Nizhny Novgorod Region overtaking Germany

"Having held a series of meetings with IT specialists from municipal and regional authorities and the healthcare sector in Germany, I can say with confidence that, in terms of interagency interaction and converting services into electronic form, we have, in my view, somewhat overtaken Germany. They have not yet tackled this task comprehensively, mainly because of the high degree of decentralization of power. In Germany most authority is concentrated at the level of local government, and municipalities and regions are not particularly eager to integrate with federal authorities, while local systems differ significantly from one another," said Sergei Kuchin, Minister of Information Technology, Communications and Mass Media of the Nizhny Novgorod Region.

"The situation resembles the Russian one in some regions, but Russia is significantly larger than Germany, and there are significantly more 'unadvanced' regions. Therefore, in my view, the federal authorities' decision to create a unified system with unified rules is justified. There was only one mistake: when shaping the ideology of e-government, regions were left the option of choosing their own unique path of development — both the system of interregional electronic interaction (SMEV) and regional portals. Regions were also supposed to finance the creation of their regional e-government segments on their own, but according to common rules! It is entirely natural that some regions took advantage of this right. For example, we went on developing the regional public services portal and developing the regional SMEV.

Let me remind you that at the Council for Regional Informatization on April 19, 2012, it was announced that regional portals would be excluded from the unified service-delivery system and could be kept only as an additional resource at the discretion of regional authorities. So right now we face the question of whether it is necessary to continue this work.

At present another solution is being rolled out — the Unified Identification and Authentication System (ESIA), through which regional resources can be integrated with federal ones. I think this should be fixed in documents right away, so that regions are not tempted to bolt this technology onto their own resources.

Overall, I believe the tasks set are the right ones, and e-government today is no longer a myth," said Sergei Kuchin.
