobrazhenskaya, Pribrezhnaya, Prostornaya, Prokhladnaya, Pshenichnaya, Razdolnaya, Rassvetnaya, Romantikov, Serebryanaya, Sirenevaya, Tenistaya, Ternovaya, Troitskaya, Uyutnaya, and Tsvetnaya [2].

In addition to residential buildings, the district includes the villages of Kuznechikha and Novopokrovskoye, the "Prigorodny" training farm, the "Goluboy Ogonyok" horticultural partnership, the "Kolos" and "Pokrovskoye" individual developers' partnerships, the "Utechino" non-profit association, and two large hospitals — the Nizhny Novgorod Regional Children's Clinical Hospital and the specialized cardiac surgery clinical hospital [2].

Our electoral district consists mainly of Soviet-era neighborhoods, where the apartment buildings and kindergartens were built more than half a century ago and, of course, need repairs

— Aleksey Kozhukhov, July 2026 [24]

District funds: deputy's inquiry and city programs

The deputy's main tool in the district is the motivated request, through which money from the city budget is allocated to a specific institution or homeowners' association. In 2024, on Kozhukhov's requests, the district received 1,999,999 rubles 82 kopecks; the lion's share of that sum — almost 1.3 million rubles — was spent on cutting down hazardous trees and shrubs in the Sovetsky District, and another roughly 600 thousand went toward clearing self-seeded undergrowth and uprooting stumps between Vyacheslav Shishkov Street, Vaneev Street, and Bogorodsky Street [5].

The second line of work is city programs in which residents themselves decide by vote. Under the "It's Up to You" program, in 2023 the courtyard driveways leading to School No. 54 were repaired; in 2024, the asphalt surface and the road with a sidewalk near School No. 49 and a sidewalk with parking near School No. 187; in 2025, the driveway, parking, and sidewalk near Kindergarten No. 404 "Rostki" and the sidewalks in the village of Novopokrovskoye along Komsomolskaya and Vechernyaya Streets [4][5][6][23]. Under the "Formation of a Comfortable Urban Environment" project, in 2024 the area near buildings 7, 8, 9, and 10 on Bogorodsky Street was landscaped, and a hockey rink appeared next to building 12; the ravine between Bogorodsky and Admiral Vasyunin Streets and the block bounded by Vaneev, Bogorodsky, and Vyacheslav Shishkov Streets were put forward for discussion as the next phase [5].

Work with the building management company and the district administration goes on outside the budget: cutting down hazardous trees at dozens of addresses every year, installing benches at pensioners' requests, installing hemispherical bollards, replacing information boards in building entrances, delivering fertile soil for front gardens, new windows in the stairwells of building 8/1 on Vyacheslav Shishkov Street, and repairs to the roof vent caps of building 4 on Kozitsky Street [3][4][5].

The District, Day by Day

Kozhukhov cleaned the Kriukhinsky Ravine between Bogorodsky Street and Admiral Vasyunin Street together with the District administration and residents in August 2025. According to him, this area has been known since the mid-19th century, and the linden alley there was planted by the residents themselves in the 1970s, when the surrounding microdistricts were being built up [21].

In the winter of 2026, when January brought more than two and a half times the monthly norm of precipitation, the deputy, together with Regional Legislative Assembly deputy Tatyana Grinevich, fellow party members, and residents, cleared snow from the sidewalk and roadway by buildings 3 and 4 on Marshal Malinovsky Street [22].

Kindergarten No. 404 "Rostki" is a regular stop in his work: in December 2025 the deputy gave the kindergarten a snow blower, and in July 2026, at his request, funds were allocated from the city budget to repair the serving room and the restroom in the tenth group [23][24]. In June 2026, at the request of Lyubov Abramova, chair of the "Novopokrovskoye" partnership, he arranged the delivery of sand to level the playground in the village — the very one where New Year's performances for local children are held every year [25]. A similar story occurred a year earlier: in the summer of 2025, at the request of residents of buildings on Rokossovsky and Vyacheslav Shishkov Streets, certified sand was delivered to the courtyard sandboxes [3].

The deputy's targeted assistance is described by name in his reports: a support cane for Lyudmila Vasilyevna, a set of seeds for Nina Viktorovna, mock-orange shrubs by building 10 on Bogorodsky Street, microphones with stands for the "Optimists" choir of the Sovetsky District organization of the All-Russian Society of the Disabled, and a vinyl record player for the veterans' organization "Kuznechikha-2" [5]. A separate story is that of Adeliya Voronova, a Nizhny Novgorod resident whose prosthesis was hindering her from walking: after an examination and a medical commission, the request was sent to the Social Fund of Russia, and the woman was provided with a new modular prosthesis; the deputy visited her and brought food for the cats she looks after [28].

