Nizhny Novgorod is one of the leading information technology centers in Russia, positioned by a number of institutes and regional authorities as the country's "IT capital."[3] The industry rests on a developed educational base, the presence of major technology companies, and state digital transformation programs.

The "Neymark" IT Campus

Construction of the world-class inter-university IT campus "Neymark" began in the spring of 2023. The project is planned across two sites: the first — in the area of Bolshiye Ovragi Street, where 18 buildings are planned for construction as part of the first stage; the second — on the grounds of Lobachevsky University), where two buildings for 4,000 people are envisaged, along with an educational building housing a sports and fitness complex and a conference center. The total area of the facility will exceed 216,000 sq. m, and it will create around 5,500 places for study in digital professions.[1] The campus is named after Yuri Neymark, founder of the Nizhny Novgorod school of cybernetics and computational mathematics.[1]

In February 2024, a presentation of the project was held at the Mayak Academy, attended by Maksut Shadayev, Russia's Minister of Digital Development, Communications and Mass Media, and Gleb Nikitin. Shadayev described the campus as "a point of development for the entire region."[1] The buildings are located in the center of the city, in scenic spots; the lecture hall is designed with panoramic glazing offering a Strelka). The campus's residential district is planned to be connected to the embankment by a funicular.[1]

Education and Workforce Training

IT specialists in the city are trained, among others, by the Institute of Information Technologies of NNGASU (IIT), which offers more than 150 state-funded places annually. The institute runs programs in "Information Systems and Technologies," "Applied Informatics," "Software Engineering," "Innovation Studies," and other fields. IIT's partners include Russian Federal Nuclear Center — All-Russian Research Institute of Experimental Physics), Sberbank, "Atomenergoproekt", and Teploenergo))".[3] NNGASU is among the five core partner universities of the Neimark IT Campus, whose opening is scheduled for 2025–2026.[3]

The CIPR Conference

The annual "Digital Industry of Industrial Russia" (CIPR) conference is held in Nizhny Novgorod and is positioned by its organizers as the leading business event on the digital economy and technology in Russia. Over more than ten years of existence, the forum has become a platform for dialogue between government and business representatives on digital transformation issues. CIPR features business sessions, international meetings, hackathons, the citywide "Tech-Friendly Weekend" festival, and the annual "CIPR Digital" award.[4] Honored guests of the conference have repeatedly included Prime Minister Mikhail Mishustin, Minister of Digital Development Maksut Shadayev, Governor of Nizhny Novgorod Region Gleb Nikitin, and the heads of Russia's largest corporations.[4]
