On November 2, 2026, Ramil Nezhmetdinov was appointed director of Neymark University, a Nizhny Novgorod IT university that is part of an inter-university IT campus being developed under the national project "Youth and Children." The cost of the IT campus under construction in Nizhny Novgorod, of which Neymark University is a part, exceeds 40 billion rubles.[1] The appointment was announced in his channel by the Governor of Nizhny Novgorod Region, Gleb Nikitin, who called it an "important personnel decision" on which the development of IT education in the region largely depends.[2][3]

Biography of the new director

Ramil Nezhmetdinov is a native of Nizhny Novgorod Region, a Doctor of Technical Sciences, and a laureate of the Russian Government Prize in Science and Technology.[2] He has more than 20 years of experience in engineering education: he rose from lecturer to professor at Moscow State University of Technology "STANKIN" and then headed the Advanced Engineering School.[2][4] Nezhmetdinov takes part in popular-science projects and is a member of the methodological commission of the National Technology Initiative Olympiad.[3]

Objectives and context of the appointment

According to Governor Gleb Nikitin, Neymark University is not a classic university model but a networked ecosystem focused on training in-demand IT specialists and creating a unified educational path of "school — university — industry."[2] The new director has been tasked with bringing science, industry, and education together and creating a "breakthrough educational model" that would lead a strong applicant to choose Neymark.[4]

Before Nezhmetdinov, from July 2025 to May 2026, the IT university was headed by Gulnara Bikkulova. At the time of Nezhmetdinov's appointment, the university had a dual leadership: since March 2026, Dmitry Kolesnikov had served as acting rector of "Neimark".[1][2]
