Yelevaya Zavod — a former rural settlement in Mikhaleninskiy rural council of the Varnavinskiy District of Nizhny Novgorod Region. It was abolished on 1 January 2027 under a law signed by Governor Gleb Nikitin in August 2026.[1]

Abolition

The grounds for the settlement's liquidation were the prolonged absence of registered residents and of real estate owned by natural or legal persons.[1] According to available information, the last registered resident had died more than 20 years before the decision was made. Per records of the MO MVD Russia "Krasnobakovskiy," one person had been registered in the settlement since 29 May 1989; that person died in 2003. According to a certificate from the local administration, no residential buildings were listed on the household register in the settlement, and no information on registered property rights existed either.[6][2] The corresponding amendments were approved by deputies of the Regional Legislative Assembly of Nizhny Novgorod Region in July 2026; the laws take effect on 1 January 2027.[1]

The abolition of Yelevaya Zavod was part of a broader administrative reform: at the same time, the village of Karavaevo and Oskordino in Smolkovsky rural council of Gorodetsky District ceased to exist — they were merged into the selo of Smolki in order to participate in the gas-supply extension program. Simultaneously with Yelevaya Zavod, two other villages in Varnavinskiy District — Prudovka and Antanikha — were not abolished but changed their status, becoming khutors.[3] In addition, The Village of Yagodnoye in the same district was granted selo status, while Sosnovskoye Village of Nikolo-Pogostinsky rural council was reclassified as a khutor.[4]

Context

Over the past two decades, around 120 inhabited localities in Nizhny Novgorod Region have ceased to exist, having been left without any permanent residents.[2] Yelevaya Zavod has joined this list as a locality that had effectively been abandoned long before its official removal from the register.
