The Administrative and Technical Inspectorate of Nizhny Novgorod (official name — MKU "Administrative and Technical Inspectorate of the City of Nizhny Novgorod") is a municipal government institution that monitors compliance with requirements in the area of urban improvement, sanitary condition, and technical use of the city's territories.
Activities
The inspectorate's powers include issuing permits for work affecting the urban environment, including the demolition of capital construction structures. In January 2024 the ATI issued OOO "Impulse" a permit to demolish the building of the former Impulse cinema and install a temporary fence in its place; the work was required to be completed by June 1, 2024.
The inspectorate applies administrative enforcement measures against violators of urban improvement requirements. In the 2020s the ATI nearly doubled its revenue from fines, partly thanks to the mobile "Dozor" photo and video recording systems operating automatically in various districts of the city. The use of such systems is regarded as a tool for combating illegal dumping of waste, alongside unmanned aerial monitoring deployed at several sites in the region.
