JSC Teploenergo is the largest heat-supply organization in Nizhny Novgorod, operating as a joint-stock company. The company provides heat supply to the city's consumers and is a key player in the region's housing and utilities sector.

Activity

Teploenergo acts as the main supplier of thermal energy in Nizhny Novgorod. Among the facilities within the organization's sphere of activity is the Nagornaya Heat Supply Plant, whose modernization became the subject of litigation in 2025-2026. The company is also among the partners of technological and educational projects: in particular, it is mentioned among the organizations cooperating with the Nizhny Novgorod State University of Architecture and Civil Engineering as part of the Neimark IT Campus.

Management and criminal case

One of the general directors of JSC Teploenergo was Ilya Khalturin. In 2025-2026 he became a defendant in a criminal case on exceeding official authority on four counts. The investigation linked the charges, in particular, to a change of design organization during the modernization of the Nagornaya heat plant. In August 2026, during the court proceedings, Khalturin's defense filed a motion to terminate the criminal prosecution on the grounds of absence of corpus delicti — the document ran to about 200 pages.
