Nizhnovenergo is a distribution grid company that transmits electricity through electrical networks and connects consumers to the power grid infrastructure of the Nizhny Novgorod Region. It operates as a branch of PJSC Rosseti Centre and Volga Region.[1]

Operations

The company provides electricity transmission through distribution networks and connects new consumers to the region's power supply infrastructure. In the 2020s, Nizhnovenergo, as the system-forming territorial grid organization (STSO), is required to take over formerly ownerless power facilities on a gratuitous basis; the Nizhny Novgorod Committee for Municipal Property Management (KUGI) is transferring 2,670 such facilities to the branch, though the process has been accompanied by litigation: the parties cannot agree on the terms of the transfer, including the allocation of costs for repairs, modernization, and disposal of the assets. Nizhnovenergo's position in the dispute with KUGI is that the 2,670 contested items are not ownerless — they belong to the municipality; the branch insists on its right to accept facilities only in proper technical condition, to retain the right to write off assets, and to place the costs of dismantlement and disposal on the municipality.

As of March 2026, completion of the transfer of municipal power facilities was not expected before January 1, 2027: city authorities had hoped to resolve the matter as early as January 2026, but litigation over Nizhnovenergo's claim to settle the dispute was ongoing; until the transfer takes place, the burden of maintaining these networks falls on the municipal budget.[2][2][2] The branch is headed by Fyodorov Dmitry Gennadyevich, Deputy Director General of PJSC Rosseti Centre and Volga Region, serving as Director of the Nizhnovenergo branch.[1][3] In November 2025, during a working visit to Bogorodsky Municipal District, Dmitry Fyodorov reported that over the first ten months of the year the number of technical failures in 6–10 kV networks had decreased by 30% compared to the same period in 2024; under the branch's production program, 40 km of wiring had been replaced with self-supporting insulated cable, 64 hectares of overhead line corridors had been cleared, and 94 transformer substations had been repaired.[3]

Connections with Nizhny Novgorod organizations

The company had a separate subdivision called Energosbyt. In 1999, Igor Bykanov was appointed advisor to the director of the Energosbyt subdivision and subsequently became its first deputy director; in 2002 he moved on to become Director General of JSC Dzerzhinsk Combined Heat and Power Plant.[1] Additionally, Vladimir Vyunov worked at Nizhnovenergo at various times, and later headed the Federal State Institution "Office of State Energy Supervision for the Volga Region" and the regional directorate of Gosenergonadzor for the Volga Federal District.[1]
