Yelevaya Zavod was a former rural settlement in the Mikhaleninsky Selsoviet of Varnavinsky District, Nizhny Novgorod Region. It was abolished effective 1 January 2027 under a law signed by Gleb Nikitin in August 2026.[2]
Abolition
The grounds for liquidating the settlement were the long-standing absence of registered residents and of any real estate owned by individuals or legal entities.[4] According to available information, the last registered resident had died more than 20 years before the decision was made.[1] Deputies of the Nizhny Novgorod Region Legislative Assembly approved the corresponding changes in July 2026; the laws take effect on 1 January 2027.[2]
The abolition of Yelevaya Zavod was part of a broader administrative reform: at the same time, the villages of Karavayevo and Village of Oskordino in the Smolkovsky rural council of Gorodetsky District (municipal okrug) ceased to exist — they were merged into the village of Smolki so as to qualify for the regional gasification program. In addition, the village of The Village of Yagodnoye in the same district gained the status of a "selo" (larger village), while the village of Sosnovskoye Village in the Nikolo-Pogostinsky rural council was reclassified as a khutor (hamlet).[3]
Context
Over the past two decades, around 120 settlements with no permanent population have ceased to exist in Nizhny Novgorod Region.[1] Yelevaya Zavod joined this list as a settlement that had, in effect, stood empty long before its formal removal from the register.
