Tax debt for a Russian citizen is a negative balance on their unified tax account: the difference between what has been assessed and what has been paid.[1] The account has been open to all organizations and individuals since January 1, 2023, and from that date onward the debt across all taxes is shown as a single total rather than separately for each payment.[1]

Unified tax account

The unified tax account is a system for recording assessed and paid taxes and contributions. It is topped up by a unified tax payment before the payment deadline, and the amount received is distributed among the taxpayer's obligations: first, arrears on personal income tax starting from the earliest due date, then current assessments on it, then arrears on all other taxes and contributions.[1]

For a sole trader, one account covers both personal and business obligations.[1]

How to check the balance

The account status is shown in the taxpayer's personal account on the tax authority's website. From there, a statement of the account balance in form KND 1160082 can also be requested — it is issued within five business days; the statement can also be obtained by visiting a tax office in person. A taxpayer may sign up for free SMS notifications about tax debt; notifications are sent no more than once per quarter on the basis of written consent in the form approved by Federal Tax Service Order No. ED-7-8/1135@ of November 30, 2022.[2] Some banking apps and online banking platforms are connected to the State Information System on State and Municipal Payments (GIS GMP): where such a connection exists, information about tax debts and accrued penalties is displayed directly in the banking app.[2] Tax debt can also be checked in the Nalogi FL mobile app — logging in requires only the username and password from the taxpayer's personal account.[2] Information about debt and a payment document for settling it can also be obtained by visiting an MFC (multifunctional public services center) in person — a center employee provides data from GIS GMP, and the debt can be paid on the spot.[2][1]

If the amount is in doubt, the question is submitted through the personal account, and for a detailed reconciliation an appointment is booked via the online booking service. Objections to the balance stated in a payment demand or in a certificate are submitted through the "Emergency Assistance: Account Unblocking and Unified Tax Account Enquiries" service — the request is reviewed within one business day.[1]

Payment Deadlines

The standard payment deadline is the 28th of the month.[1] Certain payments have their own deadlines: personal property taxes — 1 December; personal income tax for the previous year — 15 July; an individual entrepreneur's insurance contributions on income exceeding 300,000 rubles — 1 July.[1] A missed deadline results in a negative account balance.

How the Tax Authority Pursues a Debt

Before initiating collection, the inspectorate issues a payment demand. The deadline for issuing it depends on the amount: for a debt over 500 rubles but not exceeding 3,000 rubles — no later than one year from the date the balance became negative by that amount; for a debt exceeding 3,000 rubles — no later than three months.[3] At least eight business days from the date of receipt are allowed for compliance, and for paper demands — between 30 and 45 calendar days.[3]

Out-of-Court Collection from 1 November 2025

Before 1 November 2025, tax debts owed by individuals who are not entrepreneurs could only be collected through the courts.[3] Federal Law No. 287-FZ of 31 July 2025 introduced an out-of-court procedure: it applies to individuals without entrepreneur status, to former entrepreneurs, and to notaries and advocates who have established private offices.[3]

If the demand is not complied with, the inspectorate issues a collection order within six months and sends it to the debtor — through the taxpayer's personal account, through the personal account on the government services portal, and by registered mail to those who are not registered on either platform.[3] An order issued after this deadline is invalid.[3]

The order is published in the collection order register. Seven business days after it is sent, instructions to banks for fund transfers and information about accounts whose transactions are to be suspended are added to the register.[3] Collection is applied first to funds in bank accounts, in electronic wallets, to precious metals held in deposits, digital rubles, and cash; the bank executes the instruction within one business day.[3] Income that is exempt from enforcement proceedings under the relevant law is protected, and a debtor has the right to submit an application to the bank to preserve monthly income equal to the subsistence minimum.[3]

Starting April 1, 2026, the procedure for enforcement through property seizure will change: a tax authority order is sent and entered in the register within ten months — from April 1, 2026, when the debt exceeds 30,000 rubles; from the date that threshold is crossed, if it is reached later; and after three years from April 1, 2026, when the debt is less than 30,000 rubles.[3]

Debts Referred to Bailiffs

Debts for which enforcement proceedings have already been initiated are visible in the Federal Bailiff Service's database of enforcement proceedings — an open service searchable by last name, first name, patronymic, and date of birth, or by case number.[4]

In Nizhny Novgorod

The tax authorities of Nizhny Novgorod Region operate within the structure of the Federal Tax Service; the personal account portal, online appointment booking, and inquiry services are shared across the entire country.[1] In-person appointments and correspondence are handled at the following address: Nizhny Novgorod, Minin Street, 20 — the location of the main office of Inter-District Inspectorate No. 16 for Nizhny Novgorod Region.[5] The Federal Tax Service's unified contact center can be reached at 8-800-222-22-22.[5]
