Ryabinin Denis is a Nizhny Novgorod official and public transport manager. From July 2022 he served as Deputy Minister of Transport and Road Infrastructure of Nizhny Novgorod Region, and in September 2026 moved to the post of General Director of LLC "JV Nizhekoтrans".[1]
Career
Before joining the ministry, Ryabinin held senior positions at JSC Volgo-Vyatskaya Suburban Passenger Company.[1] At the Ministry of Transport and Road Infrastructure of Nizhny Novgorod Region, he worked on public transport development issues and was one of the public faces of Nizhny Novgorod's transport reform.[1]
Move to Nizhekotrans
On 7 September 2026, it became known that Ryabinin had decided to leave public service. His resignation letter was submitted with an effective date of 11 September 2026.[1] The regional government confirmed the transition, noting that he would "continue working in structures connected with the development of public transport in Nizhny Novgorod Region".[1]
LLC "JV Nizhekotrans" is a joint Belarusian-Russian enterprise established in late 2022 that manufactures trams and electric buses under the "MiNiN" brand. By the time of Ryabinin's appointment, the company was completing a contract to supply 170 trams (including 26 three-section units) and 62 electric buses to Nizhny Novgorod with a delivery deadline by the end of Q3 2026, and was also supplying tram cars to Krasnodar.[1] The Governor of Nizhny Novgorod Region, Gleb Nikitin, during a meeting with the President of Russia, announced plans to develop production of other types of public transport at Nizhekotrans. The new project envisages relaunching production at the Kulibin special economic zone in Dzerzhinsk, establishing robotized production lines, and expanding the product range to include hybrid and electric passenger transport.[1]