At the deputies' center on Marshal Malinovsky Street, there is a permanent library with a book and magazine exchange, free newspapers and legal booklets are handed out, and workshops on knitting, sewing, and making soft toys are held [3][4][5][6]. The veterans' organization "Kuznechikha-2" holds themed evenings here: Boldino Readings for the 225th anniversary of Pushkin's birth, Yesenin Readings for the 130th anniversary of the poet's birth, and checkers and chess tournaments [5][6].

  • annual New Year's gifts for pensioners, people with disabilities, and large families: more than 5,000 in 2022, more than 3,000 in 2023 and 2024, and more than 2,500 in 2025 [3][4][5][6];
  • courtyard New Year trees: more than 1,450 children in 2022, more than 1,500 in 2023, and more than 1,600 in 2024 [3][4][5];
  • Easter cakes (kulich) for 2,000 pensioners of the district every year [4][5];
  • the nationwide "Wish Tree" campaign at the City Duma: ice skates for nine-year-old Artyom in 2023, a smart speaker for fifteen-year-old Ivan in 2024, and a winter suit and boots for Aksinya and ice skates for Bogdan in 2025 [4][5][6];
  • assistance for a girl named Sofia, who came from Donetsk: school supplies for the new school year in 2023 and tickets to the "Swan Lake" gymnastics show in 2024 [4][5].

This area has been known since the mid-19th century as Kriukhinsky Ravine, probably because of the winding stream that flows along its bottom. In the 1970s, when the surrounding microdistricts were being actively built up, local residents planted a beautiful avenue of linden trees, which still delights the eye and provides coolness on hot days

— Aleksey Kozhukhov on a cleanup day in the district, August 11, 2025 [21]

In the first month of the year, more than 2.5 times the normal precipitation fell. And in such difficult weather moments, it is important to act together. People are ready to come out and clean up not under compulsion, but of their own free will

— Aleksey Kozhukhov, February 2, 2026 [22]

Memory of the War and Veterans

Work with veterans' organizations is a separate line of the deputy's activity. In March 2025, he presented the jubilee medals "80 Years of Victory in the Great Patriotic War of 1941–1945" and commemorative gifts to veterans of the district — Aleksandra Ershova, Tamara Valutina, Aleksandr Ivanov, Fyodor Migunov, Vera Strulyova, and Nikolay Gushchin [27].

Also in March 2025, the veteran Vasily Afanasyevich Kuznetsov, who lives in the district, celebrated his hundredth birthday. He joined the Soviet Army in 1943 as a seventeen-year-old, served in the Far East, reached Harbin, and was demobilized in 1950 with the rank of senior sergeant; since 2005, he has given lectures about the war at educational institutions. Kozhukhov congratulated him at home [26].

The annual places of remembrance in the district and nearby are the Alley of Memory and Glory in Sovetsky District, with its monument to Marshal Rokossovsky, where Victory Day rallies are held, and the Mass Grave at Marina Roscha Cemetery, where the deputy comes on June 22, the Day of Remembrance and Sorrow [4][5]. In the village of Novopokrovskoye, Kozhukhov's fellow party members painted the monument to soldiers who fell during the Great Patriotic War and tidied up the memorial grounds [4].

Assessments and Visibility

In the monthly ranking of political influence and media activity compiled by the news agency "Nizhny Seychas," Kozhukhov appeared among the top hundred Nizhny Novgorod figures: in February 2023, he took 92nd place with 21 points and the description "deputy of the Nizhny Novgorod City Duma, Secretary of the Bureau of the Nizhny Novgorod Regional Branch of the 'SRZP' party" [30].

The deputy's own public profile rests on his district: he calls his working pages on VKontakte and Odnoklassniki the main channel for receiving citizens' appeals, and he reads his annual report in person to residents at the deputy center [3][19][20].

Offices

Kozhukhov receives constituents at two locations in Nizhny Novgorod: at the deputy center at 4 Marshal Malinovsky Street in the Sovetsky District (on the first and third Tuesday of the month from 12:00 to 14:00; the center itself is open Monday through Friday from 10:00 to 17:00) and at the party office at 12I Bolshaya Pokrovskaya (on the second and fourth Thursday of the month, same hours) [1][6].
