Financial rehabilitation of Dzerzhinsk Municipal Transport Enterprise "Express" — a set of measures initiated on 26 August 2026 by the Ministry of Transport and Roads of Nizhny Novgorod Region in relation to the municipal unitary enterprise "Express" — the largest public transport operator in Dzerzhinsk. The enterprise was founded in 2003 and, at the time the rehabilitation procedure was launched, employed more than 400 staff and operated a fleet of 150 vehicles.[1][3]

Background to the crisis

MUP "Express" operated 14 urban bus routes in Dzerzhinsk.[1][4] The crisis arose after the enterprise failed to submit a bid in a competitive tender for route operations. As a result, 11 routes were transferred to a private carrier, the volume of transport work fell, employee shifts were reduced, and drivers' wages declined.[1][3][5] Enterprise employees demanded a meeting with the city authorities and appealed to the Chairman of the Nizhny Novgorod Regional Legislative Assembly Lyulin and Legislative Assembly deputy Yuliya Garevskaya.[3] Following a working meeting held with their participation, the management of the enterprise was deemed ineffective, the director was dismissed, and a decision was taken to conduct a financial and operational audit.[3]

Rehabilitation measures

On 26 August 2026, the Ministry of Transport of Nizhny Novgorod Region held an inaugural meeting in Dzerzhinsk on the operations and rehabilitation of MUP "Express".[1] The meeting was attended by the heads of regional transport enterprises — Nizhegorodpassazhiravtotrans and Nizhegorodelectrotrans — which are to participate in the audit and assist in preparing tender documentation for route operations.[1][3]

The Minister of Transport and Roads of Nizhny Novgorod Region, Leonid Samukhin, identified the priorities of the stabilisation programme: completing the audit as quickly as possible, ensuring uninterrupted transport services for residents, preserving the workforce, and developing both urgent stabilisation measures and long-term rehabilitation plans for the enterprise.[1][6] The audit was planned for completion in early September 2026.[3][4] In addition, an analysis of the route network was envisaged to identify lengthy duplicating sections and assess the need for localised changes.[1][3]

Deputy Head of Dzerzhinsk Denis Dergunov reported that the city administration had taken a number of emergency measures to meet the enterprise's current obligations: timely payment of wages, tax contributions, and continued transport operations.[1][4][6] Yuliya Garevskaya noted that, following the audit, a road map for the enterprise's further development and improvement of working conditions for employees would be drawn up.[1]

Previously, MUP "Express" had been awarded government contracts for three routes launched in July 2026.[3]
