The Nizhny Novgorod Institute for Education Development (NIRO) is a state institution of supplementary professional education of Nizhny Novgorod Region that provides advanced training and retraining for teaching staff. The Institute operates as a state educational institution of supplementary professional education (GOU DPO) and is one of the central bodies in the region's system of teacher education. The Institute was founded in 1929 and is located at 203 Vaneev Street, Nizhny Novgorod.[1]
Activities
NIRO trains and retrains education workers in a wide range of fields. In 2012, the state-funded NIRO (GBOU DPO) was accredited for postgraduate professional education programs in the following specialties: theory and methods of teaching and upbringing (literature), special-needs pedagogy, and theory and methods of professional education.[1] The Institute has a number of specialized departments, including the Department of Pedagogy and Andragogy of Technologies, the Department of Primary Education, and the Department of Professional Education. NIRO also has a Department of Literature and Cultural Studies; in 2019 it was headed by Mstislav Shutan.[2] Among the Institute's areas of work are support for the implementation of the Federal State Educational Standards (FGOS) for primary, basic, and secondary general education, as well as for the application of the federal basic educational programs (FOOP).[3] The Institute publishes a periodical, the journal "Nizhny Novgorod Education", to which instructors from Nizhny Novgorod universities contribute.
The programs offered to students include, among others, programs in education management. The Institute runs a regional educational platform, "Vector of Opportunities" — a digital space for teachers in Nizhny Novgorod Region that offers online courses, distance-learning olympiads, competitions, and joint projects; the platform is maintained by NIRO's e-learning center. NIRO also hosts the "Digital Teacher School," a program aimed at helping teachers master digital tools in the educational process. The Institute carries out consulting activities: its structure includes the project and consulting Center for Educational Systems, as well as units dealing with independent assessment of the quality of education and with labor standardization in the education system. NIRO provides support for the state final examinations (GIA) in Nizhny Novgorod Region: the Institute maintains the regional GIA database and runs a hotline for questions about the Unified State Exam (EGE), the Basic State Exam (OGE), and the State Final Exam (GVE).
NIRO hosts events as part of the Christmas Educational Readings of the Nizhny Novgorod Metropolitanate: in December 2019, the Institute held a conference as part of the 14th Christmas Educational Readings. The conference was organized by the Ministry of Education, Science, and Youth Policy of Nizhny Novgorod Region, NIRO, and the Department of Education and Catechesis of the Nizhny Novgorod Diocese; its theme was "The Great Patriotic War in the Cultural Memory of Generations: From the Artistic Word to the Values of the Individual." Earlier, in January 2009, NIRO hosted the 3rd Christmas Regional Educational Readings, titled "Spiritual and Moral Traditions of Russian Society in the Context of Civic Development of the Individual," prepared jointly with the Nizhny Novgorod Diocese of the Russian Orthodox Church and the Volga-Vyatka Branch of the International Slavic Academy of Sciences, Education, Arts, and Culture; representatives of Nizhny Novgorod universities and clergy took part in the conference.[6][2][4] The Institute offers individual internships as well as distance learning, with applications submitted online.[3][5] Competence centers for the use of Smart, Panaboard, and Mimio interactive equipment have been established at the Institute.[1]
Staff
The Institute's staff includes doctors and candidates of pedagogical sciences. NIRO's personnel comprise 14 doctors of sciences and 88 candidates of sciences.[1] The Department of Pedagogy and Andragogy of Technologies is headed by Galina Aleksandrovna Ignatieva, Doctor of Pedagogical Sciences (born April 12, 1954). The Department of Primary Education is headed by Svetlana Konstantinovna Tivikova, Candidate of Pedagogical Sciences, Associate Professor, and Honored Worker of Higher Education of the Russian Federation. The Department of Professional Education is headed by Aleksey Yuryevich Petrov, Doctor of Pedagogical Sciences, Candidate of Economic Sciences, and Professor (born April 7, 1977).
A number of well-known Nizhny Novgorod scholars and educators worked at NIRO at various times. NIRO develops international cooperation, in particular with the Vienna University of Economics and Business.[1] Elena Nikolaevna Dmitrieva, Doctor of Pedagogical Sciences at the Dobrolyubov NGLU, spent four years at the institute before moving to the linguistics university in 1992. Irina Nikolaevna Gerasimova received her education at NIRO in 2000, after finishing her main career at an inter-school computer center.[5]
