Yuliya Mikhaylovna Manturova (born November 4, 1977) is a Nizhny Novgorod politician and businesswoman, deputy of the City Duma of Nizhny Novgorod from single-member electoral district No. 20 in Moskovsky District, member of the Communist Party of the Russian Federation (CPRF) deputies' group, and deputy chair of the Duma's standing commission on urban development and architecture[1][2][3][4]. She has served in the city parliament since 2020 and was re-elected to a second term in September 2025[5][6]. Her primary place of employment is director of Innovatsionnyye Resheniya Biznesa LLC[1][7].
Biography and Work outside the Duma
She was born on November 4, 1977. She graduated from Lobachevsky University[1][7].
She heads the Nizhny Novgorod limited liability company Innovatsionnyye Resheniya Biznesa (Innovative Business Solutions); the position of company director is listed as her primary place of employment in both Duma documents and her candidate disclosure for the 2025 elections[1][7][8].
Election to the City Duma
She was first elected to the seventh convocation of the Nizhny Novgorod City Duma in the elections of 13 September 2020, standing as a Communist Party (KPRF) candidate in constituency no. 20 in Moskovsky District. According to the publication NizhniySeychas, second place in the constituency went to Alexander Kupin, a candidate for Yabloko[9][6].
In autumn 2025 the City Duma was re-elected as the representative body of a newly formed municipal entity: following the incorporation of Kstovsky District, the number of single-member constituencies grew from 35 to 39, and the convocation was designated the first. Voting took place over three days, from 12 to 14 September; results were announced on 15 September, and the inaugural session of the new assembly was held on 29 September 2025[10].
In constituency no. 20, Manturova received 3,908 votes; Anastasia Sakharova (United Russia) received 943 votes, Alexander Sidelnikov (LDPR) 316, and Sergey Kornilov (SRZP) 261. Citywide turnout was 21.33%[5]. Also standing in the constituency were Alexey Karpukhov (Novyye Lyudi / New People) and Olga Poluektova (the Pensioners' Party)[8].
Following the election, United Russia won 28 seats, the KPRF five, the LDPR three, A Just Russia — Patriots — For Truth two, and New People one[10][5]. The KPRF parliamentary group, alongside Manturova, includes Nikolay Sataev (group leader), Alexey Zapoyev, Kirill Lazorin, and Mikhail Rykhtik[3].
Work in the seventh-convocation Duma (2020–2025)
During Manturova's first term, she served on two standing committees — the Committee on Property and Land Relations and the Committee on Ecology[11][7]. The Duma's rules of procedure allow a deputy to sit on no more than two standing committees[11].
At her initiative, the property committee examined the procedure for inspecting public utility infrastructure — electricity, heat, gas, water supply, and sewerage systems — by operating organizations when such infrastructure is transferred free of charge by developers to municipal ownership[11]. Other matters handled by these committees during those years included the transfer of apartments for orphaned children to the Region, the condition of cultural heritage sites transferred to the Region, the reorganization of municipal enterprises, and the acceptance into city ownership of water supply networks in the settlement of Novinki[7].
In 2024, the property committee held 16 sessions, with Manturova attending fourteen; the ecology committee met 13 times during the same year[7].
Work in the First-Convocation Duma (from 2025)
In the new convocation, Manturova shifted her area of focus: she became deputy chair of the Standing Committee on Urban Development and Architecture (chaired by Mikhail Ivanov, with Aleksandr Petrov as second deputy chair) and joined the Committee on Municipal Property, headed by Aleksey Zapoyev[2][4].
In the final quarter of 2025, the urban development committee held six sessions and adopted 21 decisions with a full quorum[2]. Its remit covers the general development plan and land use and development regulations, local urban planning standards, public hearings on urban development matters, and the organization of municipal housing construction[2].
Among the legislative initiatives reviewed with Manturova's participation in late 2025 were the procedure for providing municipal premises for deputies' meetings with constituents, the list of places designated specifically for such meetings, and the regulations on municipal land control within the city[2].
District No. 20 and Constituency Work
District No. 20 covers part of Moskovsky District: Geroev Avenue, sections of Moscow Highway, Sormovskoe Highway, and Burnakovskaya, Kuybysheva, Levinka, Lesokhimikov, Marshala Voronova, Marshal Kazakova, Morisa Toreza, Narodnaya, Cheboksarskaya, Chernorамenskaya, Chekhova, Shalyapina streets, and a private residential sector[11].
Appointments are held at the premises of the TOS (territorial public self-governance body) «Burnakovskiy» at Kuybysheva Street, 13: personal appointments with the deputy take place on the first Thursday of the month by prior arrangement[1][7][2].
Residents' inquiries concern primarily the work of the housing management company of Moskovsky District, asphalting of courtyards and pothole repairs, major overhauls, social assistance, and the drafting of legal documents[11][7][2]. In 2021, the public reception office received 64 oral and written inquiries[11]; in 2024, at nine reception sessions — including five held on-site — 52 people were seen, and 20 municipal institutions separately submitted inquiries: kindergartens, schools, clubs, libraries, and TOS bodies[7].
At the deputy's request, funds from the city budget were allocated to institutions within the district. In 2024, these were kindergartens Nos. 40, 93, 100, 115, 184, 304, 314, and 411, schools Nos. 21, 118, and 149, the Yuny Sormovich club, the A. I. Herzen Library, the Ye. A. Nikonov Library, the Family Reading Library on Marshal Kazakova Street, the Smena community leisure center, and the TOS bodies Burnakovskiy and Beryozovsky — the funds went toward replacing window frames and doors, repairing floors and emergency staircases, purchasing technological equipment, furnishing reading rooms, and holding celebrations[7]. In the fourth quarter of 2025, funding was allocated to kindergartens Nos. 40, 115, and 411 and school No. 21[2].
In 2021, Manturova supported applications from residents of her constituency under the participatory budgeting program "It's Up to You!": two projects provided for road repairs within the boundaries of Ushinskaya, Uzkaya, and Maurice Thorez Streets, as well as Krasny Pakhar and Akmolinskaya Streets[11].
In July 2026, the Centralized Library System of Moskovsky District expressed its gratitude to the deputy for her assistance in organizing public events on the territory of the constituency — the Children's Day program "Childhood Smiles at Us," the holiday "My Country — My Russia," and the courtyard celebration "The Sun Smiles on Our Yard"[12].
