The Neimark IT Campus is a world-class interuniversity educational complex in Nizhny Novgorod, construction of which began in the spring of 2023. The first phase was completed in 2025; the opening of the second phase is planned for 2025–2026.
Structure and location
The project is designed for two sites. The first is located in the area of Bolshie Ovragi Street, where the first phase saw the construction of 18 buildings for more than 1,300 students. Accommodation in the student cottages at the campus's first site starts at 12,000 rubles per month.[1] The second site is on the grounds of Lobachevsky University: it provides for two buildings for 4,000 people and an educational building with a sports and wellness block. At the second site, on Gagarin Avenue, two dormitories are being built: the square-shaped, 12-story "Kare" hotel and the "Seven Towers" complex, consisting of 22- and 23-story high-rises.[1]
Education and partners
Instruction is offered in five areas jointly with partner universities: HSE University, NSTU, Lobachevsky University, and NNGASU. NNGASU is one of the campus's five core partner universities. In February 2024, the Nizhny Novgorod branch of the Higher School of Economics and Neimark signed an agreement to create the first network-based higher education program, "Artificial and Augmented Intelligence Technologies"; the bachelor's program is delivered at HSE University, and graduates receive a multi-diploma from all participants in the educational program. The IT campus brings together more than 100 industry partners, forming a unified ecosystem for training IT specialists.[2]
Role in the development of the region's IT industry
The campus is regarded as a key infrastructure project of the digital economy of Nizhny Novgorod Region. According to Governor Gleb Nikitin, the region ranks first in the country for the effectiveness of its support for the IT industry and, for the fourth year running, holds third place in Russia for software development and ICT services exports, behind only Moscow and Saint Petersburg. The Neimark IT Campus also plans to host an information security monitoring center.[5] An interuniversity student IT center has opened at Neimark — a space for the joint development of digital solutions, research, and the launch of startups; the center is equipped with a VR lab, 3D printers for prototyping, a media studio, and a coworking space, and is open to IT students from all Nizhny Novgorod universities.
The center's equipment may be used not only by IT students but also by faculty of the partner universities and by participants in campus events.[3] The VR lab of the interuniversity IT center is equipped with five virtual reality headsets for developing immersive solutions, as well as 37 laptops.[1] In the VR lab, visitors can get acquainted with "NEIMARK.
"Digital Universe" is Russia's first metaverse with training programs adapted for virtual reality, developed by the team of the autonomous nonprofit organization Gorky Tech together with the autonomous nonprofit organization "Project Office for the Development Strategy of the Nizhny Novgorod Region," the IT companies AVM Technology, and NEIMARK University; the virtual education center made it possible to begin instruction even before construction of the physical buildings was completed.[2] The center was created with a 25 million ruble grant received by a joint team from the Nizhny Novgorod campuses of HSE University and Lobachevsky University for winning the "Smart Campus" hackathon; the grant certificate was presented to the students by Governor Gleb Nikitin and Russian Deputy Prime Minister Dmitry Chernyshenko.
The campus is being built as part of the national project "Youth and Children" on the instructions of the President of Russia; the inter-university student IT center was opened as part of the federal project "Creation of a Network of Modern Campuses." Viktor Anisimov, Minister of Science and Higher Education of Nizhny Novgorod Region, described the center's task as building a "clear path of development for the student" — from first experiments in the coworking space to participation in industry projects and launching their own startups.[3] Full completion of campus construction is planned for 2028; the work is being carried out under a concession with the company "Development of Innovative Projects" (RIP).[1][2][4]
As of 2026, the acting rector of NEIMARK University is Dmitry Kolesnikov.[2]
