JSC "Obyedinyonny kommunalny operator" (JSC "OKO") is a Nizhny Novgorod utility company and the largest supplier of heat, hot and cold water, and wastewater services in Nizhny Novgorod. The company operates more than 1,700 km of heat networks in the Sovetsky, Sormovsky, Kanavinsky, Nizhegorodsky, Prioksky, Moskovsky, and Leninsky Districts of Nizhny Novgorod, as well as nearly 3,400 km of water supply and wastewater networks across all city districts.[5] It was registered on 22 December 2006 through the reorganization (conversion) of the municipal enterprise "Teploenergo".[3] The current name has been in use since 12 November 2025 — previously the company operated under the name JSC "Teploenergo".[2] The sole founder is the municipal entity — the urban district of the city of Nizhny Novgorod.[3] Legal address: 14 Bulvar Mira, Nizhny Novgorod.[2]

History and Reorganization

The company traces its history to the municipal enterprise "Teploenergo", which was converted into a joint-stock company in December 2006.[3] In 2025, a large-scale reorganization took place: from 1 October 2025, JSC "Nizhegorodsky Vodokanal" was merged into JSC "Teploenergo" through universal succession, with all rights and obligations of the water utility transferring to "Teploenergo".[2] On 12 November 2025, the merged company received a new name — JSC "Obyedinyonny kommunalny operator" (JSC "OKO").[2] As of 2026, the legal entity is undergoing further reorganization through the merger of additional legal entities into it.[3]

Operations

The company's primary activity is the generation of steam and hot water (thermal energy) by boiler houses; in addition, the company provides cold water supply and wastewater disposal.[3] According to the 2025 financial statements, the company's revenue amounted to 17.8 billion rubles (a 26% increase), net profit was 252.4 million rubles, assets reached 46 billion rubles, equity stood at 7.8 billion rubles, and fixed assets totaled 33.6 billion rubles.[3] The authorized capital is 1.447 billion rubles.[3] Through the public procurement system, the company has concluded over 14,300 contracts totaling more than 52.1 billion rubles.[3]

Among the information systems deployed are electronic document management platforms LanDocs (since 2021) and Directum RX (since 2024), the Directum Projects project management system (since 2023), and the CityCom geoinformation platform (since 2026). For the diagnostics of underground pipelines, JSC OKO uses robotic systems capable of inspecting water-filled, silted, and clogged pipes; three such devices can build 3D models of networks with millimeter-level accuracy, enabling precise assessment of pipe conditions and maintenance planning. In preparation for the heating season, 79 of the company's 116 boiler houses were overhauled, and more than 1,700 sections of heat networks underwent pressure and integrity testing.[8] Pilot operation of the robotic systems is being conducted on a section of the collector on Permyakova Street; similar equipment had previously been used by utilities in Moscow and Saint Petersburg.[8][6] From September 2026, JSC OKO switched to independent calculation of charges and generation of payment documents for cold water supply and wastewater disposal services: residents of apartment buildings in Moskovsky District were among the first to receive the new payment notices.

Upon the transition to direct billing, cold water charges automatically appear in subscribers' personal accounts on the operator's digital platforms; homeowners who had not previously switched to direct contracts for heating and hot water must, after receiving their first invoice, manually add the new account number to their profile, or expedite the process by submitting an application through the management company or homeowners' association.[10][5][4]
