The Ministry of Transport of Nizhny Novgorod Region is a regional executive authority that carries out government administration in the field of transportation and transport infrastructure in Nizhny Novgorod Region.

Activities

The ministry takes part in coordinating the work of the region's municipal transport enterprises. In particular, together with the administration of Dzerzhinsk, the ministry has begun preparing a financial model for MUP Express, intended to determine ways of bringing the enterprise out of crisis, as well as developing additional routes for it. The Ministry of Transport of Nizhny Novgorod Region held a meeting in Dzerzhinsk on the operation and recovery of MUP Express: Minister of Transport Leonid Samukhin stated that immediate measures were needed to stabilize the situation at the enterprise, and an audit involving the heads of Nizhegorodpassazhiravtotrans and Nizhegorodelektrotrans was scheduled for the near future.[2] In 2026, the expenditures of the Ministry of Transport of Nizhny Novgorod Region rose by 3.496 billion rubles at the expense of the federal budget: the funds were allocated to compensate for the rising cost of materials under the concession agreement for modernizing electric transport in Nizhny Novgorod; in addition, the regional budget allocated 223 million rubles as co-financing. According to Deputy Minister of Transport and Roads Denis Ryabinin, federal support will make it possible to complete the construction part of the concession in 2027–2028.[1][1]

The ministry works with federal carriers: the press service of the Gorky Railway and the regional Ministry of Transport jointly announced the assignment of additional suburban electric trains on the Nizhny Novgorod — Mokhovye Hills route beginning September 1, 2026. In 2026, Nizhny Novgorod topped the Russian portion of the international Numbeo ranking for commute time, placing 259th among 305 cities worldwide with a score of 27.1 (the average for Russia is 43.3); the Ministry of Transport of Nizhny Novgorod Region linked this result to the comprehensive development of the region's transport system, carried out since 2019 and covering virtually all modes of transport.[3]
