On 15 September 2026, increased fines for unpaid parking at paid parking lots came into force in Nizhny Novgorod. The legal basis is a law of the Nizhny Novgorod Region dated 4 September 2026, No. 141-Z, which amended Article 3.10 of the regional Code of Administrative Offences.[1][2]

New Fine Amounts

For a first offence — parking without payment on public roads — citizens face a fine of 3,000 to 5,000 rubles, officials face 9,000 to 15,000 rubles, and legal entities face 27,000 to 45,000 rubles. For repeat offences the amounts are fixed and higher: citizens will pay 5,000 rubles, officials 15,000 rubles, and organisations 60,000 rubles.[3][1]

Before the new rules took effect, the maximum fines were significantly lower: up to 2,000 rubles for citizens, up to 5,000 rubles for officials, and up to 15,000 rubles for legal entities. The maximum penalty has thus more than doubled.[4]

Context and Background

Nizhny Novgorod has around 100 paid parking facilities with a combined capacity of approximately 5,800 spaces, established under a concession agreement between the City Hall and the company MegaFon. In 2025, paid parking generated approximately 182 million rubles for the city budget: around 76 million from parking fees and around 106 million from collected fines.[4] According to the city's Department of Administrative, Technical and Municipal Control, the changes were driven in part by a decline in cash receipts: in early 2026 the budget fell short of expected revenue from paid parking.[5]

In parallel with the tightening of parking fines, an AI-based monitoring system was introduced in spring 2026: it recognizes fully or partially concealed license plates and automatically generates penalty notices.[1][2] In addition, the regional Ministry of Transport was considering giving drivers a day to pay for parking after they began their stay — this initiative was under discussion before the new rules came into force.[2]
