In October 2026, the Federal Autonomous Institution "Main Directorate of State Expert Review" (Glavgosexpertiza of Russia) issued a positive opinion on the construction of a hotel (Building No. 1) as part of the Neymark IT campus on Gagarin Avenue in the Sovetsky District of Nizhny Novgorod.[1][2] The opinion is dated March 12; information about it appeared in the GIS EGRZ.[3]

Facility specifications

The building is designed to be 11–12 stories tall and to accommodate 1,492 people.[3] It includes 712 rooms — single, double, and triple occupancy; 23 rooms are being fitted out for people with disabilities.[3] In the project documentation, the building's functional purpose is designated as a "building for temporary residence"; its official classification is a hotel with no star rating.[1] The building will be the second hotel building in the campus — the first 18 hotel-type buildings at the site on Bolshie Ovragi Street were opened in September 2025.[1]

Project participants

The developer is Razvitie Innovatsionnykh Proektov LLC.[1][2] The project documentation was prepared by several organizations: Sovremennye Intellektualnye Sistemy LLC, PB-GRUPP LLC, Proekt-Montazh LLC, Istoki LLC, NPO Geom LLC, Architectural Bureau Studio 44 LLC, Veles NN LLC, Edinyy Tsentr Zastroyshchika LLC, KB Segment LLC, and Proektnoe Byuro Budanova LLC.[1] The state expert review covered the project documentation and the results of engineering surveys.[2]

Context

The Nizhny Novgorod Region government concluded a concession agreement with the developer for the creation of the IT campus in October 2022.[1] The Neymark Campus is located at two sites: on Bolshie Ovragi Street above the ramp to the Metro Bridge, and on Gagarin Avenue next to the buildings of Lobachevsky University.[1] In addition to the hotel, the campus plans for the second site include academic buildings, sports halls, a swimming pool, food service establishments, and an information security monitoring center.[1][3] Earlier, the Nizhny Novgorod city planning ministry approved the architectural and urban-planning design of the campus's main academic building on Dalnyaya Street.[1]
