The Department of Administrative, Technical, and Municipal Control of Nizhny Novgorod is a body of the Nizhny Novgorod city administration that carries out municipal control in several areas of city life. Powers and Types of Control

The department's official page lists the following types of municipal control: land, housing, and forest control; control over road transport, urban surface electric transport, and the road system; control in the sphere of urban improvement; and control in the area of protection and use of specially protected natural areas of local significance.[1]

Control activities are carried out in accordance with Federal Law No. 248-FZ, which provides, alongside inspections, for preventive measures — compliance guides, lists of risk indicators, reports, and self-assessment materials. Role in the Regulation of Paid Parking

In 2026, the department served as one of the sources of justification for raising fines for nonpayment of paid parking in Nizhny Novgorod. According to the agency, in early 2026 the city budget fell short of its expected revenue from paid parking lots, which became one of the reasons for tougher penalties. In 2025, paid parking brought the budget about 182 million rubles: roughly 76 million from payments for parking spaces and about 106 million from collected fines.
