The 2026–2027 heating season in Nizhny Novgorod officially began on 21 September 2026, when Mayor Yuri Shalabayev signed the relevant decree.[1] The rollout was phased — heat was first supplied to social institutions, then to residential buildings and industrial enterprises.[2]

Preparation and regulatory conditions

Under federal legislation, the heating season begins after the average daily air temperature has not risen above +8 °C for five consecutive days.[3] Trial firings at the city's boiler houses were scheduled for the period from 1 to 15 September.[3] By 17 September, JSC "Obyединenny Kommunalny Operator" (JSC "OKO"), which manages the bulk of the city's heat supply, had connected heating — on request — to more than 20 kindergartens, hospitals, and sanatoriums.[1]

In early September, some Nizhny Novgorod residents began complaining about the cold in their apartments: on the night of 8 September the temperature dropped to +8 °C, and during the day hovered around +13–14 °C. The city administration at the time held off on an early start to the heating supply, citing forecasts of a return to warmer weather — meteorologists had promised temperatures of up to +20 °C by 10 September.[3]

Launch and heat supply procedure

From 21 September, the heat carrier began flowing first to schools, hospitals, and kindergartens, after which it was directed to residential buildings, public buildings, and industrial enterprises.[4] Mayor Shalabayev cautioned that the system does not warm up instantly: time is needed to fill the networks with the heat carrier and to bleed air locks from the risers.[2]

According to Dmitry Sivokhin, General Director of JSC OKO, drawing on experience from previous years, more than half of heat sources are brought online in a single day, while the remaining boiler rooms require an additional two to three days. To ensure rapid response to any potential issues at the initial stage, emergency repair crews were placed on enhanced standby duty.[4] From September 21 to October 5, a hotline was in operation: contact details for utility supply organizations and housing management companies in Nizhny Novgorod and Kstovsky District were published on the City Hall website.[4]

For comparison: the previous year's heating season began on September 23.[3]

Incidents and complaints

The start of the season was not without utility incidents. In particular, in September 2021, when heat was switched on in building No. 8/7 on Gorlovskaya Street, a heating pipe burst: boiling water gushed out for an hour and a half to two hours, and a sharp odor spread through the entryway. The building was managed by housing management company OOO GUD. The building's senior resident, Margarita Soboleva, filed complaints with the administration of Sovetsky District and City Hall, but more than a day later the situation remained unresolved.[5]

Temperature standards during the heating season

In residential rooms during the heating season, air temperature must be no less than +18 °C (in corner rooms — no lower than +20 °C), in kitchens — +18 °C, in bathrooms — +20 °C, in stairwells and common corridors — no lower than +16 °C. Heating interruptions are permitted within established norms: no more than twenty-four hours in total per month; and no more than sixteen hours in a single instance, taking into account the actual temperature in the premises.[6]
